ORGANIZATIONAL MEETING JANUARY 2, 2006
Be it remembered that the Common Council of the City of South Bend, Indiana, met in
the Council Chambers of the County-City Building on Monday, January 2, 2006, at 12:00
(noon). The meeting was called to order by Councilmember Charlotte D. Pfeifer and the
Invocation and Pledge to the Flag were given.

Councilmember Dieter noted that he is currently on duty with the South Bend Police
Department, however, he is taking his lunch break to be present at this organizational
meeting.
ELECTION OF COUNCIL PRESIDENT FOR 2006
Councilmember White nominated Councilmember Timothy A. Rouse for the office of
President. Councilmember Kelly seconded the motion which carried by acclamation.
ELECTION OF COUNCIL VICE-PRESIDENT FOR 2006
Councilmember White nominated Councilmember Roland Kelly for the office of Vice-
President. Councilmember Pfeifer seconded the motion which carried by acclamation.
ELECTION OF CHAIRPERSON – COMMITTEE OF THE WHOLE FOR 2006
Councilmember Pfeifer nominated Councilmember Karen L. White for the office of
Chairperson – Committee of the Whole. Councilmember Kelly seconded the motion
which carried by acclamation.
RE-APPOINTMENT OF COUNCIL ATTORNEY – 2006
Councilmember White made a motion to reappoint Ms. Kathleen Cekanski-Farrand as the
Council Attorney for 2006. Councilmember Varner seconded the motion which carried
by acclamation.
COMMENTS FROM COUNCILMEMBER’S
Councilmember Kelly stated that he was pleased to retain Ms. Cekanski-Farrand as
Council Attorney for 2006. He noted that she has served the Council very well in the
past and looks forward to working with her.
Councilmember Kuspa stated that Ms. Cekanski-Farrand has assisted the Council and
always keeps them advised on current issues that are before the Council. He stated that
he is pleased to retain Ms. Cekanski-Farrand as Council Attorney for 2006.
Councilmember White thanked Councilmember Pfeifer for her leadership as Council
President this past year.
Councilmember Pfeifer thanked the Councilmember’s for their cooperation this past year.
She stated that she believes that they worked together respectfully on some tough issues.
Council President Rouse thanked the Councilmember’s on electing him to serve as their
President for 2006. He stated that the Council worked well together in 2005. In 2006,

there are pending bills regarding Human Rights, Noise, Parking and Dog licensing that
are tough issues that will need to be addressed. Councilmember Rouse advised that he
would like to see the Indiana Association of Cities and Towns (IACT) Hometown Issues
implemented along with the reactivation of the South Bend Commission on the Status of
African American Males and the South Bend Youth Council. Council President Rouse
stated that he looks forward to working together for the good of all the Citizens of South
Bend.
UNFINISHED BUSINESS
Councilmember Puzzello made a motion to reappoint Marcia Jones to the Redevelopment
Commission. Councilmember Kelly seconded the motion which carried by a voice vote
of nine (9) ayes.
Councilmember Rouse announced that there are currently 3 appointments to the Urban
Enterprise Association (UEA) that are vacant. He stated that if anyone is interested in
obtaining information regarding the UEA to please contact Councilmember White or the
City Clerk’s Office.
ADJOURNMENT
There being no further business to come before the Council, the meeting adjourned at
12:24 p.m.
