City Fills Two Key Positions
The city of South Bend is pleased to welcome two new members to its team. John H.
Murphy was selected by Controller Catherine Fanello to be Assistant City Controller effective
February 19, 2007 and the Department of Administration and Finance recently welcomed Philip
E. Custard as the new Purchasing Manager. Both men bring extensive experience to their new
positions.
"We are pleased to welcome Philip and John to our team," said Ms. Fanello. "The City is
fortunate to have found candidates who are so well qualified."
In addition to being a licensed Certified Public Accountant, John Murphy has twenty-five
years experience in both the public and private sectors. He has worked extensively in local
governments in Southwestern Michigan and has served on national budget and audit review
committees for the Government Finance Officers Association of the United States and Canada.
Philip Custard has many years of purchasing experience. Most recently, Custard served
as the Purchasing Supervisor for a global automotive supplier. Mr. Custard has worked as a
professional buyer or purchasing agent since 1974 and was recognized for outstanding work in
2003 by a State industry council.
"The expertise that each of these men has brought to their departments has enabled them
to hit the ground running, allowing the City continue providing efficient service to South Bend,"
said Ms. Fanello. "Philip and John have already proven to be great assets to their departments."

As Assistant City Controller, Murphy's duties will include budgeting and financial
reporting, assisting in annual auditing, managing City accounts and transactions, supervising and
advising City department fiscal staff as well as formulating, analyzing, and managing
departmental budgets.
As Purchasing Manager Mr. Custard will manage, coordinate and direct the City's
purchasing activities. Mr. Custard will report directly to the City Controller, but will meet
closely with all departments in order to efficiently manage the centralized purchasing.
Both men are Indiana natives. Mr. Custard holds a degree from Indiana State University
and is a veteran of the United States Army. Mr. Murphy is a South Bend native and 1981
graduate of the University of Notre Dame. He is currently studying for a Masters Degree in
Public Administration at Indiana University South Bend. He lives here with his three children
Monica(16), Colleen (15), and Mitchell(9).
