Mayor Appoints Carrington to
the Alcoholic Beverage Board
Mayor Stephen J. Luecke has announced the appointment of Michael D. Carrington to
the Alcoholic Beverage Board. This board reviews local alcoholic beverage permit applications
and submits its recommendations to the State Alcohol and Tobacco Commission for approval.
"Mike's extensive background in security and criminal justice, and his outstanding
integrity make him an excellent choice for this post," commented Mayor Luecke. "The City of
South Bend is committed to building a strong economic base as we balance the needs of
businesses with the welfare,health, and values of our community. We are also committed to the
health and safety of our residents, and the Board's handling of issues such as underage drinking
and public nuisance properties has a direct impact on the quality of life in our neighborhoods.
Mike's thirty-plus years of experience as a public safety officer and consultant will be a unique
asset to the Board, and I look forward to working with him to build a Safe and Healthy City."
Mr. Carrington is a former U.S. Marshall for Northern Indiana, appointed by President
Clinton, and has an extensive background in criminal justice, administration, and education. He
served for fifteen years as the Director of Campus Security at IUSB, and as Adjunct Associate
Professor of Criminal Justice in the School of Public and Environmental Affairs. He also served

as Director of Public Safety for South Bend under Mayor Peter Nemeth, Chief Juvenile
Probation Officer for St. Joseph County Probate Court, and as an Indiana State Parole Officer.
His career also includes extensive security experience, for the Indiana Bureau of Motor Vehicles,
South Bend School Corporation, University of Notre Dame, and for many national events and
well-known public figures, including the 1987 Pan American Games and Supreme Court Chief
Justice William Rehnquist. He is currently involved in security and criminal justice consulting.
"I am pleased to accept Mayor Luecke's appointment," stated Mr. Carrington. "I have
worked with the State Excise Police in the past and am familiar with many of the issues the
Alcoholic Beverage Board faces. I look forward to representing the State Commission and the
community as we work to improve and enhance South Bend for all residents."
