Subject: Professional Service Proposal - Wightman Petrie
Site Survey for Harmon Glass and adjacent Parcels
Date: April 8, 2011
Attached to this memorandum is a professional services proposal from Wightman Petrie to
provide boundary survey services for the former Harmon Glass parcel (Commission owned)
and the adjacent property to the west owned by Granger Community Church. The purpose
of the survey work is to identify the boundaries for the Harmon Glass property, especially
the southern boundary line, and to gather information relative to the north /south alley that
runs adjacent to the property.
The staff needs the survey as it prepares a disposition package for the land and also as it
works to develop a curb and sidewalk plan for the property. The proposal is in the amount
of $2,765.00 and staff requests a not -to- exceed amount of $3,000.00 in the event that
updated title work is required to complete the scope of work.
Staff requests favorable Commission approval of this request.

& FORMER HARMON GLASS SITE, CITY OF SOUTH BEND, INDIANA
Dear Bill:
Thank you for the opportunity to present our proposal for surveying for the above referenced project.
We have appreciated being able to be of service to you in the past and hope that we can assist you
with this project.
We have reviewed the documentation and files you provided to us and offer the following proposal.
SCOPE OF SERVICES (BOUNDARY SURVEY SERVICES)
• All research, calculations, drafting and field surveys to complete a Certificate of Survey
performed in accordance with Title 865, Article 1, Chapter 12 of the Indiana Administrative
Code.
• Placing monumentation as required at corners of the property.
• Locate visible existing improvements and show relationship with boundary lines of the subject
tract.
The performance of the above noted items may require the following research at County offices:
• Acquiring subdivision plats, previously recorded surveys, and right -of -way information.
• Locating and reviewing adjoining property owners' deeds to identify deeded gaps or overlaps
or obvious discrepancies with adjoining deeded descriptions.
The estimated fe r performing the boundary and topographic survey will be $2,765.00.

Be assured that all of the above will be delivered in a continuously timely manner with the timetable

Our services will be billed monthly unless the amounts in any month are not significant. Our monthly
statements will include charges for some expenses that we may incur on your behalf. Should you
have any questions or comments concerning our services or charges during the course of the work,
please bring them to our attention immediately so any problem can be resolved quickly.
