Agenda: Taxi Cab Regulations (See Attachments)
Councilmember Karen White, Chairperson, Health and Public Safety Committee, presided over
the informational update. The review of taxi cab regulations is part of Chairperson White's effort
to improve areas that affect the quality of life in the city. Chairperson White briefly recounted the
attention this issue has received over the past couple of years and then why it was important to
move forward now.
Chairperson White introduced Deputy City Attorney Ann-Carol Nash who has been responsible
for the administrations efforts to date. Ann-Carol provided a handout which summarized findings
and proposals to date. Councilmember Puzzello and Councilmember White both offered
questions and concerns among them. clearly understood rates, coordination with airport
� regulations, and acceptance by cab companies and drivers.
Chairperson White then asked Council Attorney Kathleen Cekanski-Farrand for her observations.
Kathy said it has from the start been Councilmember White and the rest of the Council's desire to
have fair, consistent, enforceable regulations. Additionally the focus has always been on
assuring the safety of the public and cab drivers.
Councilmember Varner wondered if a county-wide ordinance would be the best approach. He
said it should be in sync with the airport and Mishawaka.
Chairperson White noting a need for further discussion suggested a special ad hoc committee be
formed. Councilmember Oliver Davis volunteered. City Controller Gregg Zientara said a
deadline would help keep the issue on the"front burner."
Under miscellaneous matters Gary Gilot, Director of Public Works, reported on the progress
made installing flashing school zone signs for Xavier School.
There being no further business to come before the committee at this time, Chairperson White
adjourned the meeting at 5:02 p.m.
