Vice-Chairperson Oliver Dav.is chaired the meeting until Chairperson AI Kirsits who was a few
minutes late. Vice-Chairperson Oliver Davis ruled Bill Nos. 11-08 and 84-10 be heard jointly.
Community and Economic Development staffer Michael DiVita started the presentation briefly
detailing the fiscal plan to provide city services which is required for any proposed annexation
area. Thomas Henry petitioning for this voluntary annexation said he was willing to bear the city
taxes to be allowed to hook up to the city sewer. After brief discussion Chairperson Kirsits, now
chairing, called for a recommending motion on Bill No. 11-08. Councilmember Varner moved for
a favorable referral. Councilmember LaFountain seconded and all agreed.
On Bill No. 84-10, Councilmember LaFountain moved favorably. Councilmember Varner
seconded and all affirmed. Both bills thus were sent to Council favorably.
Bill No. 02-11 -This bill was written to incorporate changes in state law into the city's local zoning
regarding floodplain boundaries.
Christa Nayder from the Area Plan Commission explained the need for the changes. There were
no objections or questions.
Councilmember Varner moved for a favorable recommendation to Council. Councilmember
LaFountain followed with a second. All affirmed.
There being no further business to come before the committee at this time, Chairperson Kirsits
adjourned the meeting at 3:42 p.m.
