Vice-Chairperson Oliver Davis ruled Bill Nos. 11-08 and 84-10 be heard jointly. <br /> Community and Economic Development staffer Michael DiVita started the presentation briefly <br /> detailing the fiscal plan to provide city services which is required for any proposed annexation <br /> area. Thomas Henry petitioning for this voluntary annexation said he was willing to bear the city <br /> taxes to be allowed to hook up to the city sewer. After brief discussion Chairperson Kirsits, now <br /> chairing, called for a recommending motion on Bill No. 11-08. Councilmember Varner moved for <br /> a favorable referral. Councilmember LaFountain seconded and all agreed. <br /> On Bill No. 84-10, Councilmember LaFountain moved favorably. Councilmember Varner <br /> seconded and all affirmed. Both bills thus were sent to Council favorably. <br /> Bill No. 02-11 -This bill was written to incorporate changes in state law into the city's local zoning <br /> regarding floodplain boundaries. <br /> Christa Nayder from the Area Plan Commission explained the need for the changes. There were <br /> no objections or questions. <br /> Councilmember Varner moved for a favorable recommendation to Council. Councilmember <br /> LaFountain followed with a second.
