Bill No. 87-10
This bill submitted for Council consideration by the Administration amends the 2010 salary
ordinance to authorize three new positions and an hourly pay increase to water department
technicians.
At Chairperson LaFountain's request Mayor Luecke made the presentation. The Mayor
explained the continuing efforts to achieve efficiencies in the delivery of services. He said the
restructure in the SBPD results in opening a spot for a new police officer while keeping the
forensic lab experience of another. The critical CSO plan implementation requires the creation of
a full time slot for someone now sharing responsibilities with the WWTP. A pay increase is
required to recruit a zoo veterinarian. The water techs previously compensated .30 per hour to
monitor water flow in their off hours would have their incentive pay reinstated.
After Council discussion Oliver Davis moved for a favorable recommendation. Karen White
offered a second and all affirmed.
Bill No. 11-15
This resolution is in opposition to Senate Bill 590 regarding immigration reform. This resolution, if
passed, would be sent to the Indiana state Senate to voice opposition to the passage of any
measure to target and deport illegal immigrants without cause.
Councilmember's White and Oliver Davis both urged strong support for the measure. They spoke
of racial profiling and discriminatory targeting based on physical appearance. They also spoke
about an unintended negative economic impact this would have on area families and businesses.
Councilmember Varner noting the bill would not allow random profiling; but would only be applied
when there as"just cause." Councilmember Varner asked County Attorney Kathleen Cekanski-
Farrand to explain the"reasonable suspicion" standard? She said it was the lowest in the
actionable categories.

The Mayor raised the police departments cost concerns in dent+tion until deportation of such
cases.
Ultimately Councilmember Oliver Davis moved, and Councilmember White seconded the motion
to recommend favorably. All affirmed.
Under miscellaneous matters, Mayor Luecke related another issue negatively affecting public
safety and "home rule." He asked the Councilmember's to voice opposition to a bill under
consideration in the legislature that would restrict local community's ability to restrict the sale and
use of firearms.
After further elaboration and brief discussion and no further business to come before the
committee at this time, Chairperson LaFountain adjourned the meeting at 5:29 p.m.
