The Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on Wednesday, February
16, 2011 with President Juanita Dempsey and Board Members Patrick D. Cottrell, Laura Vasquez
and Eddie Miller present. Board Member Bruce BonDurant was absent. Also present were Police
Chief Darryl Boykins, Fire Chief Howard Buchanon, and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City
Building, South Bend, Indiana.
Board members discussed the following items from that list:
- 2010 Annual Towing Statistics — Police Department
Mr. Bodnar informed the Board members that a replacement towing statistics chart was
handed out to correct an error in the calculations in the chart they received. He noted there
was no need to add any additional towing companies to the list for 2011.
- Accept Donation — Police Department
Mr. Bodnar made note of the generous donation by a Mrs. Sandstrom of $1,000.00 toward
the purchase of a new K9.
- Retirement — Engineer Cyril Quinn
Mr. Bodnar informed the Board that Engineer Quinn received a commendation in the past for
his assistance in an emergency rescue situation. Chief Buchanon confirmed that his position
is one that will be filled by the current recruits. He requested the Board meeting of April 13,
2011 be held at the Central Fire Station to swear in the new recruits.
ADJOURNMENT
There being no further business to come before the Board, President Dempsey declared the meeting
adjourned at 8:12 a.m.

EXECUTIVE SESSION FEBRUARY 16.2011
The Board of Public Safety met in the Executive Session on Wednesday, February 16, 2011 at 8:30
a.m. The meeting was held in the Mayor's Conference Room, 14th Floor, County City Building,
South Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b) (2) (B) and (b) (6) (A).
President Juanita Dempsey and Board Members Patrick Cottrell, Laura Vasquez, and Eddie Miller
were present. Board Member Bruce BonDurant was absent. Also present were Police Chief Darryl
Boykins, Fire Chief Howard Buchanon, and Board Attorney Thomas Bodnar. Board members did
not discuss any subject matter other than the subject matter as specified in the Public Notice. The
meeting adjourned at 8:45 a.m.

REGULAR MEETING FEBRUARY 16, 2011
The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, February 16,
2011, with President Juanita Dempsey and Board Members Patrick Cottrell, Laura Vasquez, and
Eddie Miller present. Board Member Bruce BonDurant was absent. Also present were Police Chief
Darryl Boykins, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City
Building, South Bend, Indiana.
ACCEPT MINUTES OF PREVIOUS MEETINGS
President Dempsey advised that if there were no objections by members of the Board, the Minutes of
the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on January
19, 2011 and the Special Meeting of February 1, 2011, would be accepted as presented.
POLICE DEPARTMENT
FILING OF 2010 ANNUAL TOWING STATISTICS
Lieutenant Stephen Goen, Traffic Manager, South Bend Police Department, submitted to the Board
the annual towing statistics for the Police Department for 2010. The report indicated the number of
total requests, the number of total tows, and the number of refusals for each of the four towing
companies. Attorney Thomas Bodnar noted the number of tows does not indicate a need for
additional towing companies to be added to the Police Department list. There being no questions
concerning this report, the 2010 Annual Towing Report was accepted for filing as submitted.
ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT
Chief Boykins, Police Department, advised the Board of two generous donations made to the South
Bend Police Department. The donation of equipment consisting of three metal storage cabinets, two
white dry erase boards, one electric safe, a coffee pot and an AlcoHawk Series BPT was accepted
from Ron Goze of the A.J. Wright Corporation. The donation of $1,000.00 for the K -9 Unit was
accepted from Mrs. Sandstrom. There being no further discussion, the donations were accepted and
filed

President Dempsey indicated that unless there were questions or objections by members of the
Board, the statistical analysis report for the month of January, 2011, as submitted by the Police
Department, would be accepted for filing. There being no objections, the following report was

APPROVE RETIREMENT — CYRIL QUINN
President Dempsey stated that Chief Howard Buchanon has submitted to the Board the Application
and Declaration for Retirement for Engineer Cyril Quinn effective February 1, 2011. Chief Buchanon
noted that Engineer Quinn has served the Department with loyalty and distinction during the last
twenty -four (24) years. Chief Buchanon joined the Board in thanking him for his commitment,
dedication and years of distinguished service to the South Bend Fire Department and the citizens of
South Bend. Members also wished him a long and happy retirement. Upon a motion made by Ms.
Vasquez, seconded by Mr. Miller and carried, the retirement was approved.

Chief Howard Buchanon submitted to the Board the monthly report for the month of January 2011
compiled by the Prevention/Inspection Bureau of the Fire Department. President Dempsey stated if
there were no objections, the Board would accept the report for filing as presented.

FILING OF CORRECTED ANNUAL STATISTICAL ANALYSIS REPORT — 2010
Chief Howard Buchanon submitted to the Board the corrected annual report for the year 2010
compiled by the Prevention/Inspection Bureau of the Fire Department. The Chief noted the original
report had an error in the number of annual arsons. President Dempsey stated the Board would accept
the corrected report for filing.
