Attached for review is the completed bid packet for a proposed development in Oliver
Industrial Park. Oliver Plow Partners, L.P. plans to construct a 40,800 s.f. building (of which
5,500 s.f. is office and showroom) at a cost of $1,750,000. Its tenant will be ABC Supply
Company.
As presented by Bob Mathia at a previous Commission meeting, the project will retain 10
existing jobs and one part-time job with a total annual payroll of $419,958 while adding two
more positions totaling $65,000 per year.
The proposed bid is for $22,000 for a 4.39 acre portion of Oliver Industrial Park Lot #8 (7.84
acres). This lot borders the west side of Chapin Street at the entrance of the park. Staff
continues to work closely with Holladay Properties to develop a fagade and building design
that is consistent with the guidelines set forth for the park and surrounding area.
Staff seeks approval to prepare a Contract for Sale for approval by the Commission based
upon the information provided in the proposal.

A Narrative Description of the proposed development on the Disposition Parcel
identified in Exhibit "A," describing the exact natureapnd character of the improvements
proposed and their use; together with maps and plans sufficiently complete to indicate the
general improvements to be made is attached and is to be considered a part of this proposal.

The Proposal Forms as provided by the Department of Community & Economic
Development/Division of Economic Development (Department) have been completed and are
considered a part of this proposal. The Proposal Forms include: (1) a Statement of the

sworn Affidavit of Non - Collusion. It is the understanding of the Applicant that the Statement
of the Qualifications and Financial Responsibility is confidential and to be used solely by the
South Bend Redevelopment Commission and the Department.

Commission deems that the improvements to the land, as proposed, have been completed
and the Commission thence issues its Certificate of Completion. This faithful performance
guaranty will be refunded in the event this offer is rejected.
Acceptance or rejection of this proposal shall be made by depositing such notification
in the US Mail addressed to the undersigned (Applicant) at the address set forth below.
In submitting this offer to purchase or lease, it is understood that the right to reject
such offer is reserved by the Commission. The undersigned further agrees to execute a
contract for the purchase or lease of land for development in the form prepared by the
Department within thirty (30) days after notification of acceptance of this offer and to develop
and use the above identified parcel(s) of land in conformity with the Federal, State and Local

Building Solutions Since 1952
Oliver Plow Partners, L.P. proposes a Built -to -Suit facility for ABC Supply Company in
South Bend, Indiana. The new facility will be used as a showroom and for general office and
warehouse use by the Tenant. The site of the new building is approximately 4.4 acres and is
located in the Oliver Plow Industrial Park on Chapin Street just north of Sample Street. The lease
would have an initial term of 10 years and the legal Tenant will be ABC Supply Company,
Incorporated.
The shell building size is approximately 40,800 square feet and will be designed and built
as a pre- engineered steel building with an 8' masonry block wainscot on the building's east and
south faces. Please see the attached site plan which displays the building's orientation on the
lot in question. The building will contain approximately 5,500 square feet of office and
showroom space. The site will possess an outside area for storage of construction materials
which matches the character of the businesses currently operating within the Oliver Industrial
Park. Also, the building and surrounding site will be landscaped to meet code and match the
character of its surrounding neighbors. The total project cost is anticipated to be approximately
$1.75 million dollars.
The developer anticipates that it will need to apply for a variance(s) during the project
planning process. It is our hope that all variances have been identified and filed with the Board
of Zoning Appeals (BZA), by February 8th, for public hearing during the March meeting of the
BZA. We ask that the City of South Bend's Redevelopment Commission support our efforts to
obtain the necessary variances after you have had a chance to review the content. Also, as a
part of this agreement, Oliver Plow Partners, L.P., is requesting $200,000 in site improvements
and related expenses from the South Bend Redevelopment Commission.
ABC Supply Company is the nation's largest supplier of roofing materials to the
construction industry. They are also among the largest suppliers of siding windows, and other
exterior construction materials. ABC Supply is headquartered in Beloit, Wisconsin and has 350
locations nationwide and employs over 5,000 associates. They are also one of the 100 largest
private companies with sales in excess of $3 billion.
We are grateful for the opportunity to work with the City of South Bend on this project.
We believe that this is a solid project that matches the character and intent of the existing
surroundings. It appears that this project also accomplishes established redevelopment
objectives and once again establishes a brownfield development site as a viable, operating
property.

Introduction
Since 1952, Holladay Properties has grown and diversified from construction of single - family

integrated real estate companies in the eastern half of the United States. Holladay Properties has
built projects ranging in size from $750,000 to over $75 million in over 15 states, with a total
project valuation of over $2 billion.
In the past 10 years alone, Holladay has developed and
constructed over 10 million square feet of
Warehouse /Distribution, Office, Retail, Hospitality and
Medical facilities in the Mixed Use Parks branded
Ameriplex. Currently, Ameriplex Indiana P olis covers AMERIPLEX
approximately 1,500 Acres and is the home of several distinguished companies such as Pepsico,
Allison Transmission, Batesville Casket and Purdue University. Our Ameriplex at the
Crossroads and Ameriplex at the Port cover a combined 800 Acres and are home to such brands
as Bass Pro Shops, Pinnacle Health Care, Country Inn and Suites as well as Purdue University.
The newest member of the Ameriplex family, Ameriplex at Portage Prairie is a 525 acre Mixed
Use Park located at the very northwest tip of South Bend and is currently home to AM General
and Bowne Printing. Since the inception of these Parks, Holladay has developed and constructed
projects with a total valuation of approximately $500 million.
In 2004, Holladay had a vision to create a separate company that could showcase its construction
talents to third party customers and increase the total volume of work completed throughout the
Midwest. As a standalone entity, this new company could pursue new relationships and
customers in the markets they serve without burdening the corporation with liability that may
accompany this type of endeavor. For three years, the relationships were created, processes were
refined and finally in January of 2007 Holladay Construction Group, LLC was formed. This
new entity will bring the same efficient methods, values and attention to detail to its new
customers as it has done for Holladay Properties for the past 58 years.

Holladay Construction Group headquartered in South
Bend Indiana has regional offices in Portage, IN,
Indianapolis, IN, Nashville TN and Richmond, VA. We
have completed approximately $110 million worth of
construction over the past two years in these areas for
clients such as AM General, Memorial Health Systems,
Hilton J tels, Decatur UY13 hip Schools, aSS Pro Shops
and of course Holladay Properties. In all cases, HCG functions as a Construction Manager at
Risk and has developed several different contracting methods to fit the needs of our customers.
In most cases, the projects are completed on a Cost Plus Basis with a Savings Clause which
favors the client. Approximately 90% of our projects are Design/Build which allows us to work
with the Architect and Owner to offer Value Engineering Ideas that can make the project as
efficient and cost effective as possible without compromising the quality or integrity of the
design.
Holladay Construction Group does not have any Union Affiliation therefore we have a wider
range of subcontractor choices than those who are limited because of Union ties. The majority
of our Projects utilize a mix of Union and Non -Union subcontractors unless we are directed
otherwise by our clients.
