To the Redevelopment Commission,
The City of South Bend has been invited to be among seven communities featured in separate five-
minute videos at the national Brownfields 2011 conference, co-sponsored by the U.S. Environmental
Projection Agency and the International City/County Management Association. More than 6,000
participants are registered for the April 3-5 conference in Philadelphia, including developers with
special interest in brownfield projects. (Ann Kolata, senior redevelopment specialist for the City of
South Bend, will represent the City at the conference.)
South Bend's video would highlight several successful brownfield remediation efforts, especially
highlighting opportunities for new development in Ignition Park in the wake of the announcement of
the first private investment in the park by Data Realty LLC. In addition to being aired at the
conference and in related web sites and media, the finished video and footage would become the
property of the City.
A claims request in the amount of$19,500 to WebsEdge would fund production costs for the video.
Staff recommend approval of the request.

ICMAtv will:
■ Produce a film of up to five(5)minutes in length which will include interviews with Client spokespeople and case
study material;
• Produce a series of news programs at the Event and include the ClienYs film in one or more of these programs;
■ Broadcast this film to attendees of the Event on screens around the conference venue;
• Make DVD copies of the program available to delegates upon request;
■ Stream and host the ClienYs film online for 12 months after the Event;
• Screen the Client's film at the Event via a dedicated television channel in selected delegate's hotels in the area;
• Provide the Client with a link to their film for marketing purposes.
Agreement guarantess:
■ Pre-production consultation on the ClienYs topic and schedule;
• One day of filming;
• Final approval of film before broadcast;
■ Inclusion in any newslettedprogram guide produced by ICMAtv for the conference;
■ Use of any rushes/B-Roll(inGuding u�used footage)for ClienYs own purposes;
■ Five(5)DVD copies of the Client's film and a copy of the relevant program in its entirety onto one(1)DVO.
The cost of this agreement is 519,500 USD.
The cost is to be paid on receipt by the Client of an invoice in respect of the sum due("Agresment Fee").
