Redevelopment Commission has not had a contractor in the past to remove snow, but a new City
Ordinance required that all city sidewalks must be cleared within 24 hours after a snowfall.
The city experienced a major snow fall January 8, 2011. In view of the large amount of snowfall, the
City received this year and the number of properties Redevelopment Commission now owns; in an
effort to comply with the new City Ordinance, it was necessary to hire contractors on an emergency
basis to remove the snow. Therefore, a snow removal contract was executed January 11, 2011
Staff sent notices along with a list of Redevelopment Commission owned properties to three
contractors from the City's database of approved vendors asking for bids on the removal of snow
from the listed properties. Two Vendors responded to the request. Therefore, a snow removal
contract was executed January 11, 2011
This was outside of our normal procurement process, but because of the emergency nature, staff
selected Tri-M Construction and First Impressions Landscaping, both of South Bend, Indiana to
immediately remove snow from Redevelopment Commission owned properties.
The contract is for a maximum of $ l 0,000.00 per contractor for a total of $20,000.00 with the option
to increase this amount, if there is additional need for the 2011 snow season.
Staff will begin the bidding process in August 2011 for the 2012 snow removal season within the
normal bidding procedures.
Given the unforeseen events, staff is requesting approval.
