HomeMy WebLinkAbout01/27/1936 Board of Public Safety MinutesRepresentatives of business men and residents of River Park, namely; Mr. Joseph Vogel, Don Malcolm and Don Ross, presented a petition requesting that a suitable traffic signal be placed at. the intersection of Mishawaka Avenue and 30th Street. It was regularly moved by Mr. Anderson, seconded by Mr. Woodward and carried that the ,matter be referred to Mr. Qualls to ascertain the practicability of this procedure and to the Clerk for investigation as to availability of funds to meet the expense. FIRE DEPARTMENT Chief Freeh present: Examination of Russell Hoffman, applicant for position as fireman, was made during the Board Meeting in the presence of the Chief and it was decided to hold vacancy now on the Fire Department open until a later date, so that further investigation of applicants can be made. The Chief submitted a new form of Fire Department Application Blanks which is a copy of one suggested by the Fire Prevention Depart- ment of the Western Actuarial Bureau, suggesting that beadopted ' instead of the present application form. A copy application was sent to each of the members of the Board for analysis and study. The Chief referred to the matter of Otto Pfaffenbach, which was brought up by Mr. Seebirt earlier in the month, and the Secretary was instructed to write Mr. Seebirt that the Board could take no action regarding this, in view of the fact that this matter had already been in the Courts and no action against Mr. Pfaffenbach was taken at that time. A claim was presented by Dr. Richard 'vi. Holdeman for services in connection with fire on Michigan Street on December 26th in the amount of 425.00. Before passing this claim, the Board referred the matter to the Chief of the Fire Department for investigation and report. Application for position on the Fire Department from Earl F. Null was presented to the Board and ordered placed on file. The Chief of the Fire Department submitted to the Board the twenty -ninth annual report of the Firemen's Pension Fund for the year 1935. This report is now on file in the office of the Board of Public Safety. POLICE DEPARTMENT - Chief Lane present: The matter of vacancy on the Police Department was discussed and the Chief reported that he had made some investigation in reference to the application of Murray Thomas, but that his investigation had not been completed. the Board instructed him to make a further investigation of this and other applicants and to report in time for a special meeting before the close of the month, so that the vacancy can be filled by February lst. The matter of physical training at the Y.M.C.A. for police officers- was discussed and it was found that few of the officers were taking advantage of the opportunity. The Chief was instructed to again bring the matter before them and advise them that such as desired to take this training could make arrangements with the officials of the y.M.C.A. 25' MEE TING January 27, 1936 Regular meeting of the Board of Public Safety was held on Monday, January 27, 1936 at 9:30 A. M. All members were present. Minutes of previous meeting were read and approved. Requisitions bearing numbers 08836 to 08851 were approved. Claims. from the following suppliers in the amount of p369.04 were allowed and ordered paid, also payrolls of the various departments in the amount of 4 ,001.39. I GO The Chief reported that; he felt that the telephone service after five o'clock in the evening was not such as the Police Department should have for adequate and efficient service'to'the public and suggested that all telephonep,in this department be independent lines. The matter was referred to the Clerk and to the Chief for further investigation. F The meeting adjourned at 11:50 A. M. ATTEST: Clerk Chairman J SPECIAL MEETING January 29, 1936 - Special meeting of the Board of Public Safaty,was held on January 29, 1936 at 10:00 A; M. All members were present. The Board considered the advisability of sending representatives on a Safety Expedition isponsored by the Studebaker Corporation: This Expedition is to leave South Bend on Monday, February 3rd and to visit the cities of Evanston Illinois; Milwaukee, Wisconson; Louisvi,'Ile, Kentucky; Cincinnati. Cleveland and Toledo t , Ohio to he safety $ problem. The Board authorized the expenditure of 50.00 for expenses and the Chief of Police was instructed to use this,as judicially as possible and;use his own judgment as to whether to send one or two men and to make the seledtion of th6 men himself. lurray C. The Chief reported that he had carefully investigated 11 ThoiA&S, an applicant for position on the Police Department, and recom- mended him for use in the service. The Board approved the appointment to effect February ist and the applicant to be on probation for six months', subject to assignment by the Chief of' Police.
