Councilmember Karen White seconded the motion which carried by a voice vote of nine (9) ayes. SPECIAL BUSINESS SOUTH BEND CUBS UPDATE- ANDREW BERLIN Andrew Berlin, 20 Maple Hill, Glencoe, IL, CEO of the South Bend Cubs, served as presenter for this update. Mr. Berlin stated, Thank you very much and I appreciate you having me. I know this is maybe an extracurricular and an item on the agenda that you usually don't have. I have to say, we are going into our seventh(7th)season as a South Bend franchise. It used to be the Silver Hawks and now it is the Cubs. We started with a partnership with the City and we took it very seriously. With me today is Joe Hart who is the President of the South Bend Cubs. We started a while ago with a couple things in mind. (Referencing a presentation available in the City Clerk's Office) We started a while ago with a couple things in mind. On November 11th, 2011, which was 11/11/11, I signed a contract with Joe Hart at 11:11 a.m. The reason being is that elevens (11) in baseball are superstitious and we are a superstitious group. Wall Street Journal years ago did a study and seventy-five (75%) of baseball fans believe there is something they can and can't do to affect an outcome of the game. It is the case with me, as well. On Armistice Day, Apollo Eleven (11) was the first (1S) Lunar Module on the moon. We thought it would be a good sign and good omen to sign this on November 11th 1 REGULAR MEETING June 11, 2018 Mr. Berlin continued, We signed this with my wife, three (3) daughters and future son-in-law all present. We had a goal in mind and that was to have great baseball. At that time we were a Diamondbacks affiliate. I didn't think we would get the Cubs and I think getting the Cubs brought us better baseball. The Cubs joined South Bend in September 2014 and the first (1St) season was 2015. Of course the Cubs then won the Wild Card and went to the playoffs. In 2016 they won the World Series and in 2017 they got to the pennant series. As Joe and I always say in our marketing, we believe the road to the World Series starts in South Bend. We also wanted to create really great memories for the residents of South Bend and the Michiana region. If any of you have been to Four Winds Field, you know it is more than baseball. It is more than just a game. It is bringing families and friends out to the ballpark to share these experiences and moments that you always remember. The best part of being a baseball owner is not just watching your team win or have a great season, but it is also about walking around the ballpark to see these moments unfolding. When a child gets their first foul ball or being able to watch the game through your child's or grandchild's eyes, those are things they never forget. Mr. Berlin went on, Doing something great for the citizens here is something we set out to do. Lastly, and very importantly and no less than the first two (2)items of focus,was the revitalization of South Bend. We wanted to prove to future developers that one (1) could invest in South Bend, profit from it, and do something nice for the community by creating jobs and opportunities. I think we did that. With that in mind, I would like to tell you how it all unfolded. First off, we really had to work on the stadium. When Joe and I took over the team in 2011, we started managing the team in January, we really saw a ballpark that had really great bones but not a very good process in place. We did a long study and had a lot of town hall focus groups to speak to former fans and season ticket holders to really understand all the different touch points. We even asked people what they would like to see us start, stop and continue doing in the ballpark. We were able to break it down into three (3) groups. Each bullet point in each category was sought after by Joe and I to make not only satisfactory, but a thrilling experience. Thrill was defined as being a surprise and delight. So we actually started asking things such as, `How does the drive to Four Winds become thrilling?' So with your help by changing the directions of some of the streets and putting up more signage with some of the streets, getting out of town folks to the field safely, people were able to find and get to our ballpark more easily. Even in the parking lot, we try to put friendly, happy, optimistic and positive people in them rather than cranky folks taking the money. So every touch point was thought through with taskforces and committees. In doing so, we saw a big change. Mr. Berlin continued, There is something called Net Promoter Score and it serves as a guideline for building loyalty and earnings with your customers and the idea is that you want to ask a question of your fans, once a year, and that question is how likely are you, on a scale of zero (0) to ten (10), to recommend Four Winds Field as a place to take your family? Well, on a scale of zero (0) to ten (10), a zero (0) to six (6) would be defined as a hater, a nine (9) and(10) would be a lover, and a seven(7) or eight (8)would be a fence sitter. Fence sitters, because we don't know which way they lean are taken out of the formula. We net the responses of nine (9) and ten(10)to the zero (0) to six (6), and what you get is a percentage. So in 2012 when we first took over, only forty-one percent(41%) of the fans were promoters. There were a lot of fence sitters at thirty-two percent(32%) but a lot of haters at twenty-seven percent (27%). The net score was about thirteen percent(13%).Now,keep in mind,relative to the rest of the baseball industry,the baseball industry average is about fifty percent (50%). So to be at thirteen percent (13%) means we were doing a terrible job. Whether it was the cleanliness, the quality of food, service, parking, or anything, it just wasn't good. We set out to improve it and now we sit at an eighty-four percent(84%) in 2017 after mailing out about 40,000 surveys, blindly,to folks without knowing their names. Only three percent (3%) of our fans hate us. And when we looked at some of the comments, those hate comments we got weren't what we expected. In one (1) case, we had a letter from a grandmother who had brought her grandchildren to the ballpark and she was very upset. She was trying to teach her grandchildren all about the game of baseball and they were too busy having too much fun in other parts of the ballpark. Others came in saying our hotdogs were too big. The nice thing about this study is that the higher the score, it correlates with the success of the organization. Mr. Berlin went on, As we focused on these touch points,the attendance went up quite a bit from the first year we bought the team. It was at 113,000 and is now at 354,000. 1 would like to remind you that this is not modesty. This is a private-public partnership that the City of South Bend and 2 REGULAR MEETING June 11, 2018 the South Bend Cubs have engaged in. This is a partnership we have engaged in throughout the past seven(7) years. The reason I'm making this presentation to you is because we are partners in this. This is a City-owned ball park. We are a tenant and signed a twenty (20) year deal with you in 2011 and we take our goals very seriously.Periodically we like to come back to the City Council to report how things are going. There are one hundred and sixty (160) minor league ballparks across the States and each year Major League Baseball meets with their affiliates and discusses with their affiliates who had the best ballparks, skill development and training, environment,food, finances, and so forth. We won the Major League Baseball award, the John Johnson award for having the best Minor League team in the United States. That was in 2015 and then last year we won BallparkDigest Best Ballpark of the Year in the Minor Leagues. So again,the accolades come across. When they talk about the South Bend Cubs, they are talking about South Bend. We can and should leverage the power of the Cubs brand to also talk about how great South Bend is. We talk about it all the time. Mr. Berlin continued, Again, the partnership we have had is unusual. It doesn't exist in all of the cities where there are Minor League ballparks. What we are achieving together contributes to amazing development in South Bend. I think South Bend has clearly turned a corner over the last six(6) and seven(7)years about what is happening in downtown. A lot of the work you are doing, we are doing and what other developers are doing shows that you can be successful in downtown. In terms of taxes and revenue that has come to South Bend through the income of the Professional Sports Development Fund, $4 million dollars over the last six(6)years has come back to the City as a consequence of all the stuff we do. And those revenues stay in South Bend. They don't go to the coffers in Indianapolis. This is an extraordinary benefit to South Bend. In terms of the jobs, when we bought the team there were two hundred and thirty-five (235) positions and now we employ three hundred and sixty-two (362) people. That is a fifty-four percent (54%) increase in employment. The amount of payroll is up one hundred and forty-six percent (146%) since we bought the team. Overall,we have also been philanthropic. I'm happy to report that we have given back around$600,000 to a number of organizations in the area. It is good business, it makes sense, and it is something that Joe and I believe in. Mr. Berlin went on, These upgrades are upgrades to a City-owned facility. Even though these upgrades were paid for with private funds,they are a benefit to South Bend as well. A$6.5 million investment in amenities. We never would have had the Cubs in South Bend if we didn't replace the artificial surface with sod. We spent$700,000 on grass alone. We also shared the responsibility of renovating a real architectural gem. That is the synagogue that has now become the team store. It really is a tourist attraction in and of itself. The Performance Center is just beyond the right field fence. Again, the Cubs would not have come to South Bend without this facility. It is a one (1) of a kind facility in Minor League Baseball. No other team in triple-A (AAA), double-A (AA) or single-A (A) has a facility like this. That was built for about $2.5 million. Lastly, we are building those four (4) apartment buildings. Hopefully, three (3) of the four (4) buildings will be done by the end of July, and the last one (1) by August. The Ivy at Berlin Place is about a $23 million investment.By the time everything is said and done with landscaping, it will be about$25 million. The rooftop facility will also be a tax revenue generator for South Bend. There will be over three hundred (300) people up there, per game, with food, alcohol and merchandise service. In conclusion,we have more fans,more year-round events,more investment and we are not stopping. We are very pleased but never satisfied and Joe and I are very thankful for the partnership we have. We don't take it for granted. Council President Scott opened the floor to comments or questions from Council Members. Councilmember Regina Williams-Preston stated, Thank you so much for your investment. I appreciate the partnership that you talked about and really highlighting the piece about being a model for investment in South Bend. The public-private partnership is investing in our people and is paying dividends. Thank you so much. Councilmember Sharon L. McBride stated, I echo the same. It is really great to have a taste of Chicago in our neighborhood. I'm often in Chicago but coming and going to the games around here is a lot of fun and it gives us a lot of things to do.I am very proud it leads to a good partnership with you all and I look forward to us continuing to grow. 3 REGULAR MEETING June 11, 2018 Councilmember Jo M. Broden stated, Thank you for the update tones and for your tireless promotion and vision that really touches all areas of our region. I'm very appreciative of that. Thank you so much. Councilmember Jake Teshka stated, I would just echo what everybody else has said. Thank you for what you have done with the team and ballpark. As a father of two (2)young kids it is great to know this is a place to take our family and have a great time. We've done corporate events and have enjoyed the facility and the team. Thank you. Councilmember Oliver Davis stated, Thank you, again. It is nice to come through downtown and have crowds and have traffic issues and those kinds of things. When you won those awards, what did they say stood out? Mr. Berlin replied, The key reasons were the, number one (1), the physical plant. The stadium is actually very pretty.It's not the biggest and most elaborate but it is charming,intimate and friendly. The way it has been built, and now with the apartments giving the embracing effect around the ballpark, gives it a nice feel. In addition to that,the organizational discipline and precision around the customer service is something that impressed them a great deal as well. We also won awards on our field,the playing surface and the Performance Center. Councilmember Oliver Davis requested this presentation be put on the City's website. Councilmember John Voorde stated, This is a first class operation all the way, in and out. I'm very appreciative of that. Thank you. Councilmember Gavin Ferlic stated, Thank you for your investment and for your partnership. Councilmember Karen White stated, Thank you so much for not only the partnership but also your level of enthusiasm, passion and commitment to the City of South Bend. It is a beautiful stadium and I can't wait to see it at the next level. Councilmember Tim Scott stated, As you know I'm a St. Louis Cardinals fan, I grew up there. I have one (1) other baseball hat and that is a South Bend Cubs hat and I wear it proudly. I do appreciate not only the commitment to the baseball but to the community. My first trip here was 1992, got off the plane to do a job interview which I nailed, and my future wife and I went to Tippecanoe and then went to see the baseball stadium. It was the Silver Hawks then. We absolutely loved it. We were able to walk around the whole ballpark. That is the best thing you did. Every baseball stadium I go to, I walk around. Mr. Berlin interjected, That was actually a decision that this Council made before I bought the team. Councilmember Tim Scott stated, That was the best decision this Council made. But that is what you do, you walk the stadium. What you guys are doing is incredible. Mr. Berlin replied, We are going to keep this going. I hope to be standing before you a number of years from you to rewrite the lease to extend it further. We have another fourteen (14) or thirteen (13) years to go so we will make you proud in the interim. BILLS—THIRD READING BILL NO. 14-18 THIRD READING ON AN ORDINANCE AMENDING THE ZONING ORDINANCE AND SEEKING A SPECIAL EXCEPTION FOR PROPERTY LOCATED AT 1619 S MICHIGAN STREET, COUNCILMANIC DISTRICT NO. 3 IN THE CITY OF SOUTH BEND, INDIANA Continued to the June 25th, 2018 meeting of the Common Council. RESOLUTIONS BILL NO. 18-25 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ACCEPTING AND CONFIRMING A RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION DETERMINING THAT THE ASSESSED VALUE OF PROPERTY IN THE DOUGLAS ROAD ECONOMIC DEVELOPMENT AREA FOR TAX YEAR PAYABLE 2018 MAY BE ALLOCATED TO THE RESPECTIVE TAXING UNITS AND OTHER RELATED MATTERS Councilmember Gavin Ferlic, Chair of the Community Investment Committee, reported that they met this afternoon and send this bill forward with a favorable recommendation. 5 REGULAR MEETING June 11, 2018 Beth Leonard-Inks, Representative of the Department of Community Investment with offices on the 14th floor of the County-City Building, South Bend, IN, served as the presenter for this bill. Ms. Leonard-Inks stated, The resolution will ratify the action of the Redevelopment Commission. Their decision releases the assessed value for the Douglas Road TIF. The Redevelopment Commission approved this action at their last May meeting. As is required by law, we need to bring this in front of you. As you may recall,the Douglas Road TIF is just about finished. We just have one (1) small project we are still working on which is the right turn lane from State Road twenty-three (SR-23) to Douglas Road. We expect that to be finished this year. In 2017 when we received the money in this TIF there was$379,000 and,of course,that will be released to the other taxing jurisdictions. South Bend typically gets about forty percent (40%) of that which would be about$150,000 and the rest would go to other jurisdictions. This means that what we are releasing are the taxes generated this year but will be paid next ,year. So it will be in next year. And, as you may know, we released these same funds last. So the money is coming in this year. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. None from the public wished to speak in favor of or opposition to this bill. Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-25. Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine (9) ayes. NEW BUSINESS Councilmember Oliver Davis stated, It is new but old in a sense. When will we be getting a report regarding the recommendations from the Ardmore situation? We had our hearing back in, what I believe was March, so we are there. Since the recommendations have been in for a couple months, can we get an update regarding where we stand? PRIVILEGE OF THE FLOOR Harry Marsh, 1520 S. Carroll Street, South Bend, IN, stated, I am here tones to speak on the trailer issue. I would like to throw an invitation out to the whole Council to come down and see those trailers to understand what we are talking about when we are talking about these trailers. Because without seeing them and realizing what we are talking about, I don't believe you get the full picture of what's going on. I would appreciate if the whole Council would come down rather than just listening to me. I will be back again next week. Jesse Davis, P.O. Box 10205, South Bend, IN, stated, I came here numerous times talking about what most people would call the monopolizing of business throughout the City. I filed a law suit against the City and fought for five(5)hard years. I just about ran myself broke.I had an experience about a week and a half ago. A drunk driver hit my son's girlfriend's car on Calvert Street. It totaled the young lady's car which was parked on the side of the road. The lady had no insurance, DUI and driving on a suspended license. I don't know what was done about that but I stood there while the tow company came out. I know there were people that came here and complained about how the tow companies got ousted out of South Bend. And again, we monopolized the towing to one(1) company, which, I understand wasn't done by the Council but through the Board of Public Works who did it with the Sewer Insurance program and that turned into a big nightmare. So anyhow, the tow company comes out, they flip the car back over that the one (1) woman was driving and then they proceed to hook up to my son's girlfriend's car. They towed it down Calvert Street to their yard which is a matter of a few miles. She receives a bill in the mail for over $1,400 for the tow and $25 a day for storage. I personally blew a motor in a truck in Lima, Ohio. I hired a local tow company from South Bend,Indiana to come to my home in Mishawaka,put a truck on the flatbed, bring it to me in Lima, Ohio and turn around to bring my Dodge Hemi back to Mishawaka. That bill cost me six hundred and fifty dollars ($650) which I still thought was high. But, compare the two (2). Again,we've taken several local companies that used to be on a rotating list and have thrown them to the curb by giving all the business to one (1) company. This guy is raping the citizens. Y'all need to research that. Apparently it was done by the Board of Public Works and you didn't have an opportunity to chime in on that, and then it had to go through the Police Department. I want you guys to look into it and if you don't, you know I will. I will get the State and the Feds to investigate it. It is crooked and wrong. 8 REGULAR MEETING June 11, 2018 Samuel Brown, 222 E. Navarre Street, South Bend, IN, stated, Well, my drug houses are going good. I think you heard me talking about it quite a bit. There is still a little going on. I was told by some people helping me with the drug house and they said Mr. Brown we have some bad news, we can't move on that drug house. So the South Bend Police can't do anything, the State Police can't do anything, so I don't know what it is about that drug house. The West Side is getting shot up. Go and pull the information for yourself. I'm not going to give up though. I believe in South Bend and I believe in the City, but it has got to stop.A lady got shot on the South East side. I came to find out the kid was supposed to be graduating. If we don't shut it down,these kids-are going to do what they want to do. I put my heart in this community. I see all the stuff flourishing by Notre Dame and I ask wouldn't it be nice if my neighborhood looked like that? Wouldn't it be nice to have someone clean up my neighborhood? I'm going to make it real quick. 648 College Street, a black guy and a white lady were getting married. There were a lot of white people up there. This white guy got upset with his girlfriend and he took off in his vehicle, flying. Pop, pop, pop. Next thing I know, the police were coming. You know where they were coming to, right? I just started laughing. I said you're looking for the white guy in the red truck. It ain't us but they had no problem running over to where we were. I want an even playing field. I want my neighborhood cleaned up. My grandkids have grown up in that junk.
