HomeMy WebLinkAbout12/02/1935 Board of Public Safety MinutesThe matter of traffic condition at Lincoln Way East, Jefferson Boulevard and Carroll Street was discussed. It was regularly moved, seconded and carried that the traffic signal regulating traffic on Carroll Street be eliminated and that stop sign be placed on Carroll Street and Lincoln Way East to control traffic coming from the south. FIRE DEPARTMENT - Chief Freeh present: The matter of fire protection in Clay Township and also Ardmore in Portage.Township was discussed with the Chief and it wasiregularly moved, seconded and carried that these suburbs pay for the fire I 'protection rendered, calls to be responded to only upon the request of the Trustee of each Township or his representative. It was agreed that a charge of $200.00 per year-be made and that until such an appropriation could be set up by the Township, with the understanding that they proceed immediately tomake such an arrangement, the Fire Chief was.instructed to respond to calls for fire protection. Applications for position on the Fire Department were received from r Lee Tames, Leonard Arthur Wheatley and Murlin H. Brown and were ordered placed on file. POLICE DEPARTMENT - Chief Lane present: The matter of traffic situation at olive Street and Western Avenue was discussed and it was decided to make Western Avenue a preferential street and to place stop signs on Olive Street both north and south sides of Western Avenue. In reference to special police commissions issued to represen- tatives of business houses, factories and merchants, the Board decided . that such special police commissions shall be issued if the applicant comes with proper credentials, with the understanding that in all such cases the Company represented must either furnish the Board of Public Safety with a surety bond or must file with the Board of Public Safety a letter stating that the applicant has been bonded by themselves and that they will assume all responsibility for his activities. In the case of special police commissions to be issued outside.of South Bend, it was decided that no bond shall be required the City of whom but that a letter shall be furnished stating that the men to wh special police authority is given are in their employ and that they assume full responsibility for their actions. The Chief brought UP the question of protection for school children at certain hours of the day and suggested that men who are now working.. under W.P.A. Program might be called upon to perform the duties of Board authorized the Chief to get and the protecting school children, in touch with the proper officials of the W.P.A. and ascertain if such an arrangement is possible. I -MEETING December 2, 1935 Regular meeting of the Board of Public Safety was held on Monday, December 2, 1935, at 9:00 A. M., All members were present. Minutes of previous meeting were read and approved. Requisitions bearing numbers 08725 to 08754 were approved. I 2,471, Officers Rozanski and-Rourke made a report of an accident on November 21st when at about 6:00 P. M. a call of fire was received at1the Broadway gate of the Studebaker Plant. In Car #2 they responded to this call and at the intersection.of Western Avenue and LaFayette Street, with siren blowing, it was impossible to prevent an accident to a car that did not seem to heed the siren and struck a Ford Model T Sedan belonging to Fred Huff, R. R. 2,.Box 287. The impact destroyed troyed tail light, bent the left rear fender and damaged the rim of the left rear wheel. A claim has been presented by Fred Huff for 410.35 to repair the damage. This matter, after being discussed, was referred to the City Attorney. A commulAcation,was received from Cyrus E. Pattee, calling at-tention,to'dangerous situation at the corner of Olive Street and .We ; atern Avenue on account of the absence of a traffic signal. After considering the matter, the communication was ordered placed on file.. A communication was received from John B. Campbell,, President of ""the Campbell Box and Tag Company, also Mr. E. L. McMillen, Chief of the Studebaker Company Plant.Protection, calling attention to traffic ''-hazard at Sample and Main Streets, particularly from 4:30 to 5:00 e clock in the evening when Studebaker employees are leaving for their homes. The Board, in discussing this matter, felt that-Main Street should be a preferential street and that the Police Department probably could supervise traffic at the.time mentioned. The matter was, therefore, referred to the Chief of Police. A special police commission in favor of Charles Rost while employed at the Edwards Iron Works, accompanied by surety bond in the amount of $1,000.00 in the Maryland pasu&lty Company, was approved by the Board. Special police commission in favor of Edward G. Daoust while employed at the Robertson Brothers Company, accompanied by surety bond in the Maryland Casualty Company, was approved by the Board.
