All members were present. Minutes of meeting of November llth were read and 'approved. Requisitions bearing numbers 08719 to 08724, inclusive, were approved, also claims from the following suppliers in the amount of $723.38. New York Central R. R. Co. $_.74 Ind. Public Service 1.00 FIRE DEPARTMENT - Chief Freeh present: A communication from the Chief of the Fire Department, William Freeh, was read from which it developed that in his conversation with Mr. R. C. Eby of Roseland he suggested to Mr. Eby that the Fire Department would be willing to respond to calls from that district, subject to favorable'action of the Board of Public Safety, for an annual remuneration of 4200.00. It was suggested that the Chemical Department respond and, if not available, an eighty gallon water capacity Pumper would make the run which would insure people of that section prompt service. This was favorably acted upon by the Board and the Secretary communicated with Mr. Eby, informing him of such action. The Fire Chief brought up the question of vacancies in the ranks of the Fire Department and submitted changes which he would suggest accompanied by approval of the Mayor. These were as follows: - Lieutenant George Geltz to be promoted to the rank of Captain January 1, 1936. Ladderman Arthur Howard to be promoted to the rank of Lieutenant effective January 1, 1936. The above Officers to act in the advanced capacity beginning at once but -1\0 receive no change in pay until after the end of the year. The following new appointments were made, subject to physical examination and appointment,'to, ) duty by the Fire Chief: Roland Miller to begin duty December 1, 1935. Guy Gilligan to begin duty December 1, 1935. Ray McCallum to begin duty January 1, 1936. The above appointments were all confirmed by the Board.__ Application for.position on the Fire Department was received from Ray McCallum and ordered placed on file. ELECTRICAL DEPARTMENT - Mr. Qualls present: Mr. Qualls submitted a report of frequent complaints regarding hazard at Lincoln Way East, Jefferson and Carroll Streets, stating that the traffic signals at this point are so arranged that it is very confusing to automobile drivers and he suggested that either another traffic signal be placed on Lincoln Way East at Carroll Street or'make Carroll Street a stop street and remove the traffic signal. This matter was referred to members of the Board Anderson and Woodward to investigate with Mr. Qualls and make suggestions at a subsequent meeting. POLICE DEPARTMENT - Chief Lane present: . Continuation certificate in favor of Sergeant Claude Keller in the Maryland Casualty Company was approved. i I I 11 .- A communication was received from the Colt Manufacturing Company quoting a price of X22.00 police pistols with an allowance of $6.00 each f now in use in the De-oartment in exchange, making each. The Board authorized making the exchange available funds in this particular account. .240i. Patent Firearms each on 38 Special or the 32-20 revolvers a net cost of 4516.00 to the extent of A Petition with twenty five signatures, requesting that the Tucker Freight Lines and all other Trucking Companies be refrained from blocking Tutt Street, was referred to the Chief of Police. The matter of Police Officers reporting outages of street lights was discussed and it was decided to follow the original plan which was to have Officers during the night call the Radio Station by phone and report light outages instead of reporting to the Desk Sergeant. The Radio Department will then take the matter up direct with the Indiana & Michigan Electric Company to secure proper credit. After a discussion with the Chief of Police, Edward Tesmer was raised to the rank of Sergeant, he to act in this capacity beginning at once and to receive pay on this basis beginning the first of the year. This appointment is to fill the vacancy as Sergeant created when present Assistant Chief of Police William Diedrich was advanced from Sergeant to Captain to be effective January 1, 1936. The matter of restriction of parking privileges on Indiana Avenue was again brought up at this meeting. A delegation of businessmen on Indiana Avenue to the number of thirty-two out of a possible thirty-six presented a Petition in which they requested parking privileges be not disturbed for reasons set forth in a statement submitted to the Board and now on file. Ignatz Mittermeyer also was present and further discussed the matter with the Board. All of the discussion was entered into by Fire Chief'Freeh, Police Chief Lane, Electrical Superintendent William Qualls, also various representatives from the affected district including Mr. T. Earl Koontz of the South Bend Dowel Works who requested that not only should no parking be established on the south side of Indiana Avenue from Kemble Avenue to rg ' illiam Street but that it be extended to Franklin Street. After a thorough discussion of the matter, the Board decided to withhold action for the present. Application for position on the Police Department was received from Carl Russell Smith and ordered placed on file. . The meeting adjourned at 11:30 A. M. Chairman ATTEST: 1 erk
