All members were present. Minutes of meeting of October 21st were read and approved. Requisitions bearing numbers 08686 to 08692, inclusive, were approved, also payrolls for the various departments amounting to $16,766.73 and claims from the following suppliers in the amount of $9,4.86. Bend Wholesale Drug Co. 2.34 Underwood Elliott Fi'sher Co, 12.37 Office Engineers, Inc. 8.50 McCaffery Co. 4.32 St. Joseph's Hospital 7.25 General Sheet Metal Works 1.75 St. Joseph's Hospital 10.50 FIRE DEPARTMENT - Chief Freeh present: The Fire Chief reported having investigated the matter of having S.B.F.D. woven into blankets which might be purchased in the future at a cost of 25d each. The Board authorized him to have this done on all future orders. The Chief advised the Board that there would be a firer en's school at LaFayette two days this week and requested the privilege of sending fifteen firemen each day for two days- on the day that they are off duty. The expense in connection with this would be no ' t to exceed 4,25.00 for gasoline consumption - firemen using their own cars and paying the I ir own expenses while at the school. A letter was received from Russell J. Hoffman, South Bend, calling attention to his application for position on the Fire Department and requesting favorable consideration which was.ordered placed on file. A letter from Cyrus Pattee recommending Mr. Achiel DeVos as a good appointment on the Fire Department was ordered placed on file. Application for position of fireman was received from Edmund C. Szalewski and ordered placed on file. ELECTRICAL DEPARTMENT - Mr. Qualls present: Mr. Qualls reported result of his investigation of the request of Bendix Corporation for a stop light at Bendix Drive and Goodland Avenue. His report in connection with that of Ernest Miller of the Engineering Department was fully considered and the Secretary was instructed to write the Bendix Company. Their report is outlined in the following letter addressed to the Bendix Corporation: "Your letter of September 5th to the Chief of Police was referred to the Board of Public Safety which in turn delegated Mr. William F. Qualls, Electrical Superintendent,and Mr. Ernest Miller of our Engineer ing Department with instructions to very carefully investigate the situation and to report to the Board their recommendations. According to National Standards, the vehicular volume entering an intersection from all directions must average at least one thousand vehicles per hour over an eight hour period to warrant the installation of a fixed time traffic signal. A survey of this location was made on Friday, October 11, 1935 and showed an average of 191 vehicles per hour from 8:00 A. M. to 4:00 P. M. - the lightest hour being from 11:00 A. M. to noon having 90 vehicles - the heaviest hour being from 3:00 to 4:00 P. M. having 443 vehicles. At this hour it is understood that approx- imately ninety percent of the Bendix employees leave the plant. It would seem from this that the traffic situation is one entirely created by your Company and the Board feels that it would not be justified in placing an automatic traffic signal at this point, but that the solution of the problem would be to station a uniformed officer or a motorcycle officer at this point during the period of heaviest traffic. It might also be suggested that one of your own officers could direct the traffic for the heavy ,hour. This matter has been placed in the hands of Chief of Police L. J. Lane and he will cooperate with you to relieve the situation, and you will no doubt hear from him very shortly if he has not already called you regarding the matter." The question of traffic conditions and lighting of intersections was fully discussed with Mr. Qualls and the following particularly were considered: Chapin Street and Western Avenue, Bronson and Michigan Streets and William Street and Lincoln stay West. Mr. Qualls advised that the traffic lights at these points were not of the best type, and the Board instructed him to make the necessary improvements at once, in view of, the many accidents, that have_b`een reported, particularly at Bronson Street and William Street. Mr. Qualls was delegated to make a survey of as many locations in the City as he felt required attention because of darkness, due to absence of street lights and to report to the Board at the next regular. meeting. POLICE DEPARTMENT - Chief Lane present: Matters pertaining to the Police Department were discussed and the Chief was instructed to have his Night Officers make reports daily on street lights which are out, so,that proper credit be given the City on its monthly bill and that through the Electrical Department these lights may be turned on. Police application was received:from Albert.Earl Palmer and ordered placed on file. Mr. Weer reported that in the neighborhood of 28th and 29th Streets, from Pleasant Street to the St. Joseph River, complaints had been made that rubbish was being dumped in gravel pits in -that vicinity. He stated that "No Dumping" signs had been ordered placed there and that the lots had been cleaned off and filled in by V.P.A. workers but that after this had been done the dumping had been continued.and that the Police should be instructed to observe these, violations. The Chief of Police was instructed to look after this. 'Mr. Ignatz Mittermeyer again.was present at the Board to ascertain what action the Board intended to take with reference to parking on Indiana Avenue. The Board advised him that no action would be taken until an agreement had been reached by all interested parties in that - vicinity. The meeting ad j ouraed a.t 11:00 A. M. r Chairman ATTEST:E/ Clerk
