Regular meeting of'the Board of.Public Safety was held on Monday,
Tune 17, 19351-at 8 :30 A. M. All members were present.

ELECTRICAL DEPARTMENT - Mr. Qualls present:
Matters pertaining to the operation of the Electrical Department were
discussed. The question of operating all stop lights in the City when an alarm
of fire is sounded was taken up with Mr. Qualls and discussed. Mr. Qualls was
_ instructed to investigate the possibility of turning all stop lights in the
downtown section red while fire departments are travelling streets to a fire and
to make a report at the next meeting of the Board.
The Board took up with Mr. Qualls the question of timing -all stop and go
lights in the City, as there had been some complaints that the interval beten
changes was not properly timed to obtain the best movement of traffic through-
out the City. Mr. Qualls was asked to investigate the matter thoroughly and
make a report at the next meeting of the Board.
Mr. Qualls submitted a bid from John Beyrer & Sons for the new roof on the
Alarm Station, and the Secretary was instructed to secure bids from other Roofers
and present to the Board at its next meeting.
Mr. Qualls submitted a report for the month of May of fire alarms handled
and comparisons of the same month for the last ten years. Report is on file.
FIRE DEPARTMENT - Chief Freeh present:
Decision in reference to repair of the floor at No. 10 Fire Station and
the lockers which were requested for the firemen at No. 4 Fire Station was
postponed until further investigation could be made.
In regard to the drinking fountain the Chief requested for the Central Fire
Station, this was authorized by the Board if the fountain which is intended to
be used is found to be a*= practical after investigation by Mr. Anderson, and
r if the cost is not too great.

The Chief submitted detailed specifications for the 1000 gallon
taper, of which the following is a copy, and the Secretary was instructed
furnish these to those suppliers who are interested in making a bid.
Specifications
For Fire Pumper for City of South Bend, Indiana
Description and requirements:
As no two manufacturers make the same trucks, pumps,
engines, etc., it will be necessary for each bid to set forth
exactly the kind or make of each article as set forth in the list
of equipment listed hereafter.
The apparatus, including pump, motor and all equipment must,.
be set up complete on chassis in proper place, well fastened, and all
in proper working order when Pumper is delivered. The Chassis and all
wood and iron and stock to be painted the number of coats to be stated
in the description given by the bidder.
It will be necessary for the engineer of each manufacturer
bidding on this job to be on hand to describe his apparatus and equip-
ment. Description and illustrations of the apparatus bid upon must
accompany the bid.
All bids must be made upon the forms as prescribed by the
State Board'of accounts, and each bid shall include the non - collusion
affidavit as prescribed by the State Board of accounts.
Where an article or equal is specified it shall mean that
the article or its equal in strength, durability and capacity shall be
accepted. The Board of Safety, after due investigation, shall be the
judges as to equal strength, durability and capacity of the article bid
upon.
Delivery:
The entire apparatus including all equipment shall be delivered
at the Central Fire Station at the time specified in the contract. The
Pumper and all equipment shall be tested by the Fire Chief of South Bend,
Indiana, who will report the results to the Board of Safety before the
apparatus is accepted.
FIRE PMdP
To be at least 1000 gallon capacity in accordance with N. B. F.
Underwriters requirements. also it must be at least 150 brake horse-
power.
MOTOR
To.be at least six cylinder designed for fire service and to

be built in the factory of fire apparatus manufacturer.
CHASSIS
Worm drive, or equal, four wheel Bendix B. K. Booster Brakes,
or equal. All bright parts chromium plated.
FIRE EgUIPMENT
Full standard equipment to include the following fire equip-
ment together with the necessary brackets, hooks, clips or other
provisions for mounting on truck.

The question of special police commissions was fully discussed with Chief
La e, and it was decided that in the future no charge shall be made,,for special
.poLice badges. It was also decided that no one shall be appointed as a.Special
Po ice Offioer.until.he has furnished a surety bond for 4.1,000.00 or is bonded
-by his employer. Evidence of such bond to be furnished to the office of the
Board of Public Safety, where a complete record shall be kept of such bonds.
This does not apply to employees of the City or any of its departments.
The Chief brought up the,question of inconvenience after five o'clock
ea ,.h evening vening and on Sunday in regard to telephone service, stating that without
an operator at these hours calls very frequently are made at the wrong desk and
'considerable delay is experienced. The Secretary was instructed to investigate
the difference in cost between a switchboard and all direct lines and to report
to the Board at its next meeting.
The Chief called attention to an incident during the last week wherein an
automobile had been left on the streets for a number of hours and the Police,
be 'ng suspicious, had it towed into Stewart's Garage and that Stewart made a
charge of 42.50 for towing and that upon investigation it was foundthat others
in this business did the ' same towing for less than one-half of this cost.
_1Wr Stewart was called in to explain and stated.he was justified in making such
a barge, on account of the investment he had in equipment, but if others would
to cars for a,lower fee he would be willing to do so also. The Secretary was
in tructed to investigate charges for towing by other operators and report at
thl next meeting.
The matter of occupancy of the old Board of Public Safety room was
di cussed with the Chief and he was instructed to make his recommendations for
00 upying this room at the next meeting of the Board on Monday, June 24th.
Special Police Commissions were approved by the Board and the Chief of
Rolice as follows: Carl Culley (Cemetery Employee), N. M. Whiteman (Cemetery
Employee), George Glaser (Studebaker Employee), C. D. Rogers,,H. K. Johnson,,
J. E. Stine and J. Elsocht, also Studebaker Employees.

The Secretary made a report of the claims presented up to the present
time for surgical and hospital fees in the various departments, also claims
that had been contacted but not as yet presented. Also made an estimate of
o requirements for the balance of the year as follows:
