Mr., 1. was absent. The minutes of regular meeting of May 3rd were read and approved. Requisitions bearin numbers 08502 to 08512 inclusive were approved. laims in the amount of J1,554.26, also pay roll for the first half of the onth of June amounting to $16,726.50 were approved. Act has been repealed, it was thought ;hat there might be a possibility of securing a lower bid on the fire pumper. ;t was, therefore, on regular motion seconded and carried, decided to reject my and all bids on fire pumper and equipment -that had been previously sub- fitted, and that the Board re- advertise for bids including non - collusion lause by the suppliers. The Chief reported that at No. 4 fire station it is desired to have four Lockers for the firemen. This matter was referred to Mr. Anderson of the Engineering Department to ascertain if. lumber can be found for this purpose, the firemen themselves to construct the lockers. The Chief reported the condition at No. 10 hose house where the wooden blocks are still.on the floor that were used at the time of horse -drawn vehicles and requested that these blocks be torn out and that sufficient gravel be secured to correct this situation. The matter was referred to the Engineering Department. The Chief requested that a drinking fountain be installed in the Central Fire Station. After discussion, it was decided that the Chief shall further investigate the matter and ascertain if an extension of some sort could be installed to make the cost as low as possible. The Chief again brought up the question of operation of the Police Boat, and requested the Board to turn this back to -the Police Department where it had been previous to.the World's Fair a few years ago. The matter was post- poned until the next regular meeting when it was decided to invite the Mayor to give his opinion of.this matter. The Secretary brought up the matter of insufficient appropriation for edical and surgical .in the Fire Department and.was directed to confer with he Chief to ascertain approximately what further appropriation would be eeded for the balance of the year. Applications for the Fire- Department were received and placed on file N John Straka and James William Scholes. ELECTRICAL DEPARTMENT - Mr. Qualls present: Matters pertaining to the operation of the Electrical Department were presented by Mr. Qualls. Mr. Qualls reported that he had obtained from the Indiana & Michigan Electric Company revised invoices covering the consumption of electricity for the first five months based on contract recently entered into and operative January 1, 19350 The Secretary reported that medical and surgical treatment for George ers amounted to $135.25 and that there was no appropriation for this expend ure. The Secretary was instructed to confer with Mr. Qualls to ascertain at sum would probably be necessary to cover such items for the balance of e year. The International Association of ^:Fire: Fighters, Fire Alarm, Police Radio and.`Line Operators Local Union No. 387 notified the Board by letter that the Union Withdraws and dismisses all the delegates and representatives until such time as it sees fit to re -elect or appoint such delegates or representatives. The communication is signed by C. H. Shaffer -and J. H. McKnight, President and Secretary respectively. .POLICE DEPARTMENT Chief Lane present: Various matters pertaining to the Police Department were discussed, partic ularly the question of putting a despatcher for police radio in the City Hall. It was suggested by the Chief that theta radio alarm system should be sepa- rated from the Electrical Department and be attached to the Police Departmen The Chief was requested to investigate and report as soon as 9. g p possible. Harold Whitmer appeared before the Board,,and made various suggestions for ,mprovement of the service in the Police Department, all of which were very acceptably received by the Board. Mr Stewart`of the. Stewart Garage appeared before the Board and: Chief Lane and stated to his knowledge there'were some cars being towed to.other" garage than Stewart's which should be towed there. It appeared that Mr. Stewart had no very concrete evidence and was instructed to present such evidence to the Board, so that it could be thoroughly investigated. d The Secretary reported in connection with the lease of garage and parking lot north of the "dater Works property on Main Street'in the rear that no City Officials were using this parking space nor was the Police Department and that they were'ot using the building which was covered by this lease.. It was regularly moved, seconded and carried that the Secretary be ins - eructed to cancel' this lease as of July first. Upon investigation, it was found.that when the. lease was originally made fir. Millhouse allowed one month's rent' to cover the cost of making an opening between his building and the regular police 'garage. This opening, of course, will have. -to be'elosed by the City, and the Secretary has taken steps to see that this is done by the Street Department using. F.E.R.A. workers. The following letter was addressed to Mr. Millhouse: Mr. C. L. Millhouse 234 North Blain St. South Bend, Indiana t._ Dear Sir: 31 Referring to lease of June 27, 1932 between yourself and the Board of_ Public Safety of South Bend,, in view of the fact that our Police Cars are:.now being serviced at-the mater Works Garage, we have no further use for,the °building' under thus lease nor the parking space around it. The lease having expired,i ° *e give you notice of vacation by July.lst, to which time rent has been paid.you. The Secretary reported that the present appropriation for medical and sur. gical attention in the Police Department was inadequate and.that there was at present claims for greater amount than was still, unused in this account,- He Was instructed to confer with Chief Lane and ascertain what amount might.be required for the balance of the year. application lade by Don.F. Bruner Agency.advised. that official bond appli- Qation for Robert Matt could not be placed and his application was rejected. Applications to the Police Department from the following were ordered placed on.: file: Lloyd D. Moats, Fames William Scholes and Jack Edison.Ream. F A communication from A. A. Knepper, Secretary of the Grace Evangelical t Church, requesting a traffic _light at Lincoln Way West and Walnut Streets, was received and action was withh6Td pending traffic survey now in progress. Special: police commissions were approved for the following employees of the Studebaker Corporation: M. Buczkowski, P. Widup, 1. Klawinski, H. Mielke, A. Phillips, F. L. Herrick, A. Bailey, E. L. McMillen,.-W. S Gundeck, L. Green, G. S. Goebel, T. Miller, E. Henthorn, B. Fowler and R.A. Vail. Special police commission for D. Edwin Tucker, employed by the Sailor Home Furniture Company, was approved subject to securing a request from the Furniture Company to issue this commission. The Secretary of,the Board reported that lubricating oil being purchased fr m the Gafill Oil Company for the City or any of its departments could be se ured at a price of 49¢ per gallon, while the same oil furnished to the Water Wo ks would have to be billed at 53¢'. The reason being that the City, being mu icipally operated, is entitled to refund of the Federal Tax of 40 per gallon which the Water Works cannot obtain: It was decided to purchase the oil for the City through the Board of Safety .instead of through the Water Works - which has been done for the last three months, and that the City Attorney world investigate the law to see if the City could purchase the oil for the dater Works to obtain this refund.
