Board met in regular session at 10:00 A.M. All members present.
Bids were received and opendd for Pavement on Pennsylva-nia Avenue from
Michigan Street to Miami Street, under Improvement Resolution No. 296. In the City of
South Bend, Indiana: ' 'The same were read and referred to- the City Civil Engineer for
tabulation. to be reported back at 7:45 P.M. Tuesday April 28th.,1914.~

Petition for a brick or concrete pavement in the alley north of LaSalle
✓ Avenue from Main Street to Lafayette Street and the alley hest of Main Street from
La Salle Avenue to Madison Street, was presented to the Board. The same was read
and plLced on file to be brought up on May 26th. , 1914 at 7:45 P-M.
The Board instructed the Clerk to give Hoban & Roach a three day notice
✓ to locate a sewer tap at M. Blechschmidt's house at 919 E. Sample Street.
A bid was received for lumber for the Street Dept., The same was read
and referred to the City Street Cormissioner for investigation.
The City Civil Engineer meported favorably onnthe Opening of South Scott
,/ ' Street from Sample Street to Indiana Avenue. A resolution was ordered prepared on the
same, and set for a' hearing. ' '
Tide City Civil Engineer reported favorable on the opening of Calvert
✓ Street from Main Street to Michigan Street, and recommended that; tale petition be
granted. A resolution for ordered prepared and a. hearing had on same.
The City Civil Engineer reported favorable on the petition for a pavement
on. South Franklin Street from West Sample Street to Catvert. Street, and recommended tYit
that'the petition be granted. No action was taken by the Board in this matter:
The City Civil Engineer reported favorably on the petition for curb
and walk on-Crange:'Streetfrom Sadie Street to Olive Street , and. recommended that same
.be granted. The Board ordered a resolution prepared on same and set for & hearing.
The City Civil Engineer filed with the Board the estimated cost of the
f sidewalk improvement on the east side of Prairie' Avenue from Sample Street to the alley

The' City Civil Engineer reported favorably on the petition filed for a
J curb and walk on Wilbibr Street from Michigan Avenue to Linden Street,, and recommended
that. same be granted. The Board ordered a resolution prepared on game and set for a
hearing.
Petition filed with the Board for a pipe sewer on Indiana Avenue from
J Marine Street to Leer Street. The same was referred to the City Civil Engineer for
investigation.
Petition received from the Board of Education. for a _light in front of
f the high School. The same was referred to the City Street Commissioner for invest-
gation.
Petition filed with the Board for sidewalk on north. side of East Calvert
Street from So. Leer St. to S. Kline St. The same was read and referred to the City
Uivil Engineer.

Petition Ifiled with the Board for the opening of Scott Street north
to Colfax Avenue. The same was read and referred to the Bity Civil Engineer for investi—
gation .
Permission was granted to the Indiana Mic,higan Electric Company to
set the following poles.
To set a pole about 15ft. east of Ste venson Underwear 1t3z.`l1s driveway
at t rr curb line on the south side of Colfax Avenue. Also Pole JIM 7712 that is now
standing in this driveway, and also to remove a stub just east of this pole that is
holding the stack guys for the Stevenson Underwear Mills.
Also to change the location of pole_ JIM 7747 at the northeast corner
of La Salle Ave. and Hydraulic Ave., to a poht on Hydraulic Ave. just north of the
present location of the pole, : so that that the pole gill set on the building line and
be in line with poles recentlI set b T the Street Car Company on the north side of LaSalle
Avenue. These are approved on property line with consent of the property owner,a.lso
jointly with the both street car companies as a guy pole..
Permission was granted the Central Union Telephone Company to set
two 30ft. poles in alley north of Corby St. between St. Peter and St. Louis Sts to
on east side of alley. Also to stencil poles on N. Turnock St.
Communication received f'roT, the Indiana &- Micaigan Electric Company
stating that street lamp was placed in service at the intersection of Poland and Meade

LOCAL SEWER IMPROVEMENT RESOLUTION N0. 310.
Resolved by the Board of Public Works of the City of South Bend, Indi—
Coux ty of St. Joseph, State of Indiana2 That the construction Of a local sever, intended
and adopted only for local use by the property holders whose property abuts thereon, and
not intended or adapted for receiving sewerage from collateral drains, be and the same
is, hereby ordered in and along VASSAR AVENUE FROi,.I PORTAGE AVENUE TO RIVERSIDE DRIVE�Siz;
begin at the center of Woodward Avenue and Vassar Avenue,thenceo�
along the center of Vassar Avenue to a point 20 feet west o.. the first alley
Woodward Avenue with a 10 inch vitrified pipe sewer.
Also begin at the intersection of Woodward Avenue and Vassar Avenue;
thence east along the center of said Vassar Avenue; to the center of the first alley east
of Woodward Avenue with a 10 inch vitrified pipe sewer; Together with the necessary
inlets ,manholes7 conduits and house connections to the curb line along the line of said
improvement. All as sholrn ^n the plans , profiles and detail drawings on file in the
office of the Department of Public Works.
And such improvement is ordered now. and said sewer, with all its
appurtenances shall be constructed in accordance with the profile and specifications
now on file in the office of the Department of Public -Works of said City. The cost
of said improvement shall be apportioned against and paid by the property holders whose
property abuts thereon, and upon the City of South Bend, if the City is benefited by
said improvement, all according to the method and manner provided for in Act of the
general Assembly of the State of Indiana, entitled "An Act Concerning Municipal Corpor
abets," approved March 6,1905• Assessments, if deferred, are to be'- paid in ten equal
annual installments, with interest at the rate of Six per cent per annum. A bond �r bonds
shall be issued to the contractor in payment for such work, unless the property owners pay
said assessments before said bond or bonds are issued. Under no circumstances shall the C:
City of South Bend be or be held responsible for any sum or sums due from said property
owner or owners for said work, or for. the collection of sane, or for the payment of any bo

DAYTON STREET FROM KTWER AVENUE TO MIAMI STREET,viz:-
Begin itzere the Bowman Creek Trunk Sewer crosses Dayton Street; thence
west along the center line of Dayton Street to the center of Rush Street with an 18 inch
vitrified pipe sewer; thence still west along the center of Dayton Street to the center
of Carroll Street Svith a 15 inch vitrified pipe sewer; thence still crest along the center
of said Dayton Street to the center of Witwer Avenue with a 12 inch vitrified pipe sewer* -
Also begin at a point where the Bowman Creek Trunk sewer crosses Dayton
Street; thence east along the center line of Dayton Street to the center of Dale Avenue
with a15 inch vitrified pipe sewer; thence still east along the center of said Dayton

In the matter of bids for the improvement of Pennsylvania Ave. from
Michigan Street to Miami Street according to the improvement Resolution No. 296
passed. Fe bruary 17th.11914. I beg to report that I have tabulated the same and
find that the bid of Stables and Ackerman is the lowest bid for brick and tree bid of
the .Jackson Construction Co. is the lowest for Asphaltic Concrete and that the bid
of Rankert & Eggleston is the lowest and best bid for Asphalt.

Concerning the improvement of the roadway of Pennsylvania Ave.from

Michigan Street to Hiami Street, in pursuance of Improvement Resolution No. 296.
1914, the preliminary order for the iriproveme_it heretofore adopted is hereby con- s
firmed. The Board now orders that so much of the said street be improved with ASPIIAlL
ASPHALT and awards the contract to Rankert Eggleston theY being the lowest and best
bidders.

Gentlemen: -
Regarding the completion of the grading on the Durham Street Trunk sewer
V system. I beg to report that I have investigated the matter and find that Mr. L.H.
Webster have completed the work in accordance with his contract and recommand that
he be allowed the balance of his money.

Cinders were ordered placed on intersection at South Scott Street

The placing -of a light at the corner of Portage Avenue and
/ McCartney Street was ordered deferred. The same was placed on file.
The placing; of a street light at the La Salle Avenue Bridge was
not recommended favorable by the Street Commissioner, there being another light
f at Hridge St. ly2' block away. The Same was placed on file.
The placing of a street light at Ewing Avenue and South Ivlichdgan
J Street reported unfavorable by the Street Commissioner, there being a light 1
block away. The same was placed on file.

The placing of aXelectric light on South Scott Street at Blanche St.
the same was reported unfavorable by the Street Commissioner, as the petition does not
call for a light at the proper corner. There being one a snort block away.
The placing of a light at the cornerof Miner & Eddy Street was
reported unafavorable by the Street Commissioner. There being one light a block away.
The same was placed on file.
Communication received in regard. to a petition f,0.1ed in December
,/1914 for a street light at the corner of Madison- and Walsh Streets. The same was read
and referred to the Street Commissioner.
In regard to petition filed by Elmer D Rex on April 21st.,1914 for cross -walks, the

Gentlemen:- While the enclosed petition is true. Not only the N.W. cor.
of Leer and Calvert and the S. W. cor. of Leer & Indiana but a 1 four corners at each
intersection should be done at the same time to save expense. Some of the other corners
such as at N. E. cor of Leer & Ca:lvert has no grade or sidewalk to connect to. Sidewalk
line would have to be established etc.

Engineer filed assessment roll and final estimate for Dater Colwzections
on St. Louis Street Boulevard from South Bend Avenue to Corby Street, under Improvement
Resolution No. 299. In the City of South Bend, Indiana.
Resolved, that notices as to the amounts of assessments be publsshed
for six consecutive days in the South Bend Daily Tribune, commencing on the llth.. day of
May,1914 stating thatthis Board ill give a hearing on the amoutt of such assessment at its
office in the City Mall on the 26th., day of May,1914 at 7:45 P.M.
Resolved further, that the entire work under the above contract be ace
cepted and approved and the final estimate thereon allowed. Notice of this resolution
shall be published on the llth., day of May,1914 in the South Bend Daily Tribune, stating
that this Board will give a hearing on the acceptance of such work at its office in the
City Hall on the 26th. , day of May,1914. at 7:45 P.M.

Commissioner reported on same as follows.
Sidewalk on Indiana Avenue between Carroll and Fellow Streets in three
or four places is heaved up and broken, by Carolina poplars tree roots.
The Board of Public Works of the City of Mishawaka, Indiana met with the
Board in a joint meeting in regard to the water and sewer situation on Nineteenth Street.

The City Civil Engineer was instructed by the Board to prepare new speci-
ficatioris for manhole tops and covers.
The Board ordered the Chicago, South Bend & Northern Indiana Ry. Co. to place
their lines in the City at the grade established by the City Civil Engineer. And to
maintain them at the aforesaid grade.
