Board met in regular session at 10:00 A.M. All members present_,
Bids for incandescent lights received and the opening of same deferred
✓ until Tuesday February 24th.,1914 at 10:00 A.M.
Bids received for the Burial tent for the City Cemetery . The opening of
same deferred until evening session of February 17th.,1914 at 7:45 P.M.
Mr. Doddridge and Mr. Y�yser appeared before the Board in regard to
petition now on file for grade, curb and walk on Logan Street from Scott Street to
Leland Avenue. The Board instructed the adoresaid petitioners that they secure more
��gner�s' before they could act on the petition for the above named improvement.
Mr. Thad. Talcott,Jr. appeared before the Board in regard to Leer Street
Trunk sewer. In regard to the same the aforesaid Mr. Talcott was notified to submit
a price for the easement across his property,which he agreed to do.
Petitioners appeared before the Board in regard to Cottage Grove Avenue
pavement.' The Clerk was ordered to deliver to the petitioners the petition now on
file also the remonstrance and they were to solicit more property owners as sigmers.
Mr. Huey appeared before the Board in regard to the condemnation of Huey
Street. In this matter the Board decided to appoint appraisers to value the lands
to be appropriated.
Bids were received and opened for Grade curb and walks on Various Streets
✓ in the City of South Bend, Indiana under Improvement Resolution No. 294. The same
were referred to the City Engineer for tabulation.

Bowman Street, under Improvement Resolution No,294. All bids rejected on account of
being over City Engineers estimate and the same was ordered readvertised.
Same to be advertised February 21st.,1914 and February 29th., 1914 in the South Bend
Daily Tribune and the bids to be received March 17th.,1914 at 10:00 A.M.
Contract for pipe sewer on Parkovash Avenue from Iroquois Street to LaNyette
Street, under Improvement resolution No. 259 was awarded to Henry De Vos for °

Contract for pipe sewer on Tonti Avenue from Iroquois Street to Lafayette

The Board instructed the Clerk to purchase the following supplies for the
✓ City Hall. Rope for the flag staff. One Half (1/2) barrel soft soap and three (3)
bars of Bon Ami.
The Board ordered a light placed on Quimby Street between Eddy Street end
Francis Street.
Communication received and reed from the Board of School Trustees in
J regard to Petition for pipe sewer on Leer Street, also petitioning the Board to
place a pipe sewer on Calvert Street leading to the Lincoln School. The same was
placed on file. e °

STREET OR ALLEY IMPROVEMENT RESOLUTION N0.295.
` BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND,
ST. JOSEPH COUNTY,STATE OF INDIANA, that it is desired and deemed necessary to improve
CEDAR STREET from ERERICK STREET to EDDY STREET, as follOws,to-wits:-
By grading and paving the roadway also grading and paving the roadway
of all intersecting and entering streets and alleys, lying within said portion of said
Cedar Street not included in the roadway to be improved with Asphalt, Asphaltic Concrete
Bithulithic, Wooden Block or Brick laid on a five (5) inch Portland Cement Gravel concrete
foundation. Or with Brick laid on a six (6) inch rolled gravel foundation, placing the
necessary marginal cement curb, curbing the roadway with cement curb cohere same is not al-
ready constructed, also the construction of the necessary storm water inlets. All as
shown on the plans and in accordance with the profiles, detail drawings and specifications
on file in the office of the Department of Public Works of said City.
And such improvement is now ordered.
The cost of the improvement herein provided for, except street and alley
intersections, shall be paid by special assessments to be levied upon the property specially
benefitted, to the amount that the same may be legally assessed therefor, in accordance
with an Act of the General Assembly of the State of Indiana,entitled "An Act Concerning
Municipal Corporations," approved March 6,19051 and in accordance with and pureuant to the
provisions of all amendatory and supplemental thereto.
The cost of all street acid alley intersections, including one-half of the
width of the improvement opposite street and alleys which run into, but do not cross said
roadway herein proposed to be improved and that portion of such street or alley abutting
upon property belonging to said City, or upon property not subject to such assessment,
shall be paid by the City out of its general fund, if able to do ee, or from a fund cre-
ated by a special assessment to be levied under the provisions of Section 109 of the above
entitled Act.
Assessments of ten dollars and more against each lot, if deferred,
are to be paid in ten equal annual installments, with interest at the rate of Six per cent
per annum. A bond or bonds will be issued to the contractor to the amount of such deferred
assessments in pro rata payment for such improvement.
Under no circumstances shall the City of South Bend be, or be held re-
sponsible for any sum or sums due from said property owner or owners for said work, or for
the collection of the same, or for the payment of any bond, bonds, certificate or certi-
ficates, issued to said contractor in payment for such work, except for such moneys as shall
have actually been received by the City from the assessments for such improvement,or such
moneys as said City is by said entitled Act and amendments and supplements thereto re-
quired to pay. All proceedings had, and work done in the making of said improvement,
assessment of property, collection of assessments and issuance of bon ds therefor, shall be
Ls provided for in said above entitled Act, and Acts amendatory thereof and supplemental
thereto.
BE IT FURTTFR RESOLVED, That the Board of Public Worixs fix the 24th. , day
of March A.D. 1914 at the hour of 7:45 P.M. at the office of the Board of Public Works, of
this City.) as the time and place for the Public consideration of said proposed improvement,
at wrdch said Board of Public Works will hear all persons interested, or whose property is
liable to be assessed for said improvement, and will decide wnether the benefits to the

PENNSYLVANIA AVENUE from MICHIGAN STREET to MIAMI STREET as follows,to-wit;

RESOLVED BY T 'E BOARD OF PUBIC WORKS OF TIM CITY OF SOUTH BEND,ST.
✓JOSEPH COUNTY,STATE OF INDIANA� That it is deemed necessary to improve DAY`T'ON STREET
FROM LEER STREET TO MARINE STREET. By grading the said Dayton Street From property line, to
property line to be established grade line, and constructing cement curb where same is not
already constructed, in accordance with the profile, detai-ls, drawings and specifications
on file in the office of the Department of the Board of Public 'forks of said City; and such
improvement. is now ordered.
The cost of said improvement, including the cost of street and alley in-
tersections, shall be assessed upon the real estate abutting on said DAYTON STREET all accord-
ing to the method and manner provided for in an Act of the General Assembly of the State of
Indiana, entitled," An Act Concerning Municipal Corporations," approved March 6,1905, an,,' in
accordance with and pursuant to the provisions of all amendatory and supplemental acts
thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred
are to be paid in ten equal annual installments, with interest at the rate of Six per cent
per annum. A bond or bonds shall be issued to the contractor in. payment of such work,unless
the property owners pair said assessments before said bond or bonds are issued. Under no cir-
cumstances shall tihe City of South Bend, be, or be held rtesponsible for any' s:_iun or` sums ,due
from said property owner or owners for said work or for the collection of the same, or for the
payment of any bond., bonds, certificate or certificates, issued to said contractor in pay-
ment for such work, except for such moneys as shall have been actually received by the

improvement, assessment of property, collection of assessments and issuance of bonds therefor,

RESOLUTION OF THE BOARD OF PUBLIC WORKS.
On motion duly made and seconded, the following preamble and resolutions were
unanimously adopted:
WHEREAS. This Board did on the 31st., day of October 1913 deem it expedient
and of public utility to permanently improve Ford Street between Arnold Street and
the I.I.&I.Ry. by paving the roadway of the same, and did on said date pass and adopt
a resolution authorizing said permanent improvement, and
WF"RE, The City Engineer has prepared and filed with this Board a report ..
showing the number and location, as well as the material to be used and the manger
of laying the same,, of the service pipes, mains, conduits, laterals and connections
which are, or will be necessary to accommodate the abutting property owners with gas,
water, heat, steam or any other product for which any person, firm or corporation
has been granted a franchise for supplying the citizens of the City of South Bend,
Indiana, which report is as follows:

AE IT RESOLVED. That said report of said City Engineer be and is here-
by adopted.
And be i1 further Resolved, that it is contempt eted by this Board to
improve Ford Street from Arnold Street to I.I.&I.Ry. right of way and all in said
City of South Bend,by construction of a p€.vemerft) and that it is, and is hereby so
declared, necessary for the Northern Indiana Gas & Electric Company, which has, and
operates under, a franchise from said City to supply gas to the Citizens of said
City„ -Io provide and install mains, laterals, service pipes and connections for
gas in said part of said street, of the description,location and. number set forth in
said report of said City Engineer, w ich mains, service pipes and connections are
hereby declared necessary for the immediate use of said Company in supplying gas to
the om. ers of property abutting upon said part bf said street.
