ALL _members present. c Bids were received and opened and read on the following improvement and were referred to the City Civil Engineer for tabulation. Pipe sewer on Parkovash Avenue from Iroquois Street to Lafayette St. under improve- ment resolution No. 259. ✓ Pipe sewer on Tonti Avenue from Iroquois Street to Lafayette Street, under Improve- ment resolution No. 260. Pipe sewer on Eddy,Parry.and Francis Streets, under Improvement resolution No. 262. Grade curb and walk on Dale Avenue from Dayton Street to Bowman Street, under improvement Resolution No. 2£,4. The City Civil Engineer filed with the Board the following report. To the Hon. Board of Public Works, of the City of South Bend, Indiana. Gentlemen',- Regarding the Plat of Ida Studebaker Kuhns and Helen Studebaker Hendersons First Addition. I beg to report -that I have examined the proposed plat and recommend that it be approved. The same was approved by the Board. Very Truly, WM. S. MOORE City Engineer. Permission granted t-be Indiana & Michigan Electric Company to set poles ✓ as per communications of February 6th., and 7th.,1914. To set 2 -35' poles on the east side of Carroll Street, one on the property line be- tween 1204 and 1210 and one on the southeast corner of Wenger and Carroll. This was apa)roved as follows: Inside of curb and remove guy stub. To set 1-35' pole on the west side of first alley west of Michigan St. about 70 ft. south of Oakside Street. Communication received from the Chicago, South Bend & Northern Indiana `'Railway Company in regard to verbal petition made before the Board by Mr. C. D. Emmons as to the removal of Railway gates on East LaSalle Avenue. The Board ordered. the Clerk to notify the aforesaid Company that they did not approve of the removal. Contract for the printing in the Enginneering De-oa.rtment was awarded ,/to the Peerless Printing Company, for -the. a.mount of.......060.;.990.40 Also George Horne for one book .................................. 19.50 I Mr. George M. Urey, City Cemetery Sexton submitted his form for keeping his cemetery accounts to the inspection of the Board. The Board approved of his mode of procedure. The Board agreed to purchase a burial tent and ordered the Clerk /to secure prices ,for a tent to be used as a'protection to the vaults while 'in the ,course of construction. Remonstrance presented to the Board from property holders remonstrancing against pipe sewer on Adams Street. The same was read and placed on Petition received,. for., a sewer on. -toward. Street from St. ' Louis ,Street / to Notre Dame fivenue. The same was -read and ref'e»red to the City Engineer for investigation. Petition received for a street light on Quimby Street between Eddy Street and Francis Street. The same was read and referred to the Street Commissioner for investigation. Tuesday February 10th.,1914. Continued.. 2 513 Clerk presented the financial report of the diffei?ent departments under the Board for the month of January 1914, also the balance of appropriation. President. 254 Board met in regular session at '1:A5 P.M. All members present. In regard to petition and engineer's report on improver::ent of Ernspperger Street from Vistula Avenue to St. Joseph River with cement walks and curb,also the graveling of Ernsperger Street from Vistula Avenue south to Ewing Avenue, the Clerk was ordered to arrange for a meeting of the Board of Public Works of Mishawaka, Trustee of Penn Township, Trustee of Portage Township with the Board of Public Works of South Bend, to consider the aforesaid improvements. Engineer filed report in regard to petition on Grade on' South Main Street from Donmoyer Street to Ewing Avenue. The Clerk was instructed to notify the petitioners to place the matter before the,.: County Commissioners for the con— struction of a culvert over Bowman Creek on South M,_in Street. Engineer filed report in regard to a petition for grade, curb and walk ✓ on Logan Street From Leland Avenue to Scott Street. The Board instructed the Clerk to notify the petitioners that It would be necessary for them to secure more names of property holders before it would be considered. Engineer filed report in regard to petition for Brick Pavement on Cedar Street from Emerick Street to Eddy Street. The Board instructed the Clerk to pre-- bare a resolution on same. Engineer filed report in regard to petition for Brick pavement on Pennsylvania Avenue from Michigan Street to Miami Street. The Board instructed the Clerk to prepare a resolution on the same. Emgineer filed report in regard to petition for curb and grade on ✓ Dayton Street from Leer Street to Marine Street. The Board instructed the Clerk to prepare a resolution on the same. The following petitions together with the Engineer's report on same were read and placed on file, for further in-��estigation. The Board decided to visit the same. Brick pavement on Blaine Avenue from Michigan Avenue to LaPorte Avenue. V Submerging the outlet of Leland Avenue Sewer. Sewer on College Street from Michigan Avenue to Vassar Avenue. Grading the roadway of Olive Street from iKicn.i.gan Ave:to Elwood Avenue. Engineer filed report in regard to petition for Trunk sewer on Leer f Street. The Board instructed the Clerk to notify Mr. T. Talcott to meet with the Board Tuesda�r February 17th.,1914, at 10:00 A.M. The following petitions together with the Engineer's reports were read and placed on File for future investigation. ✓ Cement walk on Hoke Street from Randolph Street to Calvert Street. Sewer on Talbot Avenue from South Bend Ave. to Howard Street. Sewer on St. Peter Street from Sorin Street to South Bend Avenue. Trunk server on Greenlawn Avenue. ✓ Pavement on Indiana Avenue from Michigan Street to Carroll Street. Opening of a street 44ft. vide north of Colfax Avenue from Ilichiga.n / Street to Main Street. The. resolution of January 16th.,1914 pertaining to the naming of days and time for the regular sessions of the Board was changed to read as follows by the unanimous con— sent of the Board. Each Tuesday of the month at 10:00 A.M. Each Tuesday of the month at 7:45 P.M. and the last Friday of the month at 10:00 A.M. Special meetings sub ject, to the call of the President. 2 5 5: The City Attorney submitted the following resolution and the same was ✓adopted by the Board. Be It resolved by the Board of Public ?forks of the City of South Bend, Indiana, that hereafter When any person applies fora building permit to repair or con— struct any building, two stories dr more in height, and within four feet of the street line in any block in the City of South Bend, then said permit shall require said person, as a, part of said permit, to build on the sidewalk in front of said proposed building, a cover or shed, one—half the width of said sidewalk, which cover shall be :_;-upported- by pots and_ timbers, and a plank roof thereover of sufficient strength to guard against and hold any falling material. The side of said cover or shed next to the building line shall also be securely enclosed. When, as a part of said proposed building, the sidewalk is also to be con— structed, said covee or shed shall be built outside of the curb line, and it shall be built with a plank walk on the level with the sidewalk of the adjoining property, and it shall be constructed so as not to obstruct the flow of water in the gutter. Provided however, that not less than Five (51) feet of :sidewalk shall be left clear in all instances for'pedestrians. In the event that said cover or shed is so constructed, the person re— ceiving such permit, shall have the permit of using, for the purpose of storing building material, one—third of the width of, the whole street, except where there is a street car line in said street then said person shall have the privilege of using for said purpose, one—half the distance between the outside nearest rail and the curb.
