Vactor RD13 1015 Rapid Deployment Boom. Vacuum boom telescopes out a total of 10 ft.
horizontally and can extend 15 ft. down vertically. This feature saves labor and time from
having to add pipe for deeper cleaning. Add $6,850.00

Description of Unit Proposed
1(one) 2018 New Vactor 2100i Combination Sewer Cleaner mounted on a 2019 Freightliner
Model SDI14 Tandem Axle Chassis equipped with these major features; 12 yd. debris hopper,
single engine dual fan vacuum system, 80 gpm @ 2500 psi water pump, 1500-gallon aluminum
water tanks, 10 ft. telescoping boom, front rotating telescoping hose reel and accessory options
asked for in bid specifications with few exceptions.
Completed Unit Delivery Information
if order is received by June 27th 2018, unit will be completed and delivered to South Bend in
90-120 days. Doheny Companies has a slot available at Vactor Manufacturing for August 2018
production and the estimated delivery will be first of September 2018. The chassis will be a
2019 Freightliner Tandem Axle Model SDI14 from Doheny stock units, Specifications enclosed
with bid documents.
If order is received after June 27 1h 2018, the delivery will be approximately 280 days ARO. This
is due to the long lead times associated with new chassis deliveries. The chassis will be a 2019
Frelghtliner Tandem Axle Model SD114 from Truck Centers Inc. Specifications enclosed with bid
documents. Due to the long lead times, Doheny Companies will have to take exception of
delivery requirement and penalties listed in specifications.
if the City of South Bend decides to order the optional International chassis listed on the
optional equipment and chassis price sheet included in bid package, delivery on this unit would
be 160-180 days ARO. Due to the long lead times, Doheny Companies will have to take
exception of delivery requirement and penalties listed in specifications.

1 . Contractor has not, nor has any other member, representative, or agent of the Firm,
company, corporation or partnership represented by him, entered into any combination,
collusion or agreement with any person relative to the price to be bid by anyone at such
letting nor to prevent any person from bidding nor to induce anyone to reftain from
bidding, and that this bid is made without reference to any other bid and without any
agreement, understanding or combination with any other person in reference to such
bidding. Contractor further says that no person or persons, firms, or corporation has, have
or will receive directly or indirectly, any rebate, fee, gift, commission or tiling of value
on account of such sale; and
2. Contractor certifies by submission of this proposal that neither contractor nor any
of its principals are presently debarred, suspended, proposed for debarment, declared

a. For purposes of this Certification, "Iran" means the government of Iran and any
agency or instrumentality of Iran, or as otherwise defined at Ind, Code § 5-22-16.5-5,
as amended from time -to -time.
b. As provided by Ind. Code § 5-22-16.5-8, as amended from time -to -time, a Contractor
is engaged in investment activities in Iran if either:
i. Contractor, its successor or its affiliate, provides goods or services of twenty
million dollars ($20,000,000) or more in value in the energy sector of Iran;
or
ii, Contractor, its successor or its affiliate, is a financial institution that extends
twenty million dollars ($20,000,000) or more in credit to another person for
forty-five (45) days or more, if that person will (i) use the credit to provides
goods and services in the energy sector in Iran; and (ii) at the time the
financial institution extends credit, is a person identified on list published by
the Indiana Department of Administration.
4. Contractor does not knowingly employ or contract with an unauthorized alien, nor
retain any employee or contract with a person that the Contractor subsequently learns is
an unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work
eligibility status of all of Contractor's newly hired employees through the E-Verify
Program as defined by I.C. 22-5-1.7-3. Contractor's documentation of enrollment and
participation in the E-Verify Program is included and attached as part of this bid/quote;
and
5. Contractor shall require his/her/its subcontractors performing work under this
public contract to certify that the subcontractors do not knowingly employ or contract
with an unauthorized alien, nor retain any employee or contract with a person that the
subcontractor subsequently learns is an unauthorized alien, and that the subcontractor has
enrolled in and is participating in the E-Verify Program. The Contractor agrees to
maintain this certification throughout the term of the contract with the City of South
Bend, and understands that the City may terminate the contract for default if the
Contractor fails to cure a breach of this provision no later than thirty (30) days after being
notified by the City.
6. Persons, partnerships, corporations, associations, or joint venturers awarded a
contract by the City of South Bend through its agencies, boards, or commissions shall not
discriminate against any employee or applicant for employment in the performance of a
City contract with respect to hire, tenure, terms, conditions, or privileges of employment,
or any matter directly or indirectly related to employment because of race, sex, religion,
color, national origin, ancestry, age, gender expression, gender identity, sexual
orientation or disability that does not affect that person's ability to perform the work.
In awarding contracts for the purchase of work, labor, services, supplies, equipment,
materials, or any combination of the foregoing including, but not limited to, public works
contracts awarded under public bidding laws or other contracts in which public bids are
not required by law, the City, its agencies, boards, or commissions may consider the
Contractor's good faith efforts to obtain participation by those Contractors certified by
the State of Indiana as a Minority Business ("MBE") or as a Women's Business

Enterprise ("WBE") as a factor in determining the lowest, responsible, responsive
bidder.
In no event shall persons or entities seeking the award of a City contract be required to
award a subcontract to an MBE/WBE; however, it may not unlawfully discriminate
against said WBE/MBE. A finding of a discriminatory practice by the City's MBE/WBE
Utilization Board shall prohibit that person or entity from being awarded a City contract
for a period of one (1) year from the date of such determination, and such determination
may also be grounds for terminating the contact for which the discriminatory practice or
noncompliance pertains.
7. The undersigned contractor agrees that the following nondiscrimination
commitment shall be made a part of any contract which it may henceforth enter into with
the City of South Bend, Indiana or any of its agencies, boards or commissions.

justification to the City, subject to review and approval, why the cost of United States

Pursuant to notices given, the undersigned offers bid(s) to the City of South Bend in accordance
with the following attachment(s) which specify the class or item number or description, quantity,
unit, unit price.

It is the intent of these specifications to describe a new tandem axle Combination le't
RodderNacuum Machine. The machine shall be of the single engine design to be used for
removing sand, stone,s, bottles, cans, grease, sludge, and other debris from a sanitary sewer
and/�or storm sewer lines by the flushing action of high pressure water.
The machine shall include an air conveying vacuum system to provide for the simultaneous
removal of debns flushed to the manhole by the high pressure water (jet Rodder) system, or
for the removal of debris from sumps, catch basins, digester, wet wells, bar screens, etc. The
machine shall also include an enclosed and sealed body for storage of the collected debris,
These are minimum specifications. Any variation from these specifications must be spelled
out on a separate exception list in order for the bid to be valid. Any items not listed on the
exception sheet will be assumed to be part of the unit. Unit to be bid with and without trade-
in.
Proprietary products or specific manufacturers may be referenced herein. Such references
are only made to demonstrate minimum scope, quality, and style of the equipment desired.
Equipment that is bid pursuant to these specifications shall be of equal quality and size, or
greater, to those referenced, and are subject to approval by the South Bend Board of Public
Works,
It is the intent of these specifications that the unit bi�d will have an anticipated life of at least
ten years. All equipment bid pursuant to these specifications must be new and unused and
the latest model of manufacture. The bid price submitted by each bidder must include all
costs involved in providing the combination jet RodderNacuum. Machine to the City of
South Bend, including the costs of delivery, warranty, and training as required herein.
Vendor shall provide all information requested in specifications to qualify for the bid.

Bend. This system has proven very effective and does meet
all of our requirements for high pressure line cleaning. Any
bidder wishing to bid an alternatively driven pump may do
so with a detailed explanation of that system and the benefits
to be received by the City of South Bend from the use of
such a system. Such an alternative system may or may not
be acceptable to the City. If belt drive is being bid, a lifetime
full replacement warranty shall be included.
The system shall include a variable flow, heavy duty, high
pressure water pump that delivers a smooth, continuous
pressure and flow through the entire operating range of the
pump. The pump shall be capable of flows from 0-80 GPM
and from 0-2500 PSI.
The water pump shall be sized to allow the water system to
operate with 80 GPM at 2,000 PSI continuous duty rating.
Capable of 1" ID and 3/4" TD jet hose use.
The high pressure water pump will be designed so no
damage will occur if run at normal operating pressure

without water for 10 minutes. A certification by the original
water pump manufacturer to operate in such a manner shall
be provided.
The water pump shall be capable of maximum water
pressure and flow while achieving maximum vacuum
pressure. The water pump shall operate independent of

off at maximum operating RPM and PSI without doing harm
to components.
A heat exchanger will be provided in the water system to
cool all hydraulic fluids on the unit, if required.
A monitor light shall be provided to indicate when designed
flow or pressure is exceeded.
Variable flow valve to adjust water flow without changing
engine RPM to be included.
The water system shall be designed to enable the operator to
turn water flow on/off at maximum psi and rpm without
doing harm to components.

bid price, the bidder is asked to describe any additional
warranties that are provided by the manufacturer on the

additional warranties that might be available for the water
pump, the power train, the blower, and the debris body. If
additional warranties on these and other parts of the
equipment can be provided to the City at an additional cost,
bidder should indicate the terms of these warranties and the

To Whom It May Concern:
This is to certify, as manufacturer of the pump bid herein on the Vactor 2 1 O�O Series, that
the following statements are true and correct:
The pump will be rated for 1001 GPM or 2500 PSI.
The pump will deliver 80 GPM @ 2500 PSI continuous duty.
The pump will have a constantly flooded suction inlet due to the mounted location
being installed below 100% of the water supply.
As a function of a slow stroke speed, the pump can be run dry for a period of 3,0
minutes at full operating RPM, without incurring damage.
