Pursuant to notices given, the undersigned offers bid(s) to the City of South Bend in accordance with the following attachment(s) which specify the class or itern number or description, quantity, unit, unit price, SPEC R - ONE (1) OR MORE 2018 OR NEWE R COMBINATION JET RODDERNACUUM MACHINE WITH CAB & CHASSIS It is the intent of these specifications to describe a new tandem axle Combination Jet Rodder/Vacuum Machine. The machine shall be of the single engine design to be used for removing sand, stones, bottles, cans, grease, sludge, and other debris from a sanitary sewer and/or storm sewer lines by the flushing action of high pressure water. The machine shall include an air conveying vacuum system to provide for the simultaneous removal of debris flushed to the manhole by the high pressure water (Jet.Rodder) system, or for the removal of debris from sumps, catch basins, digester, wet wells, bar screens, etc. The machine shall also include an enclosed and sealed body for storage of the collected debris. These are minimum specifications. Any variation fi-om these specifications must be spelled out on a separate exception list in order for the bid to be valid. Any items not listed on the exception sheet will be assumed to be part of the unit. Unit to be bid with and without trade-in. Proprietary products or specific manufacturers may be referenced herein. Such references are only made to demonstrate minimum scope, quality, and style of the equipment desired. Equipment that is bid pursuant to these specifications shall be of equal quality and size, or greater, to those referenced, and are subject to approval by the South Bend Board of Public Works. It is the intent of these specifications that the unit bid will have an anticipated life of at least ten years. All equipment bid pursuant to these specifications must be new and unused and the latest model of manufacture. The bid price submitted by each bidder must include all costs involved in providing the combination Jet Rodder/Vacuum Machine to the City of South Bend, including the costs of delivery, warranty, and training as required herein. Vendor shall provide all information requested in specifications to qualify for the bid. Vendor shall indicate YES or NO for each area of the specification. Any exceptions to the following specifications must be noted on a separate sheet and attached to the bid in order for the b,id to be valid. The City of South Bend reserves the right to reject any and all bids which, in its judgment, will be in the best interest of the City of South Bend. The debris body shall be fixed on an independent frame, separate from the chassis frame and mounted via a 3 point mounting system to allow flexing to occur without causing frame damage. The rear tank shall have a minimum. 5" diameter liquid drain with bronze gate valve which may be located on the rear door. Drain will have a minimum of 15' of lay flat hose. State height of decant drain opening. A decant system shall be provided that assures 80% of debris tank liquids are drained off while on the street. The rear door shall have a decant screen to aid in the decanting v---- process. For the safety of the operator and to eliminate the possibility of the debris tank coming into contact with tree limbs and electrical power lines, under no circumstances shall the debris body elevate during the decant process. For the safety of the operator and to increase productivity, the decant process must occur at the operator's station and shall not require the operator to leave his station to relocate or reposition the truck. Debris body shall be supplied with a bolt on spill shield that is easily removed for cleaning. Shield will be a minimum 12" on bottom half to keep debris away from the rear of the machine, including the rear bumper assembly and water tanks. Body to be painted green to match existing fleet. A manual tank body prop shall be provided. Installation of prop shall be accomplished from the side of the chassis. Units requiring the operator to position themselves under a raised body will not be accepted. An automatic stainless steel ball(s) check valve shall be installed inside the debris body to prevent over filling. When the debris tank is full, the device shall automatically stop the flow of the air to the vacuum system and prevent water and debris from entering the positive displacement vacuum pump. The unit must be able to safely dump the complete load of debris with a full tank of water. The air drawn from the debris body must pass through a filter system of adequate size to protect the vacuum system. The system must be easily cleaned and maintained from the ground level without putting the operator in harm's.way. Vacuum There shall be a warning light and audible alarm when the hose System Pick Up is raised from the travel position. Hose: Rotation, extension, and lift shall be controlled at the operator's station by means of a "joy -stick" and by a portable pendant control that can operate all boom functions including the internal boom valve, Pendent control shall have a quick disconnect and be able to reach beyond the extended boom in any direction. For operator safety, a vacuum shut off switch shall be provided at the operator station that will instantly cut off vacuum air flow and reduce engine RPM to idle. 8" pipe extensions to intake tube, two 7' extension tube, one 3' fluidizer tube, one 3' extension tube, one 6' extension tube, and two 5' clean a minimum of 40' and tube storage racks to accommodate all tubes. The vacuum intake system shall, by design, deposit solids in the debris tank to ensure proper weight distribution between the front and rear axles, for maximum driver control and safety. Wireless controller shall operate all functions, vacuum, boom functions, hose reel, water pump on/off, water pressure variable flow. The boom shall include a "boom up" safety alarm system that will sound inside the cab if the boom is not property stowed before transport. High Pressure The following is a description of the PTO driven high pressure Water Pump: water pump currently used by the City of South Bend. This system has proven very effective and does meet all of our requirements for high pressure line cleaning. Any bidder wishing to bid an alternatively driven pump may do so with a detailed explanation of that system and the benefits to be received by the City of South Bend from the use of such a system. Such an alternative system may or may not be acceptable to the City. If belt drive is being bid, a lifctime full replacement warranty shall be included. The system shall include a variable flow, heavy duty, high pressure water pump that delivers a smooth, continuous pressure and flow through the entire operating range of the pump. The pump shall be capable of flows from 0-80 GPM and from 0-2500 PSI. The water pump shall be sized to allow the water system to operate with 80 GPM at 2,000 PSI continuous duty rating. Capable of I" ID and 3/4" ID jet hose use. The high pressure water pump will be designed so no damage will occur if run at normal operating pressure without water for 10 minutes. A certification by the original water pump manufacturer to operate in such a manner shall be provided. The water pump shall be capable of maximum water pressure and flow while achieving maximum vacuum pressure. The water pump shall operate independent of vacuum system. Pump flow must be capable of being turned off at maximum operating RPM and PSI without doing harm to components. Ver. 2 — March 2018 A heat exchanger will be provided in the water system to cool all hydraulic fluids on the unit, if required. A monitor light shall be provided to indicate when designed flow or pressure is exceeded. Variable flow valve to adjust water flow without changing engine RPM to be included. The water system shall be designed to enable the operator to turn water flow on/off at maximum psi and rpm without doing harm to components. Cold Weather The system shall incorporate both a cold weather recirculation 0 Protection: system and an air purge system. Low point drains shall be included throughout the water system for complete cold weather draining. Rotation Hose The hose reel assembly shall be state of the art design. f'-�E 0 Reel: The hose reel shall be mounted to assure adequate ground clearance. The hose reel capacity shall have a minimum 800' capacity of I" I.D. sewer hose (2500 psi operating pressure; 7500 psi burst pressure). A 20' leader hose shall be supplied. The hose reel shall be on the front of the truck along the center line axis of the truck with the reel in its fixed position. The hose reel and control panel shall articulate a minimum of 180 degrees allowing the operator to work in any position through the arc. Articulation shall be hydraulically powered and lock into operating position. Articulation hinge shall be located on the curb side of the truck, A manufacturer's certified document showing hose reel area coverage shall be provided with bid packet. The mounting of the hose reel shall not interfere when the engine hood has to be opened for service/maintenance. Hose reels that interfere, must be able to be moved out of the way by means of an auxiliary power system, in case of enginc/hydraulic problems. A heavy duty AUTOMATIC hose level wind guide will assist the operator in placing the hose evenly on the reel. The reel shall have a digital footage counter and a backup Ver. 2 — March 2018 manual footage counter. The hose reel shall be hydraulically powered in both directions. It must have a full complement of controls for operating the hydraulic motor incorporating a flow device to regulate the rotational speed in both directions. Manufacturer shall supply all additional equipment required to make the hose wind properly on the reel, including hose tensioning devises, if required. Electrical The entire electrical system shall be vapor sealed to eliminate q�o System: moisture damage to NEMA 4 (National Electrical Manufacture Association) standards. All electrical connections shall require no exposed wires or terminals. All light bulbs shall be shock mounted to eliminate bulb failure. All wiring shall be color coded and stamped to its function and run in sealed terminal boxes. Hydraulic The hydraulic reservoir shall have a minimum �O gallon 76 Onyq—o System: capacity. Required dual hydraulic system capable to operate a hydraulic jack hammer, in addition to main machine functions. Vendor to supply information describing all components of the system including capacities. Any vendor bidding an alternative power source should include a list of all components, their function, periodic maintenance required, and system advantages. High Pressure Hose to be Parker Parflex Predator S616/HPSH-16. Thejet 0 Jet Hose: rodder will be I " inner diameter with an operating pressure of 2500 PSI and burst pressure of 7500 PSI; it will bear a blue stripe to indicate its operating and burst pressures. The hose will have a smooth interior bore created by the heat annealing and mandrel manufacturing process that is wrapped with high tensile, braided cording, and additional layered and molecularly bonded coating that is abrasion and cut resistant. The hose will have a minimum 4" bend radius and high kink resistance because of its fabrication, 600 feet of hose to be included, along with 20 feet of leader hose. Fourjet nozzles will come furnished with the unit. A 15 degree sand nozzle and a 30 degree sanitary nozzle shall be fttrnished. Boom to be equipped with two spot lights for operation at night. A hand held spot light is to be provided powered by chassis, 12 volt system with plug in at the operators station. Maintenance: All bearings, bushings, pivot points and boom to be greased by 0 the operator from ground level. Mounting: Unit bid will be mounted on an approved truck chassis at the CE factory of the body manufacturer. Shall include a tool box as specified by the City, located behind the cab, 48" long x 22" deep, 10" tall, with a 24" long x 22" deep 1. 0" tall box on top. Both shall have fold down doors. Parts & Service: Due to the type of work this equipment will perform, down kESNO time must be kept to a minimum. In addition to the warranties required above as part of the bid price, the bidder is asked to describe any additional warranties that are provided by the manufacturer on the equipment.
