Thank you for the opportunity to partner with South Bend Police Department ("SBPD"), the City of South Bend,
and your local community on a comprehensive evidence capture and management solution. Axon Enterprise, Inc.

It is our belief that the decision to outfit your force with an integrated body -worn and in -car camera technology
solution represents a strategic pivot toward a future that brings enhanced safety, innovation, and effectiveness to
your city. To that end, we have included two distinct pricing packages for our body worn and in -car camera systems
that will help you accomplish those goals, as well as your financial needs.
As an alternative, Axon respectfully offers SBPD the use of 170 body worn cameras, inclusive of all cables, docking
stations, warranties, software, and select optional features, products, and services at no, cost for up to a year. The

National Field Trial Offer enables agencies to test Axon's most current camera hardware and Evidence.com; an end -
to -end body worn camera solution inclusive of unlimited storage and integration services.
During this time, Axon commits itself as a partner to SBPD to deploy a world class program while innovating to
deliver an evolving solution that meets SBPD's many needs. After this year, SBPD can continue to use Axon's
products and services or can suspend their use. All data will be returned to SBPD in an open, retrievable, and
reviewable format.
This will allow SBPD the benefit of starting a body worn camera program in a timely manner, ensure full and
adequate testing based on Axon's latest technologies, and address any remaining policy and/or workflow issues; all
without any up -font cost or risk associated with the body worn camera program.
In considering the acquisition of body worn camera technology beyond the first year, Axon respectfully submits to
any fair and competitive selection process SBPD deems appropriate. Should that be through this solicitation, Axon
will upon request, submit pricing for all years after the first.
Throughout the evaluation of body worn camera solutions, Axon is fully supportive of any competitive field trial
that SBPD might consider as part of your decision process.

Requirements (Meeting Specifications)
1. Body camera has the ability to offload video immediately to the In -Car Video Recorder via a secure
WiFi connection between the Officer and Vehicle, whenever the Body Camera is within WiFi
proximity to the vehicle, to prevent the need to return to the station to manually offload video.
Axon body -worn cameras are equipped with Wi-Fi 802.11 n at 5 GHz and 2.4 GHz, In 2017, this, connectivity will
be enhanced enabling the cameras to automatically offload video when a pre -configured Wi-Fi network is within
range, eliminating the need to return to the station to dock the camera for upload.
Axon Fleet cameras can also offload video from the vehicles' MDT to Evidence.com using either LTE or WiFi.
2. The Body Camera and In -Car video system has the ability to offload video directly to a
Departmentally approved access point from the vehicle or the body camera via a secure wireless
connection and without the need for a hard -wired connection, physical docking of the camera,
separate storage device, or USB drive.
Axon body cameras are equipped with Wi-Fi 802.1 In at 5 GHz and 2.4 GHz, In 2017, this connectivity will be
enhanced enabling the cameras to automatically offload video when a private, secure, wireless access point hotspot
(WAP) is within range, without the intervention or action of a body -worn camera user or administrator. Your Axon
Sales Engineer is responsible for onsite wireless infrastructure assessments as part of the implementation and
deployment process — this individual will help determine Wi-Fi and hotspot configurations. Performance of this
infrastructure will be dependent on environment and geographic variables such as network access, distance from
vehicle resting point (i.e. placement in a garage), and availability of Internet access. Upload of a data will vary
depending on access and time allowed for uploading of data. Standard acceptable upload times are between 6-8
hours.
Axon Fleet
Additionally, Axon Fleet video can be uploaded over Wi-Fi or cellular (LTE) or a combination of both. When
configured for Wi-Fi upload and in range of an access point, Axon Fleet will begin automatically uploading video to
Evidence.com through the Axon View XL application on the MDT in the vehicle. Once the video has been
successfully uploaded to Evidence.com, a confirmation file is sent to Axon View XL confirming the video was
uploaded successfully and then the video is deleted from both the MDT and the camera,
3. Body camera has the option to offload video classified as 'high priority' immediately over a cellular
network, either directly from the Body Camera, or via the Vehicle router, for immediate review and
access by authorized parties within the Department.
Axon videos can also be transferred to Evidence.com from the field over a cellular network using the vehicle's MDT
and available cellular network. Once the upload is complete, authorized parties within the Department can access
and review the file(s) immediately within Evidence.com from any authorized location.
4. Body camera supports wireless software update and configuration rule software changes, where the
operation and capabilities can be changed for one Body camera, a group of Cameras, or all cameras
for the Department.
Axon releases Evidence.com software upgrades on both a scheduled and nonscheduled basis as required. Axon will
release a software update to Evidence.com during a period of low traffic usage. Software upgrades are "pushed" to
Evidence.com and are immediately available to you as soon as you log on, eliminating the need to perform manual
updates. Axon applies these upgrades remotely, eliminating any worries about properly integrating or updating your
systems.
Patches and Fixes
Axon releases software patches on both scheduled and nonscheduled basis as required. Patches contain fixes to
known issues reported by internal resources or by users at police agencies. There are no additional costs for any
software patch or fix deployed. Patch deployment involves minimal or no downtime for the customer's solution.

Hardware Firmware Updates
Now, updates to firmware supporting Axon body -worn cameras and Axon hocks are "pushed" from the internet to
the local devices through the Axon hocks (or Evidence Sync) during upload/charging without the need for agency
interaction. Firmware updates are released on an as needed basis on average, every 2-3 months..
The latest product features, enhancements and software updates, upgrades, patches and fixes and firmware updates
are included as part of your investment in. Evidence.com in the price of software licenses.
Operational Changes
Body camera settings apply to all cameras in your agency. The Body Camera Settings page in Evidence.com enables
agency administrators to define settings for Axon devices. Some setting changes can only be enforced on each Axon
camera after the camera has been inserted in an Axon Dock or connected to an Evidence Sync application.
5. Body camera will come equipped with holster and battery unit.
The purchase price of each Axon Body 2 camera includes two mounts of your choosing at no cost. The
rechargeable, lithium -ion polymer battery is housed inside the single unit device and lasts for 12+ hours on a single
charge.
6. Body camera supports activation by the Officer locally, through the use of a bluetooth trigger or
equivalent initiation device.
Axon cameras support both manual activation by an Officer as well as hands -free activation via Axon Signal, which
uses a Bluetooth connection to start the camera based on predefined triggers.
Manual Activation
Axon recordings are initiated with a single "Event Button" located on tile front of the device, so an officer can easily
reach it with one hand. To initiate Event Recording Mode, simply tap the large concave button on the front of the
camera two times. 'While the device is easily activated when worn in a shirt pocket or housed in a case, it is still
protected against unintentional event triggering. To end the recording, simply hold down the button for three
seconds.
Automatic Activation
Axon Signal is a Bluetooth Low Energy technology that enables your devices to sense specific events and activate
your camera. Axon Signal activates Axon cameras within 30 feet within 30 seconds.
The Axon Signal unit (ASU) activates Axon cameras in response to vehicle triggers such as light bar / siren
activation, door, vehicle speed, acceleration, crash and weapon rack. 'The Axon Signal Unit is included with every
Axon Fleet system and can also be purchased separately.
The Signal Performance Power Magazine (SPP ) activates Axon cameras when your TASER X2 or. X26P Smart
Weapon is armed, trigger is pulled and arc is engaged.

Axon Signal Sidearm
Our goal at Axon was to make the lives of law enforcement easier. Providing a convenient solution to help record
critical encounters was one of our top priorities in our mission to protect life, and we delivered on that goal with
Axon Signal. Axon Signal allows law enforcement officials to record video footage without lifting a finger. By
detecting specific actions and alerting the cameras, Axon Signal seamlessly connects an officer with the Axon
Network.
When law enforcement officers must draw a weapon, the last thing they should worry about is their technology. The
Axon Signal Sidearm is the first wireless sensor to alert Axon body -worn and in -car cameras when a firearm is
removed from an officer's holster, The Axon Signal Sidearm will enable officers to be even more thoroughly
covered by the Axon network in the line of duty. The Axon Signal Sidearm will be available for purchase in 2017.
■ The Axon Signal Sidearm attaches to an officer's existing firearm holster without interfering with normal
operation
■ The device is wireless and does not risk cables and wires getting in the way of officers when on duty
■ Once a firearm is drawn, the sensor is triggered and alerts all Axon cameras within a 30-foot range to begin
recording. The signal communicates with the full line of Axon cameras including Axon Body 2, Axon Flex 2,
and Axon Fleet in -car cameras
■ The Signal Sidearm is compatible with most existing firearm holsters
■ The coin cell battery that operates the device lasts approximately 1.5 years and automatically alerts the user via
the Axon network if the battery is low
7. Body camera provides for the direct user input of Notes, Video Classifications, and other metadata
for both videos and still photographs without requiring pairing to a separate device.
The Axon Body 2 automatically imports recordings and associated metadata to Evidence.com. The metadata is
validated with a SHA-2 hash to ensure integrity during the transfer process. The following metadata fields
automatically imported with any audio and/or video recordings on the device will be displayed in the evidentiary
,audit trail.
• Unique camera ID (e.g. device serial number)
• User ID (e.g. ID)
• Date and Time
• Record Start & End Time - (dd/mm/yyyy - brs:mins:sees)

Record Activation/Deactivation Method
Adding A Marker
Users can create a snapshot or still photo from a video in Evidence.com by creating a marker. Simply pause the
video on the frame you wish to produce a snapshot from and click the "marker" icon below the playback window.
At each marker, a thumbnail image is, created in the video in Evidence.com. Once a marker is created, you can
download the thumbnail and edit/add metadata like a title and description.
Additional metadata such as notes and video classifications can be added to Axon video files from the field in the
following ways.
• Pairing an Axon camera to a smart device via a Bluetooth and Wi-Fi connection and adding tag using the
free Axon View application.
• Connecting an Axon camera via USB to an in -car computer (i.e., MDT, MDQ using the Evidence Sync
desktop application.
• Integrating Evidence.com with an existing CAD/RMS system, automatically tagging video based on this
data, eliminating need to manually to add metadata. This is our recommended approach for classifying both
in -car and body worn videos, since it eliminates this manual process for officers and improves, accuracy of
video classification.
S. Body camera remains operational after shock or rough treatment.
The Axon Body 2 is extremely ruggedized, shock -resistant, and water-resistant with a rating of IEC 60529 IP67.
These levels of ingress protection (IP) provide users with longer -lasting cameras with fewer failures and overall
lower total cost of ownership. The device features complete protection against dust/debris and protection against
water immersion at I meter for 30 minutes, The Axon Body 2 is also tested to and passes MIL-STD-81OG Test
Methods (vibration, salt fog, and blowing dust resistance, etc.). Axon cameras can operate in up to 95% humidity
(non -condensing). The device is also impact certified from a height of 6 feet.
9. Non- Disclosure of Customer Confidential information.
Axon's Master Services and Purchasing Agreement includes, a mutual confidentiality clause, Per Section 16, 1, "Both
Parties will take all reasonable measures to avoid disclosure, dissemination or unauthorized use of either Party's
Confidential Information. Except as required by applicable law, neither Party will disclose either Parry's
Confidential Information during the Term or at any time during the 5-year period following the end of the Term,"
A. Requirem�erat s (Design Innovation and Ergonomics)
1. Body camera supports extended constant recording before requiring a battery recharge.
Yes. Once powered on, Axon cameras have two operating modes. The default mode, or Buffering mode, provides
pre -event buffering to capture activities that occur before you activate the Event (recording) mode. When the device
is turned on and in buffering mode, a fully charged battery will last 12+ hours. The Axon Body 2 video camera has
four video quality settings (Low SD, High SD, Low FID, High HD) spanning 480P, 720P and 1080P video
resolutions.
In event mode, the battery will provide enough power for 12+ hours, of power when recording time at a resolution of
4 80p or 720p. At 1080p, the camera will provide enough power for 10+ hours of recording time.
2. Body camera is able to be charged in the vehicle or off duty via a standard 110 ac outlet without the
use of special charging stations.
Yes. The purchase price of each Axon camera includes a USB charging cable suitable for use with a standard USB
charger or in -car USB outlet. The Axon cable is comprised of a TRS (headphone jack) on one cridand USB, on the
other. The device can be connected via a 2.5mm standard connector (from the camera) to US13 (for charging), It can

be charged in any electrical charger, whether it's NEMA-5 (standard wall jack), or car charger, if you have a USB
charging adapter. This allows an officer to charge the device in the cat, a wall charger, or from any other location
with a USB power source.
3. Body camera includes Audio Prompts to notify an Officer when the camera is recording.
The Axon Body 2 camera emits beeping sounds called "audio prompts" to notify you of the system status. These
audio prompts usually occur after you perform an action with the body camera. For some actions, these audio
prompts are accompanied by a vibration that matches the beeps. When the camera is, recording, the device will emit
two beeps (and two vibrations) every two minutes.
4. The In -Car Video System supports up to four high -definition IP cameras.
Current Axon Fleet configuration supports two in -car cameras. A future release will support a three to four camera
configuration. The current system provides a broad view of events with the addition of Axon body -worn cameras, as
well as the multicam playback functionality in Evidence.com. The 143' field -of -view both Axon Fleet cameras
provides a broad view within and in front of the vehicle, and the Axon Signal unit ensures all other cameras (body -
worn or in -car) activate without officer intervention.
5. The In -Car Video System has a built in GPS transmitter for location tracking of the vehicle and
correlation of video to location through the Evidence Management software.
While the camera itself does not have a GPS transmitter, location data is sourced from the in -car router or MDT
using Axon View XL, When an external GPS source is available, Axon Fleet will track the GPS coordinates of the
video as it is being recorded. The camera will store the GPS coordinates (latitude and longitude) within the video
file and the information will be included as metadata within the video file. Once the video is uploaded
to Evidencecom, the GPS coordinates will be presented in a map accessible from the viewing page. This map
renders the exact location of the vehicle as the video is played, rendering the path that the vehicle has taken. Upon
playback in Evidence.com, officers can view the route of the video.
6. The In -Car Video System activates in -vehicle video and Body Cameras automatically in the event of a
crash through a built-in crash sensor or when other programed triggers activate the in -car camera
system.
Axon Signal is a technology that operates over Bluetooth Low Energy and activates event recording on Axon
cameras within a range of —30 feet via various triggers. The Axon Signal products we offer today are the Axon
Signal Vehicle and Signal Performance Power Magazine,
■ Axon Signal Vehicle (ASV): Activate your Axon Body 2, Axon Flex 2 and Axon Fleet camera with vehicle
triggers, like light bar, door, speed, acceleration, crash and weapon rack.
The motion setting in the Axon Signal configuration enables cameras to automatically transition from Buffering to
Event mode when sensors detect very high sudden changes in acceleration, usually associated with vehicle accidents
or crashes.
■ Signal Performance Power Magazine (SPPM): Capture critical footage when you use your X2 and X26P
Smart Weapons. SPPM activates your camera when your weapon is armed, trigger is pulled and arc is engaged.
7. In car video system and body camera system have pre -event record capabilities.
Once powered on, Axon cameras have two operating modes. The default mode, or Buffering mode, provides pre -
event buffering to capture activities that occur before you activate the Event (recording) mode. Buffered video
duration is 30 seconds for Axon Fleet video,
The pre -event buffer for Axon body -worn cameras is configurable from 0 - 120 seconds (in 30 second increments) at
480,p and 720p, and from 0-60 seconds at 1080p.

8. The In -Car Video System has a built in 802.11 high-speed WiFi modem for wireless offload of video.
The Cradlepoint router serves as the communication platform inside the vehicle, routing cellular, Wi-Fi, GPS and
Metadata for the Axon Fleet system and supports wireless offload with either Willi or cellular (LTE). Axon Fleet
uses Bluetooth to trigger recording and Ethernet/ CAT 6 connectivity to the Cradlepoint router and MDT/MDC
running Axon View XL for evidence offload. The cameras can connect and offload over a variety of wireless
network configurations.
9. The In -Car Video System supports a tablet or laptop interface to review and edit live and recorded
video from the in -car video system, and to receive BOLO alerts sent by Dispatch for immediate,
mass -communication to one or multiple vehicles.
Axon View XL is a Microsoft Windows -based desktop program that supports Axon Fleet. It is designed to be used
on the mobile data terminal (MDT) or mobile digital computer (MDQ within a police vehicle. Axon View XL
requires the provided Bluegiga Bluctooth dongle to be securely connected to the MDT to communicate with the
cameras, Axon View XL allows officers to access a live view of the camera feed, add metadata (evidence categories,
titles and 113s), and play recorded video stored on the camera. Categories and configurations are pulled from
Evidence,com. The camera controls and gallery view within the Axon View XL application allow you to see if the
dash or backseat cameras are recording at a glance, start and stop recordings, toggle camera audio recording on or
off, add metadata, and view existing recordings on the camera.
The camera controls appear on the upper portion of the screen and allow you to quickly start and stop recordings for

STOP - stops a recording in progress
Tapping REC DASH starts recording from the dash camera only. Tapping the REC ALL starts recording from both
the dash and backseat cameras. Tapping STOP on either button stops both cameras.
Once a recording is started, the camera controls indicate that a recording is in progress:

■ A red dot in the sketch of the vehicle indicating which cameras are recording

• If you are in Live View, a red frame appears around the video
Enabling/Disabling Audio During Recording
If the Axon Fleet camera audio recording permission is enabled and users have permission to toggle camera audio
recording, the audio controls are visible in Axon View XL. These controls allow users to mute and enable audio
recording while the Axon Fleet cameras are recording video. The audio controls and current audio recording status
are located below the associated camera panel in the Axon View XL Control Tab.
Axon View XL supports Windows 7/8/10 and can run on a Windows 10 tablet. It can be remotely installed and
upgraded using traditional Windows automation tooling. The software presents a user interface that is equally
optimized for mouse or touch -panel usage. When officers share cars, recordings are assigned to the officer logged in
to the application.
The application provides the following features:
• Before recording, the officer can provide their identity. This allows Evidence.com to index the video by
both vehicle and officer, reducing time spent searching for evidence.
• Before recording, the officer is able to run a system check and preview the video and audio being captured
by both the front and rear camera. They can also check that the different triggers are operating as expected.
• The officer can control the recording of the cameras. One or both cameras can be commanded to start/stop
recording.
• If the permission to toggle audio recording is enable, the officer can enable or disable audio while
recording an event from Axon View XL (for both the font and rear cameras).
• The officer can view the video from both cameras as it is being captured.
• The officer can enter metadata for a video during or after a recording.
• The officer can monitor storage capacity of both cameras.
• The officer can monitor wireless offload status of the camera (when using Wi-Fi or via an in -car broadband
connection (such as 4G/LTE).
From Evidence.com, users can send messages to communicate BOLO alerts and can share videos/photos depicting
specific suspects to be on the lookout for.
10. All video is encrypted at rest on the body camera and in -vehicle camera, in transit to cloud storage,
and while being maintained in cloud storage.

All Axon video data is securely stored on a solid-state, non -removable, embedded Multimedia Card (eMMC) inside
the Axon device. Media is populated directly on the circuit board, providing several levels of physical and virtual
security, described below.

A non-standard connection prevents access to the storage without destruction of the device.
Level 2: eMMC Storage
eMMC storage is populated on the circuit board rather than using an SD card. Accessing and reading eMMC is
difficult and would require destruction and/or modification of the circuit board. Axon videos cannot be deleted from
the camera. Cameras will not natively mount into a MS Windows operating system like a mass storage device ix, a
flash drive or external hard drive.
Level 3: No Partition Table
The storage media does not have a partition table and will show as an unreadable drive/card (under any operating
system).

Axon Fleet Communication Protocol Security
■ Bluetooth -Axon adhered to Bluetooth Smart implementation guidance when developing Axon Fleet's
Bluetooth communications. Additionally, an extra layer of security was implemented by Axon on top of
Bluetooth Smart mitigate inherit Bluetooth concerns such as eavesdropping and man -in -the -middle attacks.
This extra layer of security introduces a proper key exchange layer using Elliptic curve Diffie—Hellman
(ECDH) secure the communication between Axon Fleet cameras and the Axon View XL.
WPA2 Secure Wi-Fi -Axon Fleet is designed to only run on the most secure wireless networks. The Fleet
system will only operate on a WPA2 wireless network, specifically WPA2-PSK,(AES). Less secure
protocols such as WPA2-PSK (TRIP), WPA and WEP do not meet Axon's standards for sufficient
protection.
FIPS 140-2 Validated Cryptography for Data in Transit- Axon Fleet leverages the FIPS 140-2 validated

11. The Evidence Management Software has comprehensive Chain of Custody audit trail logging and
reporting.
Evidence Audit trails are created for every evidence file and list all related actions, as well as associated metadata,
You can also view a portion of an audit trail, limiting the report to actions that occurred between a specified
timeframe. The original data associated with a video is never changed; all modifications are handled by creating
new, derivative files. To ensure chain of custody, evidentiary files can be verified for authenticity by matching the
SHA-2 hash of the original file ingested in Evidence.com to that of any copy created.
12. The Evidence Management system includes a comprehensive video redaction capability that will
automatically redact and track all personally identifiable individuals in a video, and prepare that
video for sharing or export to another user.
Evidence.com features a full redaction suite natively within the application. This functionality is subject to your
agency's role -based access controls. Evidence,com offers both automated and manual options for redacting an.
evidence file (or multiple evidence files).
Bulk Redaction
To aid with large public disclosure (FOIA) requests, Evidence.com allows a user to queue video evidence for bulk
redaction.. Bulk redaction creates a copy of the original video and a blur fitter over the entire video automatically. It
can also remove audio for the duration of that copy. The blur over the entire video allows requestors to see what
happened in the video without potentially revealing personally identifiable details such as faces, addresses, or
license plates. This presents an opportunity for agencies to fulfill the public disclosure request in the least amount of
time. It is recommended that a user verifies bulk -redacted videos to ensure the proper level of blur is applied to each
file prior to releasing the redacted version. If a user needs to redact a video more precisely, such as redacting only a.
portion of each video frame, they can redact a single video.
Smart Tracker Redaction
Smart Tracker Technology within Evidence.com brings intelligent, automated support to agency video redaction
workload. Using the Smart Tracker technology, users can easily create a redaction that tracks up to 10 objects in a

video. For each object, specify a start and end fi-ame. On each start frame, place and size a redaction mask. Once a

Manual Redaction
Manual redaction allows the user to control size, shape, and placement of redaction masks precisely, frame by
frame. Creating a redaction manually involves working with several important concepts,

Skin Blurring
The skin bluffing feature allows you to select the level of skin blurring. During processing, tile redaction algorithm
searches for skin tones throughout the video and blurs them to the selected level. Like other redaction options, skin
blurring can be used with the full-length video evidence file. Evidence.com never alters the original video evidence
file when you create a clip or a redaction.
Sharing
There are several options for sharing evidence with interested parties.
Intra-agency sharing of evidence is designed to share from an officer to a superior. When an officer wishes to share
the video, they simply select the share option adjacent to their video, and then enter the First or last name, or the
badge number of their superior. By default, users or patrol officers are limited to this feature,
Inter -agency Sharing
Collaborating with another Evidence.com agency makes sharing evidence with that agency as simple as if they were
part of your own agency, while still maintaining the agency's data security. The collaboration function is focused on
the inter -agency aspect of sharing.
13. The system provides an ability to simultaneously play back two or more selected videos from the
Body camera and In -Car Video sources associated with an incident.
Multi -camera playback allows videos that were recorded by different cameras (in the same location and time) to be
played back together in Evidence.com, allowing users to view an incident from multiple vantage points. Up to four
videos can be viewed at the same time. During video recording, cameras will note when other Axon cameras are
recording in the same vicinity and add that information to the video file. When videos are uploaded to
Evidence.com, that information is included in the upload so that the multicam, playback option can be utilized.
14. The system stores all video, audio, and metadata in a CJIS compliant secure cloud -based storage and
video, audio, and metadata are automatically uploaded to secure CJIS compliant vault storage
wirclessly, without the use of peripheral docking or wired offload devices.
Evidence.com was designed and is operated to ensure that it is compliant with the FBI CJIS Security Policy.

Axon Body -Worn Camera Offload
The offload methods currently available for axon body -worn cameras include the Axon Dock, or connecting the
camera to a computer running the Evidence Sync application via a wi-fi connection. All communication between the
Axon docking station will be conducted over 256-bit AES encryption.
• Videos are automatically associated with the officer assigned to the camera; all metadata captured will be
uploaded to Evidence.com, A S,HA-2 cryptographic hash function is applied to each MP4 video captured; this
functions as digital fingerprint for each video captured.
• As the MP4 video file is uploaded, it is broken into small blocks of data. At the completion of each block
uploading, a SHA-2 hash function is applied to ensure authenticity and that data has uploaded in its entirety.
• At the completion of the upload, the same method that was used to validate the blocks, a contiguous checksum
of the entire file will be evaluated to ensure that the MP4 file has been uploaded successfully and identical to
when it was recorded.
• The SHA-2 cryptographic hash function is applied to ensure authenticity and that the complete file has
uploaded.
Axon body -worn cameras are equipped with Wi-Fi 802.1 In at 5 GHz and 2.4 GHz. In 2017, this connectivity will
be enhanced enabling the cameras to automatically offload video and its associated metadata when a private, secure,
wireless access point hotspot (WAP) is within range, without the intervention or action of a body -worn camera user
or administrator.
Axon Fleet Camera Offload
Axon Fleet can offload video using one of the following three methods:
• Dock and Walk - By removing the camera at the conclusion of the shift and docking the cameras into a
wired Dock.
• LTE/4G - Wireles,sly throughout the shift using an in -car broadband connection (such as LTE)
■ Wi-Fi - Wirelessly using an agency Wi-Fi network
Wireless Offload
The cameras can connect and offload over a variety of wireless network configurations. Axon Fleet can offload on
802.1 In Wi-Fi networks running on 2AGHz or 5GHz frequency bands. The preferred network configuration is
5GHz due to reduced interference and the greater density supported by this band. Networks secured by WPA2-PSK
are supported. Axon recommends at least one access -point for every six cars. A wide variety of network
configurations is supported, from a single flat layer 2 network to multiple layer 3 subnets, MPLS or point to point
IPSEC tunnels. Axon Fleet can be configured to join specific Wi-Fi networks as specified by whitelist of SSIDs; in
order to load balance across a multiple access -points with the same SSID, the camera joins the channel with the
highest signal strength. The cameras will automatically begin offloading when they detect the presence of an agency
installed store and forward server. This server runs as a Windows service and can be deployed on physical and
virtual servers within the agency. Axons store and forward server accepts uploads from the Axon Fleet systems and
allow high-speed offload of cars during shift change of the agency LAN. The servers then upload the videos to the
cloud -hosted Evidence.com system over the next few hours. If an agency has sufficient WAN connectivity, the use
of a store and forward server may not be necessary.
15. The Evidence Management Software has an interactive map -based interface where the location of
video evidence is correlated to both the Officer and Vehicle.
The Map Tracking feature works with the Axon Fleet cameras that are paired with the Axon View XL application.
During video playback, the location shown on the map changes as the GPS position of the camera updates. Pausing
the video will show the approximate address in the location field below the map. Markers, added to the video will
appear as additional pins on the location map. Viewers can click on a pin to jump to that marker position in the
video for easier navigation. Clicking on the MPH button in the player will allow users to toggle the speed overlay on
the video (if this metadata is associated with the file). If an officer is also wearing an Axon body -worn camera that is
paired to a smart device with the Axon View application, the officer's location will be captured in the event they
leave the vehicle.

16. The Evidence Management Software supports video and audio evidence review, classification, and
dissemination from Body cameras, and In -Car Cameras.
Evidence.com supports the ability for users with the right permissions to review video and audio evidence, classify
and disseminate Axon and non -Axon digital files.
17. The Evidence Management Software supports an unlimited number of Users.
The Evidence.com application is designed to support uploads from multiple users, devices, and locations,
simultaneously from thousands of agencies across the United States. It is also possible for concurrent users to, access
the same video at the same time.
A. Warranty and Maintenance
1. The video system includes a parts and labor warranty against any defects in materials or
workmanship on all System software and hardware components for the duration of the contract,.
Axon warrants that its law enforcement hardware products are free from defects in workmanship and materials for a
period of one (1) year from the date of receipt. Axon -manufactured accessories are covered under a limited ninety
day warranty from the date of receipt. Non -Axon manufactured accessories are covered under the manufacturer's
warranty.
In -Car Camera Extended Warranty
The extended warranty includes the standard manufacturer warranty, for an extended period of four years; one-year
manufacturer's warranty plus three years extended).
Body -Worn Camera Extended Warranty
The extended warranty includes the standard manufacturer warranty, for, an extended period of three years; one-year
manufacturer's warranty plus two years extended).
The TASER Assurance Plan (TAP)
The TASER Assurance Plan (TAP) is bundled into the purchase price of Unlimited Evidence.com licenses. TAP
includes Axon cameras at the beginning of the contract, upgraded cameras at two and a half years and at the end of
the five-year term, Axon's extended warranty and spare cameras. Please see the attached Master Services and
Purchasing Agreement, which outlines the full terms and conditions of the standard manufacturer warranty,
extended warranty and TASER Assurance Plan.

technical or Customer Support assistance, you may contact a customer service representative at 800-978-2737, or

troubleshooting are included on an ongoing basis as part of your investment in the Axon ecosystem, Axon also

S. Vendor provides 24 hour/7 day per week emergency technical support for any system outage,
including onsite support for issues that require local service.
Evidence.com is a fully managed solution. The Axon operations team monitors all facets of the solution and
employs comprehensive automated alerting systems to draw attention to performance and capacity issues, outages,
and abnormal or suspicious activity. If an issue arises that requires on -site support, Axon will work with the SBPD
to provide accommodations agreeable to both parties. Axon guarantees a minimum of 99,99% uptime for
Evidence.com.
6. Vendor provides testimony (expert or otherwise) regarding the system and/or captured video at
hearings, trials, and other legal or administrative proceedings, when requested by the department.
Axon employs experts in technology and information security, who can testify in court for the SBPD. Axon will
send an employed expert to testify in court matters free of expert fee charges (capped at 100 hours per year and
excluding reasonable travel expenses) solely in relation to the Evidence.com product lines regarding data security
and chain of custody matters. SBPD, must provide Axon with reasonable notice, in no event less than five business
days, If SBPD requires more than 100 hours per year during the term of the Contract, an hourly rate will be
negotiated by the parties and travel expenses will be reimbursed by SBPD at GSA per them rates.
D. Training
1. Vendor provides onsite user training for all officers assigned a camera and administrator training
for all body camera administrative personnel.
The Professional Services team helps you by providing the resources and support you need to successfully deploy
your new Axon solution - they are a customized and personal knowledge resource for you and your officers. This
type of focused attention can help in three key ways:
• Familiarizing your force with the new workflow
• Increasing officer efficacy with CEWs and/or Axon cameras
• Maximizing efficiency gains for managing captured evidence
An Introduction to Evidence.com
For many agencies, Evidence.com is one of the first cloud -based tools to become a part of their evidence
management workflow. This can create a learning curve for officers, armorers, and administrators alike.
Evidence.com is a powerful tool, and the initial set-up is an important part of creating a smooth transition. Our two
packages cover initial Evidence.com configuration and use, and each helps you build a strong foundation for your
agency's success.
Axon Camera Deployments
Although the cameras themselves are simple in design and use, a proper introduction to the devices and workflow is
essential. The Axon Professional Services offering provides you with two options for this introduction, depending
on the level of detail and time you'd like to provide to your users. Additionally, with the Full -Service Package, you
can receive in-depth account management support that extends beyond the go -live date and initial training.
Additional training days are offered at $2,000 per day.
2. 'Train the trainer' training is offered at the Department at no additional cost at least twice per year
for the duration of the contract.
Axon recommends a train -the -trainer model, which tends to be the most effective for our law enforcement
customers. This model enables South Bend Police Department to train officers based on their schedules and
availability. As more Axon cameras are added to the program, those trainers can provide the same level of training

at no additional cost to you. For an additional cost, Axon will provide SBPD with twice per year training for the
duration of the contract.

Upon notification of award, Axon will work with the SBPD to schedule installation training or installation services
(if purchased) at locations of the Department's choosing.
E. Payment Terms (Cost)
1. 5 yr agreement with simple payment plan and possible trade in credit
Axon is proposing our standard 5-year agreement and is pleased to offer a competitive trade-in credit covering 100%
of the cost of all Axon body worn and in -car cameras. Please see Appendix A and Appendix B for Axon's submitted
quotes and the Master Services and Purchasing Agreement for payment terms. We are also offering the TASER
Assurance Plan (TAP). TAP is Axon's full warranty and hardware upgrade program which includes an extended
warranty on hardware purchased, spare products and hardware refreshes at 2.5 years and at the end of the five-year
contract term. All hardware will be fully covered under warranty throughout the length of the contract.
2. Payment should be broken up based OR deliverables
Axon typically invoices for year one of the contract upon shipment of hardware, and then annually thereafter.
3. Payment will be made within 35 days on invoices received
Axon's standard payment terms are Net 30, but can accept Net 35 for SBPD.
F. Replacement parts
Should include pricing chart for replacement parts.
Please see Appendix 0, Axon's pricing sheets for replacement parts. The Return Material Authorization ("RMA")
department is located at Axon Headquarters in Scottsdale, Arizona. The RMA department prioritizes returned
products for analysis and/or repair on a first -in -first -out (FIFO) basis, based on the severity of the complaint (or
unless otherwise requested by the agency). The general turn -around -time for a full resolution is less than 30 calendar
days from receipt of the returned product. Agencies are required to submit a request for repair/replacement via the
Axon RMA website and are responsible for all shipping costs (unless already agreed upon in advance). Upon receipt
of them item(s), the RMA department will conduct a failure analysis investigation to determine the root cause of the
issue and repair the item if possible. It is at Axon's sole discretion to repair or replace a device as identified in the
original manufacturer warranty and/or the extended warranty policy.

Please find below Axon Enterprise, Inc.s (Axon) exceptions to the above -referenced
solicitation. Axon is open to further discussions regarding requested changes, and it
reserves the right to negotiate the terms of the Terms and Conditions attached to
the Solicitation.
1. Addition of Axon's Terms and Conditions.
Axon respectfully requests that its Master Services and Purchase Agreement be
incorporated as an exhibit into the final contract award. Axon agrees to negotiate
with the City on these terms and conditions, and if any of Axon's terms and
conditions conflict with the negotiated terms and conditions of the contract
documents, the City's contract document will control.
2. Section II.E.,2.
Axon respectfully requests that this section be replaced with the following:
