REGULAR MEETING
July 10, 1933
Regular meeting held by the Board of Public Safety, Monday, July 10th, 1933.
Meeting called to order by Mr. C. A. Budd, President, at 9:15 A. M.
Bills in the amount of $143.26 bearing requisition numbers as follows were
approved by the Boards

May 19 to June 19 1933, Indiana and Michigan Electric Company
POLICE DEPARTIVOTT
Special Police commission of E. E. Culver, dated January 18th, 1933, was
cancelled, effective this day, at his own request.
Officer Earl Null was ordered before the Board for questioning. The Board
stated that Officer Null was seen on several occasions while on duty spending
too much time comr with the public. The Board reprimanded Officer Null
and. informed him that he must stop this practise and pay strict attention to his
police duties hereafter.
Acting Chief Horace RBI. Hamilton presented the monthly report for his depart-
ment, and reported the activities for the past week.
The following is a letter from City Surgeon Ed. E. Johnston, M. D.
"To The Honorabler Board of Public Safety
South Bend, Indiana
Gentlemen:
Complying with your request that I examine Chief John B. Kuespert,
wish to advise you that I examined said Chief July 9th,,1933; and found him
physically fit to carry out the duties required of his office.

In pursuance to a. request made under date of May 27th by Mayor W. R. Hinkle
in a letter addressed to Mr. d. AA. Budd, President of the Board, the Board
vas assembled, and did suspend, John B. Kuespert, Chief of Police.
The following communication was received from Mayor W. R. Hinkle, dated July
le-t, 1933:
"Board of Public Safety,
City of South Bend, Indiana.
Gentlemen:
Regarding the Kuespert natter and in conformance with our con -
versation at my meeting with you last Tuesday, I have discussed the matter
with the Cabinet. All members were present with the exception of you and
Dr. C. W. Grifdith.
After a full and complete discussion, it was decided that Mr. Kuespert had
committed a very grave offense and under no circumstances should he be re-
instated as chief of police.
All members agreed that in view of the fact that time for filing charges has
elapsed and that it will be impossible to dismiss him from the police force:,
he should.be demoted to a rank below assistant chief with the further provision
that he shall not. eligible to promotion during the oresent administration.
It is further recommended that he shall not be paid- for the period of time
suspended.

r The Board, having investigated, through witnesses, as requested in
1'ayor Hinkle's letter of May 27th, does hereby believe the best interest
of the City will be served by re- instating him as Chief of Police, and after
concluding our investigation, do hereby, and on this date, re- instate him
with full powers as Chief of Police.
It is further ordered that John B. Kuespert shall not receive any pay for
L � te period beginning June 1st, 1933, up to and inclyding July 9th, 1933.

past week.

report of the activities of his department.

'Jeekly report of City Sealer, Charles J. Burns, was examined and ordered
filed.
Meeting adjourned at 11:35 A. M.
