The Board therefore find in each and every case in said improvement that _ the benefits to the property and to- the City of South Bend are equal to the estimated cast of said improvement, and the same are hereby in all things ratified, confirmed and approved. Resolved further, that notices be published on. the 16th., day of Dec- ember 1913 and on the 23rd. day of December 1913 in the South Bend Daily News -Times stating that this Board will receive bids for the construction of said' improvement up to 10:00 A.M. ox .the 9th. , day of January 1913. The Board reserves the right to reject axy axd all bids. Tentative agreemext made with the I.I.&I.Ry.
