follows :

'dear 1'r. Budd:
Please call your Board into a special meeting for the purnos e of suspend-
ing Chief of Police, John F. Kuespert, from his duties as cnlef of police
of the City of South Bend until a thorough end fair invest ig<tion of all
circumstances surrounding the telephone call_ I received this morning.
Confirming my conversation with you, it was my understanding T was talking
to Chief of Police, John P Kuespert, who said to me: "If ,you come near
the City Fall today, I'll kill you.." A nev..rspaper reporter informs me
that oli.e of their representatives Eras present during the conversation
and that their pa -per will. carry a story this evening covering ghat trens-
pired in the Detective Bureau at the time 1:'r. Kuespert is proported to
have c ^lied me
This suspension to be in effect until all of the facts and circumstances
surrounding this episode have been fully investigated, and if found to
be true immediate am proper action to be taken on the basis of the facts.
