All information regarding the current condition of the environment has been determined from the RFP they have provided. Requested Features City of South Bend has requested to provide free outdoor wireless coverage on Western Avenue between the crossing roads of S. Kaley Street, and Dundee Street. Equipment to be used for this location shall include: • Cisco ME3400e series switches (2) • 1572 Series Outdoor Access Points (2) • AIR-ANT2568 Model Antenna • Licensing to be use for a Cisco 5508 WLAN controller • Required Single -Mode SFPs CoSB has provided a list of the equipment that includes the features and functionality they require for adequate operation of their network. Alternative equipment may be provided as long as it provides the same features and functionality of the identified equipment. Proposed Solution NSI has provided a response for the use of the requested equipment to be integrated into the existing wireless control system and switched infrastructure. NSI will perform the installation and testing of this new equipment. NSI relies on Cisco's portfolio of products to deliver fast, reliable, and secure network access solutions. A strong foundation of switching allows packets to be reliably delivered from one end of the network to the other. Cisco's Catalyst switches and Aironet access points are the latest in a long history of reliable network access equipment. The modern network is asked to support a number of endpoints. Traditional devices such as workstations, servers, and phones have been joined by cellphones, tablets, TVs, and other network enabled devices that continue to add load and dependence on the infrastructure. Cisco's switches, access points, and security products work together to provide best -in -class reliability and security for those devices. Design S ecifications and Assum lions • Assumption 1—The installation for the access points will be best mounted on the signal light crossbar at the corners of Dundee and Western Ave, and Kaley and Western Ave. • Assumption 2 —There is a potential that the installation group will need to use additional hardware for the mounting to the signal bar. This could require an additional hardware cost and change order for these items. • Assumption 3 —Available SFP slots are available on the upstream distribution switch. • Assumption 4—access to existing switched infrastructure will be accessible to review necessary configuration needs for integration of the new equipment Assumption 5 - CoSB will need to provide necessary fiber patch cables that are needed for the link from the fiber termination point to the SFP installed in the switch. It was undetermined on the type of fiber connections needed and this NOT provided in the quote for this project. Implementation Network Solution Inc. views the successful completion of this project as a partnership between themselves and City of South Bend. Pre aration Provisioning Responsibilities: Network -Wide • NSI will conduct an internal kickoff meeting to review the purpose of the project, desired business outcomes, proposed design, statement of work, stakeholders, equipment, team member requirements, and base scheduling. • NSI will conduct an external kickoff meeting with CoSB to verify the purpose of the project, desired business outcomes, proposed design, statement of work, stakeholders, equipment ordered, equipment delivery timelines, and installation dates and timelines. • NSI will provide a project plan that outlines the expected steps needed to accomplish the installation successfully with minimum interruption, • NSI will create an inventory document detailing the building each installed product belongs to base upon serial number. Switching • NSI will perform a walkthrough of each facility providing a best -effort verification of rack space, power, copper terminations, fiber terminations, transceivers, patch cables, and existing equipment. The goal of this walkthrough is to identify any oversights in a design prior to installation. Any changes deemed necessary for a successful installation will be submitted as a Change Order to Cos for approval. • CoSB will, need to provide necessary fiber patch cables that are needed for the link from the fiber termination point to the SFP installed in the switch. It was undetermined on the type of fiber connections needed and this NOT provided in the quote for this project. • CoSB will provide an overview of the existing network design such as VLANs, routing devices, security policies, and expected failover behavior. • CoSB will provide access to the current network infrastructure that the new equipment will be integrating with or current running -configurations of equipment to be mirrored • NSI will create configuration scripts in order to effectively migrate the network design from the existing equipment to the new equipment. Redesigning VLANs and addressing schemes it outside the scope of this project. • CoSB will approve or modify the recommended design as needed. • CoSB will provide an expected window of time that changes can be made to the network including those identified as disruptive. • NSI will develop a preliminary testing plan that verifies normal operation of the installed networking equipment (i.e. CPU utilization, memory utilization, traffic flow, remote access) • CoSB will provide a list of critical services that must be functional in order for testing to be considered successful. • NSI will provide the complete testing plan for CoSB to approve. Wireless • CoSB will provide floorplans access to the existing wireless LAN controller for configuration of the new wireless access points • CoSB will provide a list of SSIDs that should be available to users. • NSI will provide a recommended design for the wireless system deployment Items addressed in this design may include access point location, SSIDs (up to 4 per deployment), and advanced wireless settings (data rate, bandwidth, and power). (During testing -- further power adjustments may be necessary to provide optimum coverage) • CoSB will approve or modify the recommended design as needed. • CoS6 will provide an expected window of time that changes can be made to the network including those identified as disruptive, • NSI will develop a preliminary testing plan that verifies normal operation of the installed networking equipment (i.e. access points online, radio settings, remote access) • CoSB will provide a list of critical services that must be functional in order for testing to be considered successful. • NSI will provide the complete testing plan for CoSB to approve. • NSI will install and test all new cabling designated for access points prior to their installation. (3rd Party Contractor) Implementation Responsibilities: www.nsii.com WHY we do is as Important as WHAT we do (574) 271-0900 Page: 4of Network -Wide • NSI will conduct an Installation Review meeting and verify the Project Plan including network design, equipment delivery, installation times, and testing procedures. Switching • NSI will assemble the new equipment including installation of rackmount hardware, modules, and power supplies and install the devices in the existing equipment racks. • NSI will configure the new switches according to the agreed upon design and cutover from the existing equipment. The new equipment will take over handling production traffic. Wireless • NSI will install and document the location of each access point by room number, name, and AP MAC address. (3rd Party Contractor) • CoSB will provide lift access if required for high AP cabling or Installation (if applicable) • NSI will configure hostnames for each AP based upon their location. • NSI will reconfigure the switching infrastructure with new VLANs for new wireless SSIDs (up to 4) on the switching infrastructure. Further configuration of switches is outside the scope of this project unless explicitly specified in other sections of this scope of work. • CoSB will provide ©HCP services for any new networks that are created. Testing Responsibilities: Network -Wide • NSI and CoSB will test access to the critical services identified in the testing plan. Switching NSI will verify proper operation of the installed equipment as identified in the testing plan. At the completion of testing all devices should be capable of passing traffic through their uplink port, being remotely managed, and have had a backup copy of their configuration taken. Wireless • NSI will verify proper operation of the installed equipment as identified in the testing plan. • NSI will adjust wireless signal settings to best provide coverage and service to wireless users. Access points may need to be relocated to achieve optimal coverage. NSI will determine if a change order is required for additional services associated with relocation of access points. Training & Support Responsibilities: Network -Wide • No training is included as part of this proposal Final Deliverables Following the completion of this project, NSI and CoSB will review the work completed. As part of this review NSI will provide the following: Network -Wide NSI will provide documentation of the testing results including identified critical services, initial testing result, any required corrective actions, and final testing results (where necessary). NSI will provide documentation that identifies all products installed, their serial number, and the corresponding location/building they were installed in. General Responsibilities NSI has provided labor estimates in conjunction with the bill of materials and this scope of work. Any modifications to either document may require a change order that includes additional cost for added product or services. Listed below is a final set of defined responsibilities that are not included as part of any particular phase of the project but still set important expectations for the successful completion of the project. Network -Wide • Provide Existing Network Documentation — CoSB will provide NSI access to existing network configurations and documentation. Having information such as network drawings, expected failover behaviors, security policies, management addresses, passwords, licenses, running configurations, and device settings helps NSI develop a proper migration strategy for installation and configuration. • Storage and Staging Area — CoSB will designate a location for all ordered equipment to be delivered to. This location should provide a secure temperate area for storage and staging of equipment. • Equipment Transport-- CoSB will transport equipment from the designated staging area to each respective installation location. • Inter -Operability with Existing Equipment— NSI will configure new equipment as specified in the design to interoperate with existing equipment. If additional devices outside the scope of the initial design are required to be reconfigured, a change -order will be created for the additional labor cost, • Location Access — CoSB will ensure timely access to the equipment installation area. Installation delays caused by access restrictions may be billable on a per occasion instance. Switching • Equipment Rocks — CoSB will provide network racks that offer adequate power, cooling, and physical space for the new equipment. Physical specifications for each piece of hardware are available upon request. • Airflow —CoSB will ensure space is available around newly installed devices and allows for proper ventilation. Each device is designed to move air through it in a specific pattern. Devices should be placed in such a manner that air flows from a 'cold' aisle (intake) to a `hot' aisle (exhaust). Airflow specifications for each piece of hardware are available upon request. • Power—CoSB will provide the proper PDUs or receptacles for powering all equipment. The equipment will be deployed with the power cables and connector types as specified in the quote. Power specifications for each piece of hardware being deployed including cable lengths and connector types are available upon request. • Transceivers —CoSB will provide any transceivers or twinax cables not specified in the quote. If the transceiver counts change following project acceptance, a change order can be submitted to create a quote for the required additions. o **All 10Gbps SR optics must utilize OM3 or OM4 fiber for transport in-between patch panels. If OM1 fiber is still part of the infrastructure LRM optics must be specified for lOGbps transport. • Patch Cables— CoSB will provide all patch cables, either fiber or copper, except those specified on the quote. If the patch cable counts or requirements change following project acceptance, a change order can be submitted to create a quote for the required additions, • Label New Equipment— NSI will apply labeling to equipment for easy identification as requested. SHIPPING AND HANDLING. All equipment purchased by Customer (the "Equipment") is provided FOB at the shipping location. Shipment will be made as specified by Customer and Customer is solely responsible for all expenses in connection with the delivery of the Equipment. The Equipment will be deemed accepted by Customer upon receipt. 2. PURCHASE PRICE AND TAXES. Customer shaP pay to Network Solutions, Inc. the purchase price set forth in the applicable invoice ("Purchase Price") for each item of Equipment and installation. Customer hereby grants and Network Solutions, Inc. reserves a purchase money security interest in the Equipment and the proceeds thereof as a security for its obligations hereunder until payment of the full Purchase Price to Network Solutions, Inc. Customer authorizes Network Solutions, Inc. to file financing statements to perfect its purchase money security interest. Customer acknowledges that in the event of Customer's default and the exercise by Network Solutions, Inc. of its security interest in the Equipment, all of Customer's systems and activities which depend on the Equipment will be disrupted or rendered inoperable. The Purchase Price is due and payable upon delivery of the Equipment in accordance with the terms on the face of the invoice. Customer shall pay all taxes and other governmental charges assessed in connection with the rental, use or possession of the Equipment including, without limitation, any and all sales and/ar use taxes and personal property taxes. 3. PAST DUE INVOICES. Invoices are past due the day following the date payment is due. Interest charges shall accrue from that date. in the event of past due invoices, Customer agrees to pay to Network Solutions, Inc., as interest, an amount equal to 2% per month, or the maximum provided by law, (whichever is less) for invoice amounts that are past due. Should Network Solutions, Inc. be forced to initiate legal action to collect unpaid amounts from past due invoices, Customer agrees to pay Network Solutions, Inc.'s reasonable attorney's fees and costs of collection in addition to the interest described above. 4. TITLE. Customer shall acquire title to the Equipment upon full payment of the purchase price(s) set forth herein. Notwithstanding the foregoing, Network Solutions, Inc. and any licensor of rights to Network Solutions, Inc. shall retain title to and rights in the intellectual property (whether or not subject to patent or copyright) and content contained in the materials supplied under the terms of this Agreement. 5. RETURNS. All returns must be approved by Network Solutions, Inc. and a RMA number assigned prior to return shipment. Customary restocking fees of 15%will apply to all non -defective returns. Returns delivered to Network Solutions, fnc, without prior consent will be rejected and returned. If evaluation product is not returned at the end of the evacuation period, evaluation unit invoices are due and payable on the day following the invoice date. 6. SELECTION OF EQUIPMENT; MANUFACTURER WARRANTY. Customer acknowledges that customer has selected the Equipment and disclaims any statements made by Network Solutions, Inc. Customer acknowledges and agrees that use and possession of the Equipment by Customer shall be subject to and controlled by the terms of any manufacturer's or, if appropriate, supplier's warranty, and Customer agrees to look solely to the manufacturer or, if appropriate, supplier with respect to all mechanical, service and other claims, and the right to enforce all warranties made by said manufacturer are hereby, to the extent Network Solutions, Inc. has the right, assigned to Customer. THE FOREGOING WARRANTY IS THE EXCLUSIVE WARRANTY AND $5 IN LIEU OF ANY ORAL REPRESENTATION AND ALL OTHER WARRANTIES AND DAMAGES, WHETHER EXPRESSED, IMPLIED OR STATUTORY. HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. 8. GOVERNING LAW; DISPUTE RESOLUTION. This Agreement is made under and will be governed by and construed 'n accordance with the laws of the State of Indiana (except that body of law controlling conflicts of law) and specifically excluding from application to this Agreement that law known as the United Nations Convention on the International Sale of Goods. The parties will endeavor to settle amicably by mutual discussions any disputes, differences, or claims whatsoever related to this Agreement. Failing such amicable settlement, any controversy, claim, or dispute arising under or relating to this Agreement, including the existence, vafidity, interpretation, performance, termination or breach thereof, the parties to this Agreement hereby consent tojurisdiction and venue in the courts of the state of Indiana. 9. MISCELLANEOUS. The above terms and conditions are the only terms and conditions upon which Network Solutions, Inc. is willing to sell the Equipment and supersede all previous agreements, promises or representations, oral or written. The expansion will encompass parts of Western Avenue. This effort is a facet of a broader City initiative aimed towards addressing the digital divide in South Bend, working towards digital inclusion. The Office of Innovation and Technology team has reviewed the quote and gives favorable recommendation as well. The not to exceed cost of $6,979.00 is for Cisco Hardware, Cisco Smartnet Support and Maintenance, and professional services for this expansion project . Network Solutions does have the State QPA. Note: The funding for this quote/contract is coming out of the designated account number on the accompanied Agenda, but will be reimbursed through the Community Development Block Grant when the funds are available.
