Unfavorable 2 years ago at the Area Plan Commission
Mike Ranch speaking on behalf of Tiberius Mahalache, stated that originally the plan
was for S'4 units now 25 with 30' along Northside Blvd., there will be single family
attached homes, not candominiums. 10 units on river, single story. Petitioner asking for
MP` 1 District consistently
Chris Dressel, Community & Economic Development, gave a favorable recomanrzendation.
The project is a reinvestment in the neighborhood and aligns with City Plan.
Larry Steele, President, River Park Neighborhood Association, stated that they had a
meeting of the neighbors on May S, 2007. He stated that it was a good meeting and
follow-ups contact, Friday, July 20, July 21, July 23, 2007, 25 instead of 56, RPNA voted
in favor. Mr. Steele personally in favor. 2 letters of support from neighbors.
The following individuals spoke against:
Andrew Fry, 1338 S. 315', South Bend, Indiana, stated there was short notice, the flier
was sent out May 4`~ and only 4 people at meeting last weekend. He stated that he
suspects the whole neighborhood is not for the project, 300 signatures against the
development. Mr. Fry stated that 25 units are still too dense.
Ms. Pam Benchar, 3425 Northside Blvd., South Bend, Indiana, reiterated that the notice
was sent on short notice, both last May and now. 20' setback requested from those
against 2 years ago, actually only 6'. She stated that there are traffic issues, school
children at Nuner would be walking near this development. She stated that she is not
against growth but the development needs to be less intense.
Mr. Bernie Accoe described the flood way, plane and flood fringe and stated that the
DNR erectian in flood way prohibited against proposed project impinges.
Councilmember Varner asked what are the coaxes for friends of River Park because
Tiberius Mahalache needs to know.
Councilmember Puzzello stated that there has not been enough involvement with
neighbors.
Councilmember Kirsits stated that the project is only 3 less units that the last proposal.
He agrees that the project is too intense and not a good fit for the neighborhood.
Councilmember Kuspa made a motion for no recommendation. No second, motion dies.
Councilmember Kirsits made a motion for unfavorable recommendation. No second,
motion dies.
Councilmember Varner made a motion for favorable recommendation. No second,
motion dies.
Bill goes to full Council with no recommendation.

Sr. Gretchen Clark stated that she is the primary care giver for Chiara Hame.
Councilmember Kirsits made a motion to adjourn, Councilmember Puzzello seconded the
motion. Motion carried.
