City attorny Romig gave an opinion on City Ordinance 4 1954 to the s that this. was a health measure, and its enforcement as suggest-'­' ed by the South Bend Retail Credit Association would be a difficult matter lilotion prevailed to instruct Clerk of the Board to send a letter the South Bend Retail Credit Assn. explaining that everything possible would be done to en City Ordinance j,,k1954 but that it would be a difficult matter to ef`ec`_ its strict enforcement in any other way than as a hbalth measure.
