HomeMy WebLinkAbout03/26/07 Committee Meeting Minutes~'~~- ~~' Public Works and Property Vacation Committee 20fl7 South Bend Common Council The March 26, 2007 meeting of the Public Works and Property Vacation Committee of the South Bend Common Council was called to order by its Chairperson, Council Member David Varner at 3:30 p.m. in the Council's Informal Meeting Room. Persons in attendance included Council Members Dieter, Kelly, Kuspa,Varner, Kirsits, Rouse, White, and Puzzella; Citizen Member J. Edward Talley, Public Works Director Gary Gilot, City Engineer Carl Littrell, City Clerk John Voorde, City Controller M. Catherine Fanello, Bill Schalliof, David Rafinski, Mrs. Kopola, Jamie Loo of the South Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney. Dr. Varner noted that the Committee members include Council Members Pfeifer, Dieter, Kelly and himself. Substitute Bill No. 12-07 Vacation of Portions of Knoblock Street ~ Voorde ©riae. Dr. Varner called far an update from the Public Works Department on Substitute Bil! Na. 12-07. City Engineer Car[ Littrell report that they have been working with representatives of Stantz Foodservice and representatives of Wightman Petrie. The Board of Public Works approved the revised vacation at today's Board meeting (report attached to Substitute Bill} Mr. David Rafinski of Wightman Petrie with offices at 713 South Scott in downtown South Bend made the formal presentation. He presented a site dimensional plan setting forth the compromise for the vacation in question {copy attached). He noted that the revision will include a partial vacation of the western part of 14' of the 60' right-of- way and will provide a good buffer to the residential area. He noted that Maplewood is currently not a street. The vacation will permit Stanz Foodservice to make an addition to their existing building. In response to questions from Council President Rouse, Bill 5challiol of Community Development stated that after the meeting held last week with the neighbors, representatives of Stanz 1=oodservice, Council President Rouse and Council Member Dieter it was decided to shift the building in light of the Building Code provisions and there would be no impact on the neighbors. In response to further questions from Council President Rouse, City Engineer Carl Littrell stated that the neighbors concerns have been met in the Substitute Bill No. 12- 07. He noted that maintenance issues are acceptable by Stanz. Public Works and Property Vacation Committee March 2S, 2007 Page 2 No one from the public spoke in favor or in opposition to the Bili. Following discussion, Council Member ^inter made a motion, seconded by Council Member Kelly that Substitute Bill No. 12-07 be recommended favorably to Council. The motion passed. Miscellaneous Business: Dr. Varner noted that he has appointed J. Edward Talley to be the citizen member of this committee and he is very excited and enthused to be on it. Dr. Varner noted that on April 2, 2007 the LED bid opening will take place. A meeting will take place on this on April 4, 2007. Council Member Dieter expressed an interest to attend along with Council Member Dieter. Mr. Littrell stated that he would get back to the Council as to the exact time for this meeting by email. Dr. Varner congratulated Mr. Littrell far being selected by the American Society of Civil Engineers as the "Engineer of the Year". Mr. Littrell thanked the Council and noted that he "stands on the shoulders of giants, such as Rollin Farrand, Sr. who received the award in earlier years. Ne has good co- workers and a great staff'. Mr. Littrell stated that Al Greek, Manager of the Wastewater Plant will present on Wednesday and Thursday at 8 a.m. on inter-generational differences. Dr. Varner requested a follow-up email on the exact location.
