REGULAR MEETING

<br />Public Works was convened at 9:35 a.m., on Monday,
<br />Leszczynski, with Mr. Leszczynski, Mr. Richard Hill
<br />Deputy City Attorney Terry A. Crone was also
<br />MINUTES OF PREVIOUS MEETING APPROVED
<br />Upon a motion made by Mr. Hill, seconded by Mr. Leszczynski and carried, the minutes
<br />of the regular meeting of May 4, 1981, were approved as submitted.
<br />OPENING OF BIDS AND BID AWARD - STREET SWEEPERS
<br />This was °the date set for receiving and opening sealed bids for the purchase of two
<br />1978 or newer, reconditioned dual gutter broom street sweepers. The Clerk tendered
<br />proofs of publication of notice in the South Bend Tribune and the Tri- County News which
<br />were found to be sufficient. The following bid was opened and publicly read:
<br />Ries Equipment Company Bid was signed by Norman G. Dahlmann, non -
<br />2804 Catherwood Drive collusion affidavit was in order and a
<br />Indianapolis, Indiana 10% bid bond was submitted.
<br />Two 1978 Reconditioned Dual, Diesel Elgin
<br />Pelican Street Sweepers at $30,000.00 each
<br />Total Bid Amount: $60,000.00
<br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the bid was
<br />referred to Mr. Sean Watt, Manager of the Division of Transportation, for review and
<br />recommendation. Following a review of the bid, Mr. Watt stated that the bid met all
<br />specifications and he recommended the award. Upon a motion made by Mr. Kernan, seconded
<br />by Mr. Hill and carried, the bid of Ries Equipment Company in the total amount of
<br />$60,000.00 was awarded, subject to funding.
<br />OPENING OF BIDS - SALE OF CITY -OWNED PROPERTY (208 CHAPIN STREET)
<br />This was the date set for receiving and opening sealed bids for the sale of city -
<br />owned property located at 208 Chapin Street. The Clerk tendered proofs of publication
<br />of notice in the South Bend Tribune and the Tri- County News which were found to be
<br />sufficient. Mr. Leszczynski advised that, because the property had been offered for
<br />sale at more than $1,000.00 (the offering price being $1,160.00), the city was required
<br />by ordinance to legally advertise for the sale of the property. He noted that no
<br />bids had been received for the property, and upon a motion made by Mr. Kernan, seconded
<br />by Mr. Leszczynski and carried, the Clerk was instructed to contact the interested
<br />party and advise him to submit his offer to purchase to the Board.
<br />APPROVE TRANSFER OF OWNERSHIP OF MORRIS CIVIC AUDITORIUM PARK SPACE (DISPOSITION PARCEL
<br />NO. 2 -13, IND. R -66)
<br />Mr. Hill advised that FBT Bancorp, Inc. had submitted its check to the city in the
<br />amount of $39,958.00 for the purchase of the triangular parcel of land in front of the
<br />Morris Civic Auditorium, bounded by St. Joseph, Colfax and Michigan Streets. One of
<br />the stipulations for the sale of the property was that it remain as open space for park
<br />land and that no buildings or structures be constructed on the property without prior
<br />approval from the City. Mr. Hill advised that the City would now turn its Quit -Claim
<br />Deed over to FBT Bancorp. He stated that the area would continue to remain as open
<br />space or park land, but woul.d now be placed back on the tax rolls and considered
<br />taxable property. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and
<br />carried, the check from FBT in the amount of $39,958.00 was accepted and the
<br />necessary papers necessary to complete the transaction were filed.
<br />VACATION RESOLUTION NO. 3507, 1981 - DENIED (RIVER PARK NURSING HOME)
<br />A public hearing on Vacation Resolution No. 3507, 1981, had been set and held on
<br />April 27, 1981; however, no decision by the Board was made as to the alley vacation,
<br />and a site visit had been conducted on May 5, 1981. Mr. Leszczynski noted that for
<br />this reason, the public hearing was being continued on this date. Mr. Edward Hardig,
<br />Attorney at Law, 419 West Jefferson Boulevard, stated that he was the attorney
<br />representing the River Park Nursing Home.
