LLIEfk,, Letter from the Mayor Dear Friends and Neighbors, As you read this, the City of South Bend is actively preparing for new jobs and new investment in nanotechnology. Across Sample Street from Police Depart- ment headquarters, we are clearing land that has a proud tradition of innovation and manufacturing to make way for a new generation of business startups, proto- typing and commercialization. When the former Studebaker Corridor is cleared, the site will be prepared as a new campus for industries that will commercialize the findings of nanoelectron- ics research at the Midwest Institute for Nanoelectronics Discovery, or MIND. The University of Notre Dame was selected this spring to host the fourth, and probably the final, U.S. nanoelectronics research center. At MIND, researchers will seek to discover the device that will succeed the semiconductor. And on this site of our industrial heritage, a new generation of creative companies will invest in commercializing that research. The City of South Bend, beyond commitments made with Notre Dame and the state to secure the Nanoelectronics Research Initiative, will invest tens of mil- lions of dollars to support nanoelectronics commercialization on a new industrial campus just southwest of downtown. Officials from firms in the consortium, which include IBM, Intel and Texas Instruments, said the city's commitment was key in locating a fourth center in the South Bend area. This unprecedented opportunity occurs at a time of great challenge. Although the City faces the loss of $19 million in property tax revenue annually, we will con- tinue to invest in economic development initiatives to create jobs and increase our tax base. Property taxes support public safety, parks and other governmental services. The money we invest for MIND will come from our Airport Tax Incre- ment Financing district — funds that can only be used for economic development. As South Bend and other government units address revenue challenges, it is es- sential that we invest in strengthening our economic base. We need to expand the wealth of our community and its residents through the high - paying, clean jobs MIND will create. Initial projections suggest that the potential tax benefits anticipated from MIND is equal to the city's entire existing tax base. I am committing to making South Bend the location of choice for commerciali- zation and manufacturing projects that grow out of the research at MIND. We will mobilize all sectors of the community to see this happen. For reasons of efficiency, concentration of expertise and proximity to intellectual property, some of the world's leading computer chip makers will create new operations on our new nanoelectronics campus. We will assist them by providing dedicated space for their future needs as well as for spin -off ventures and other high -tech firms. We could invest in a prototyping facility to lease to emerging entrepre- neurs and innovative companies. So why not donate those unused items to area nonprofit agencies and Goodwill for re- use? SHOES: All shoes must be paired and with rubber bands around them please! BOOKS : only morally appropriate books accepted. They will be put to good use rather than wastefully being dumped into the landfill. CELL PHONES: donated to the Women's Shelter for emergency use. Look no further, the South Bend Home Improvement Program ( SBHIP) can help South Bend single family homeowners by providing assistance with certain approved home repairs such as roof, furnace, electrical, or plumbing. The SBHIP also helps with exterior structural repairs that will make a positive impact on the neighborhood. Applicants may be eligible for either a grant or a loan/grant combination to fund the approved repairs on their home. The first step in the eligibility process is to meet the total household income requirements. However there are other eligibility factors that also apply. Applicants that are eligible for a full grant may receive up to $17,000 for repairs. If the cost of approved repairs exceeds the $17,000 grant amount, an additional $5,000 can be awarded in the form of a due - upon -sale mortgage loan which is payable when the owner sells the house, no longer resides in the home, or upon death. Applicants that are eligible for the loan/grant combination may receive up to $34,000 for repairs, with 50% in the form of a grant. However, all loans secured by the home cannot exceed the appraised value of the home. More than 7,000 people from the area attend Art Beat to see, hear or taste what's happening at each of several venues throughout the event. The purpose of Art Beat is to showcase the variety of per- forming, visual and culinary artists in South Bend and its sur- rounding community. It also creates awareness of the role down- town organizations and businesses play in the artisans' promo- tion and success.
