Letter from the Mayor
More optimism about South Bend
Dear Friends and Neighbors,
As I write these words, spring is beginning to emerge, lifting the spirits of
those who will read the signs. It has been said that optimists personify spring;
they see the rose and not the thorns. The pessimist, it's said, misses the rose's
beauty for the thorn's potential for causing pain.
With this in mind, I want to pass along some recent signs of hope that you
might have missed along the way. Many residents are optimistic about the
City's efforts to develop Ignition Park in the former Studebaker Corridor.
Already, on the southeast edge of Ignition Park, a new Transpo facility is
rising. It's expected to be the nation's first LEED Platinum- certified transit
facility and will greatly enhance our public transportation.
Transpo's work is one of several major construction projects that are
re- shaping the city's landscape:
The Salvation Army will break ground May 13 on a new $30- million Kroc
Community Center at Western Avenue and Chapin Street. Not only will
the Kroc Center bring critical programs to serve those in need, but it also
will bring new jobs and an infusion of more than $50 million in outside
resources into our city.
WNTT Public Television's new Center for Public Media is nearing
completion at the corner of Jefferson and Lafayette boulevards. This will
create a new excitement downtown, and we are exploring partnerships to
take advantage of new media technology to benefit the public.
South Bend will get a new Animal Care and Control shelter this year through
the rehabilitation of an existing facility on the edge of Kennedy Park. In
addition, our Parks Department is exploring the creation of an adjacent
dog park, the city's first.
Through the federal stimulus, we will see more than nine miles of maj or ar-
teries resurfaced this year.
Although a pessimist might complain about the mess of construction, even
the most dedicated doubter wouldn't dismiss the five new companies coming
to Innovation Park at Notre Dame. The first campus of our two -site state -
certified tech park is helping companies take appropriate steps to successfully
enter the marketplace. This is just one of the many great projects that result
from our partnership with the University of Notre Dame. On West
Washington Street, Notre Dame is planning to create a new Center for Arts
and Culture in the former Hansel Center. The facility will be home to the In-
stitute for Latino Studies and several visual arts programs.
Just across the street, Indiana University South Bend is preparing to open its'
Civil Rights Heritage Center in the former Engman Natatorium. It recognizes
a shameful past and will become a symbol of hope for a better future. When
it opens, it will proclaim that — as a city — we shall overcome.

One last bright spot for this month: On May 23,
Bike the Bend — a major noncompetitive recreational ride —
will take place in South Bend and surrounding areas. The 30-
mile route highlights our beautiful riverwalks, convenient bike
lanes and scenic neighborhoods.

WHATISA CENSUS TAKER?
OPEN THE DOOR TO A CENSUS TAKER AND OPEN
DOORS FOR YOUR COMMUNITY.
By being counted you are standing up for your community's
needs. That's why census takers are so important. A census taker
is a person from your community who is hired by the Census
Bureau to make sure that your neighborhood gets represented as
accurately as possible. The census taker's primary responsibility
is to collect census information from residences. Most of these
residences have not sent back their 2010 Census form.
The Census Bureau provides the census taker with a binder
containing all of the addresses that didn't send back a filled
out census form.
• The census taker then visits all of those addresses and re-
cords the answers to the questions on the form.
• If no one answers at a particular residence, a census taker
will visit a home up to three times and attempt to reach the
household by phone three times. The census worker will
leave a double -sided (English and Spanish) NOTICE of
VISIT in the doorway that includes a phone number for the
resident to schedule an appointment.
The census taker will ONLY ask the questions that appear on
the census form.

NATIONAL MUSEUM
Studebaker Design Contest
Design a new Studebaker. The Studebaker National
Museum is again sponsoring a contest to design what a
modern day Studebaker would look like. This is the third
year for the contest.
Entry forms may be obtained by visiting the mu-
seum website at www.studebakennuseum.org or by calling
the museum at 235 -9714 or 1- 888 - 391 -5600. Any questions
should be directed to Archivist Andy Beckman at 235 -9714
ext 226 or by email at abeckman@studebakermuseum.org.
Original design submissions can be created through
any artistic medium available, including but not limited to
pencil, ink, crayon, computer -aided drawing software, or a
combination of several techniques. Original designs will be
accepted at the museum until October 22, 2010. The winners
will be announced on Thursday, November 11, 2010.

Working together, we can all do our part to keep South Bend
Clean, Green, and Cool!
• Trash containers must be out by 6:00 a.m. on the regular
scheduled day of pickup.
• Place the container two feet from the curb (or alle line)
with the handles facing toward the house, arrows acing
toward curb /alley line.
• "No Parking" imprint will help keep cars from blocking
access to the containers.
• Rinse containers frequently to eliminate odors.
• Only bagged trash into the
container.
• Lids always closed to keep out

on the side of the container for

• Residents who have recently purchased a house, or are
renting a house within the City limits, and find that there is
no container on the premises, should call 277 -8823 to
request a container.
• Households will be monitored for the number of containers
being used and billed accordingly.
Curbside Recycling and
Shredded Paper
Shredded Paper is recyclable just like most other
types of paper. The difference is that uncontained
shredded paper is difficult to sort from other material
and clogs the mechanical sort systems. This interferes
with recycling of shredded paper as well as recycling
of other items.
Please contain your shredded
paper in a paper bag and fold
it to secure the paper or in a
clear plastic trash bag. This
will allow for your shredded
paper to be hand sorted and
recycled as you intended.
These bags are available at
most grocery stores, hard-
ware stores, office supply
stores.

South Bend Animal Care & Control
Rescue Story
Teddy arrived at South Bend Animal Care and Control
on 1- 25 -07. He had been abused and was found with a
long, deep cut across his throat. SBACC rushed him to
the vet where he had 13 staples put in place to close
the wound. Needing time
to heal, a local adoption
partner, volunteered to
accept Teddy into their
program.
After spending weeks
recovering, Teddy was
adopted. However, he was
soon returned when his
family decided they didn't
have time for him. In a
new foster home (mine),
Teddy went back on the
market. Sadly, once again, Teddy was adopted and
then returned when his new family realized the time
commitment needed. That was when Teddy found his
forever home right here with me! Teddy is now a
loved and cherished member of our family and living
happily ever after.
