As we look to South Bend's future, several "Big Ideas" have the potential to reconfigure our landscape or even to reshape our economy and quality of life. I mentioned 10 Big Ideas in my annual State of the City address (read it in full at www. SouthBendIN. gov). But I want to touch on some here in brief because Big Ideas blossom into new realities when they are nourished by many sources. A Big Idea I've addressed before is this: South Bend powering the new economy through re- search and high -tech innovation. As I write this, Innovation Park at Notre Dame has welcomed two new companies. There are now seven start-ups at this portion of our dual -site state - certified technology park in the few short months it has been open. The Big Idea is this: Companies, which begin at Innovation Park, will grow here, get their legs under them and be ready to move to the next level. When that happens, we'll welcome them at the other portion of our tech park, Ignition Park. That will mean new jobs and new investment in our community. But South Bend potentially will reap benefits from other Big Ideas, too: High -speed rail: Indiana has lagged behind the rest of the Midwest in getting federal support for high -speed rail. The state's preferred route for high -speed rail through northern Indiana bypasses South Bend, Mishawaka, Elkhart and Goshen. It was based on a false choice, an either - South - Bend -or -Fort Wayne analysis. We believe both communities should be included, and a growing number of people agree. Together with the private sector, we are making the case for a high -tech corridor that connects Fort Wayne and Warsaw's orthopedics industry with South Bend's research and innovation hub and Elkhart County's potential for electric vehicles. Major road improvements: Two big ideas for nearly a generation are about to become reality. The State is moving forward with plans to widen State Road 23 and reconfigure the "Five Points" intersection. Construction is to be completed by 2012. On a slightly longer timetable, the upgrade and realignment of U.S. 31 is happening. Work already is proceeding between Plymouth and South Bend, and the phase north of Roosevelt Road will be under construction in 2014. Also, we are seeking to build a new interchange at U.S. 31 at Adams Road to support new development in our county's fastest - growing area. • new neighborhood: Just south of Eddy Street Commons (a Big Idea already being realized), construction will begin this year on a new neighborhood. With private partners, 55 new single - family homes will be built in the "triangle" area north of State Road 23. Nearly one -third will be sold to low- and moderate- income families to preserve diversity. • transportation link: We are working with Transpo and the private sector towards a federally funded transportation link connecting Notre Dame and Innovation Park with Ignition Park and downtown. Studies show that such links boost private development, and we'd expect no less here. Big Ideas can provide big change for South Bend. We are up to the challenge. Sincerely, P. S. The dedication was a true celebration of the partnerships and collaboration that lead to the creation of this center. Representatives from IU South Bend, South Bend Heritage Foundation, and the City of South Bend joined fellow South Bend residents at the Centerfor History and after opening remarks, walked to the Natatorium at 1044 W. Washington Street. The event remembered the past from which we have come and celebrated the diversity and collaboration that have helped us progress to a better day. South Bend's New Animal Shelter On May 10, 2010, South Bend Animal Care and Control (SBACC) received the final approval to move forward with the construction of the much anticipated new shelter. Unlike the current 3,100 square -foot facility, the new 9,400 square -foot shelter will give SBACC room for several additional kennels and cages as well as: handicap accessible, expanded lobby and reception area, a spay- neuter surgery clinic, interaction rooms for families to meet with prospective pets and an adoption preparation area for bathing and grooming of animals. Every year, SBACC handles over 4,000 animals, answers over 7,000 calls for service, handles over 900 after hours emergency calls and has officers available /on -call 24x7, 365 days. SBACC provides an array of services, including: patrol services, support for emergency response teams (South Bend Fire and Police), lost animal reclaim, pet adoptions, low cost micro - chipping, low cost spay /neuter clinics, licensing, partnerships with local and national rescue agencies, and an educational alliance with Brown Mackie Veterinary Technician Program. We hope you will join us in celebrating this significant step forward in caring for the abandoned animals in our community. Together we're working to make South Bend a "No More Homeless Pets" community.
