Demolition Oversight and Environmental Review
Date: December 22, 2010
Attached is a supplemental proposal for professional services from Wightman Petrie Inc.,
related to the demolition and site preparation of the Fred's Transmission & Clutch site and
the Coveleski Housing Block. In April 2010, the Redevelopment Commission approved a
proposal with Wightman Petrie to provide a Phase 1, Demo Spec preparation and some
instruction services related to the project. The total cost of the contract was $27,220.00.
Due to the expansion of the scope of services to provide curb and walk and site grading
and landscaping for the entire site, additional demolition oversight and environmental
testing and additional services related to the demolition management, an expansion of
services proposal is needed. The scope of the new contract would be a not to exceed
amount of $17,000.00 to cover the final amount of the project. The total combined project
budget for this oversight would be $44,220.00.
Staff requests approval of the supplemental proposal.

Dear Bill:
Thank you for the opportunity to provide services for the preparation of contract documents and
construction inspection for the demolition and site restoration at the former Fred's Transmission
& Clutch located at 507 W. Western Avenue in South Bend, Indiana. During the course of the
project, Wightman Petrie performed additional services at the request of the City of South Bend.
Wightman Petrie's extra work included the design and coordination work involved with the north
half of the block since the original proposal only dealt with the property known as Fred's
Transmission & Clutch. Also, our proposal was based upon partial inspection of a 45 calendar
day project. Addendum #1 changed the project to a 60 calendar day project. During the
construction phase of the project, buried debris was discovered on the Fred's site. Wightman
Petrie assessed the condition and advised the City of South Bend that additional exploratory
excavation and full time inspection was necessary to ensure that the site was cleared of buried
debris. Wightman Petrie designated a full time inspector and coordinated all the environmental
issues discovered during the exploratory excavation.
For the above services,Wightman Petrie will bill their time and material for the extra work at a
cost not -to- exceed $17,000.00.
