HomeMy WebLinkAbout2010 Annual Report- Public Works & Property Vacation Committee2010 Annual Report of the Public Works and Property Vacation Committee of the South Bend Common Council Date: December 6, 2010 To: The South Bend Common Council The Office of the City Clerk From: 5`h District Council Member David Varner, Chairperson Public Works and Property Vacation Committee I am submitting the following Annual Report of the activities of the Council's Public Works and Property Vacation Committee which is a requirement of § 2-10 (i) of the South Bend Mznicipal Code. Duties: The Public Works and Property Vacation Committee is charged with "overseeing the various activities performed by the Building Department, the Department of Public Works and related public works and property vacation issues" pursuant to § 2-10 (i) (8) of the Sotrth Bend Municipal Code. Members: There were four (4) Council Members on this Committee, namely: Thomas LaFountain who is the Committee's Vice-Chairperson, Timothy Rouse, Henry Davis, Jr. and myself. We did not have any citizen members on the Committee this year. Meetings: As of the filing of this report, the Public Works and Property Vacation has held nine (9) committee meetings this year. Activities: Like last year, one of the vast majority of the meetings of the Committee included reviewing requests to vacate public ways. Such requests are governed by Chapter 18, Article 5 of the Sozrth Bend Municipal Code and Indiana Code § 36-7-3-13. Other topics which were referred to the committee for review and recommendation included an appropriation request to install emission control devices on city trucks; the need to discuss priorities on TIF projects each year; Recommendations for 2011: If I continue to Chair the Public Works and Property Vacation Committee in the new year, I would recommend that in addition to properly reviewing all 2010 Public Works and Property Vacation Committee Annual Report December 6, 2010 Page 2 Bills that are referred to committee for review and recommendation, that we also consider having regular committee updates on major public works projects and capital purchases in light of these challenging fiscal times.
