NOVEMBER 17 2010 94 The Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on Wednesday, November 17, 2010 with Board President Juanita Dempsey and Board Members Patrick Cottrell, Bruce BonDurant, Laura Vasquez, and Eddie Miller present. Also present were Board Attorney Thomas Bodnar, Police Chief Darryl Boykins, and Fire Chief Howard Buchanon. The meeting was held in the Board of Public Works Meeting Room, 13th Floor, County City Building, South Bend, Indiana. Board members discussed the following items: - Removal and Addition to the Agenda Attorney Thomas Bodnar requested that Charges 2010 -06 of the Police Department be removed from the agenda and a request for an extended medical leave from Captain Ronald Marciniak, Police Department, be added in its place. Mr. Bodnar noted there is nothing to discuss from the Hearing of the Charges. - 2011 Board of Safety Meeting Schedule Attorney Thomas Bodnar informed the Board that the 2011 schedule will reduce the number of meetings per month from two to one. He stated all Board members were in favor of the third Wednesday of the month schedule except Mr. BonDurant. Mr. BonDurant stated he will have conflicts on several of the dates due to another Board meeting he attends. He questioned whether the fourth Wednesday of the month would be better. Mr. Bodnar noted the Common Council meets the second and fourth of the month. If the Board of Safety met on the fourth Wednesday of the month, there would be a two week wait for the next Council meeting. He noted by having the meetings on the third Wednesday, there is only one week wait for the Common Council to meet. The other Board members confirmed the third Wednesday works well for them. - Fire Department Hiring List Mr. Bodnar stated the Fire Department hiring list was approved by the Board several months ago. The fourteen (14) recruits being hired were taken in order from the list. He noted there were a number on the list that are not included in this hiring list because they failed either background checks or psychological tests, or took other jobs. Mr. Bodnar noted they are getting more applicants from outside the community so the background checks are becoming more important and are being done in depth. He noted this will hopefully help to avoid future disciplinary hearings. Chief Howard Buchanon stated there were originally fifteen (15) recruits on the hiring list, but one took another job. He noted the Fire Department decided to go with fourteen (14) instead of delaying the process by looking for one to replace him. Chief Buchanon stated these recruits are filling fourteen (14) positions that are open due to never having been filled, or future retirees. Martin, Clerk Eddie Miller, Member EXECUTIVE SESSION NOVEMBER 17, 2010 The Board of Public Safety met in the Executive Session on November 17, 2010, at 8:30 a.m. The meeting was held in the Mayor's Conference Room, 14th Floor County City Building, South Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b) (2) (A) and (b) (6) (A) and I.C. 5- 14- 1.5- 6.1(b)(7). Board President Juanita Dempsey, Board Members Bruce BonDurant, Patrick Cottrell, Laura Vasquez, and Eddie Miller were present. Also present were Board Attorney Thomas Bodnar, Police Chief Darryl Boykins, and Fire Chief Howard Buchanon. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon, and Board Attorney Thomas Bodnar. ACCEPT MINUTES OF PREVIOUS MEETING President Dempsey stated that unless there were any objections, the Minutes of the October 27, 2010 Meeting and the Special Meeting of October 29, 2010, would be accepted as presented. APPROVE 2011 BOARD OF PUBLIC SAFETY SCHEDULE Upon a motion by Mr. BonDurant, seconded by Mr. Cottrell and carried, the following 2011 REGULAR MEETING NOVEMBER 17, 2010 96 schedule of Board of Public Safety meetings was approved: BOARD OF PUBLIC SAFETY 2011 MEETING SCHEDULE PLACE. 13TH FLOOR, COUNTY -CITY BUILDING ROOM 1308 SOUTH BEND, INDIANA TIME: Board of Public Safety Agenda Session Begins at 8:00 a.m. Board of Public Safety Meeting Begins at 9;15 a.m. JANUARY FEBRUARY MARCH 19 16 16 APRIL MAY JUNE 13 18 15 JULY AUGUST SEPTEMBER 20 17 21 OCTOBER NOVEMBER DECEMBER 19 16 21 POLICE DEPARTMENT ACCEPT CORRECTION TO PROMOTION TO CORPORAL -- JOHN GAST In a letter dated October 18, 2010 and previously approved by the Board, Chief Boykins recommended that Patrolman John Gast be promoted to the rank of Corporal effective October 18, 2010. Chief Boykins noted that the correct date for this promotion is November 7, 2010. President Dempsey stated if there were no objections, the corrected recommended promotion would be accepted by the Board effective November 7, 2010. APPROVE REQUEST FOR PAID EXTENDED MEDICAL LEAVE -_ RONALD MARCINIAK In a letter to the Board, Chief Boykins, Police Department, stated that Captain Ronald Marciniak requested the Board grant him a paid medical leave of approximately thirty -one (31) calendar days effective November 16, 2010. Upon a motion made by Mr. BonDurant, seconded by Mr. Cottrell and carried, the paid, extended medical leave was approved effective November 16, 2010. FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING ---- JULY, AUGUST AND SEPTEMBER 2010 Captain Dave Hecklinski, Director of Training, South Bend Police Department, submitted to the Board a written Quarterly Report for Specialized Training for the periods of July, August and September 2010. The report indicated the specialized training attended, the names of the officers who attended, and the costs involved. There being no questions concerning this report, the Quarterly Report for Specialized Training as submitted was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — OCTOBER 2010 President Dempsey indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of October 2010, as submitted by the Police Department, would be accepted for filing. Mr. Bodnar stated this was an addition to the agenda. FIRE DEPARTMENT REQUEST TO HIRE FIRE RECRUITS Chief Howard Buchanon submitted to the Board a letter requesting permission to hire fourteen (14) Fire Recruits as civilian City employees. The recruit class is scheduled to begin on November 30, 2010 for a period of approximately twenty (20) weeks with an effective date of hire as Firefighters of April 15, 2011.
