A regular meeting of the Board of Public Safety was held on Monday, December 31, 1956
at 10 :00 A.M. All members were present. Minutes of the previous regular meeting were
read and approved.
Applications for the Fire Department were examinaed and placed on file for Edward Joseph
Bishop.
Applications for the Police Auxiliary School Patrol were examined and placed on file
for Grace Irene Morton.
The monthly report for December, 1956 of the Police Department was accepted and placed
on file.
Upon recommendation by the Chief of Police the Board hereby approves the following pro-
motions in the Police Department of the -City of South Bend, Indiana:
- -Captain John Porte from Captain to Inspector
- captain Clem Hazinski from Captain to Inspector
-Lieutenant Andrew Orban from Lieutenant to Captain
Lieutenant John Klaybor from Lieutenant to Captain
Patrolman John Kolber from Patrolman to Corporal
Patrolman Carl Shaffer from Patrolman to Corporal
-Patrolman Louis Minnes from Patrolman to Corporal
-- "Patrolman James Hertel from Patrolman to Corporal
"Patrolman Louis Horvath from Patrolman to Sergeant
- Patrolman Don Brown from Patrolman to Sergeant
These promotions will become effective as of January 1, 1957.
Also the following recommendation by the Fire Chief of promotions in the Fire Department
e approved by the Board. To become effective as of January 1, 1957.
Patrolman Ray Bikowski from Patrolman to Lieutenant in the :, ....
Alarm Station
Private Stephen Horvath from Private to Lieutenant in charge
of Junior Fire Training
Fireman Harry Moskwinski from Fireman to Lieutenant
Lieutenant Harry Lodyga from Lieutenant to Captain
Private Edward Hosinski from Private to Lieutenant
The Chief of the Fire Department appeared before the Board and requests that the Board
adopt the following ruling upon his recommendation:
Beginning December 28, 1956 all units shown below shall log all 10 -71s
(Other than those which cover Fire Duty) as follows:
Date and Time of 10 -7 Reason for 10 -7 Time of 10 -8 on 10 -7
This applies to units of Chief, Assistant Chiefs, Battallion Chiefs,
Instructors, and Mechanics.
A report to date shall be forwarded to the office of the Chief on the
first of each month.
also, that if any Fire Department member is seen, or reported and proved to be drinking
any intoxicant while on duty, and in uniform, he shall immediately be suspended. If such
a condition is Shown to exist, the office or officer -in- charge shall take immediate steps
.or suspension of the offender. If said officer or officer -in charge shall not follow
;his procedure, he in turn shall be suspended.
A letter was received from John F. Ranschaert petitioning the Board of Works and Safety
or reinstatement to the South Bend Police Department. Letter placed on file and no action
as taken.
There being no further business to come before the Board t e meeting was adjourned at
0:30 A.M. (CST).
