A regular meeting of the Board of Public Safety was held Monday,
September 27, 19541 at 10 :00 A. M. All members were present. Minutes
of the previous meeting were read and approved. Claims of the following
suppliers, in the total amount of $2796.491 were approved and ordered

FIRE DEPARTMENT:
First appeared before the Board, Fire Chief, Richard J. Duck, who
presented quotations from three well known decorating concerns for the
exterior painting of Fire Station No. 10.
The Board examined the quotations and accepted the recommendation
of Fire Chief Duck that the quotation of the Modern Decorating Company,
which included the patching of damaged stucco with prime new stucco,
was the best offer in the interests of the City.
At the specified time in the legal advertising, the-opening of
bids was announced and the Board proceeded in this matter, as follows:

Superintendent Ira Hunsberger appeared before the Board with his

the Board.

Superintendent Hunsberger next presented to the Board report of
accident, in *hick the Electrical Departmentts truck was involved,
together with quotations from reliable automobile repair shops for the
repair of damage to privately owned automobile. These were referred to
Attorney I. A. Hurwich for disposition.
A petition, dated September 17, 1954, to "connect" street light
at the corner of Leer and Irvington Street was examined by the Board
and referred to Superintendent Hunsberger for investigation and report.

A petition, dated September '27, 1954, for the installation of
street light in the area indicated as the intersection of Congress,
Union and MacArthur was examined and referred to Mr. Hunsberger for
investigation and report.

A petition, dated September "27, 1954, was next presented to the
Board by Attorneys Chas. H. Wills, and J. Chester Allen, who were present
together With certain signers of the petition, which requested the censuring
and disciplining by suspension of two police officers named in the petition.
Petition sets forth accusations, and carries statements by several wit -
rierses, in the main, high school students, giving their individual
accounts of the incident; involving the arrest of certain juveniles on
the night of Saturday, September 18, 1954•
City Attorney, I. A. Hurwich, being present read to the Board and the
assembled persons, petition and statements. Attorney Hurwich then called
upon Chief Gillen for the written reports of the police officers in-

Considerable discussion took place and various persons, including
Attorney J. Chester Allen, Captain Elmer Sokol, and Mrs. Flora B. Ingram
offered helpful comment. It was generally conceded, in the light of
all circumstances involved, that the police had acted within their
rights and exercised much restraint under provocative conditions. The
Board took the matter under further advisement.
There being no further business to come before the Board, the
meeting was adjourned at 12:50 P.M.
