There being no further business to come before the Board, the

March 8, 1954-
A regular meeting of the Board of Public Safety was held Monday,
March 8, 1954, at 10 :00 A. M. All members were present. Minutes of the
previous meeting were read and approved. Salary claims, in the amount of
$80,001.03, were approved and ordered paid: Claims of the following
suppliers, in the total amount of $1768.86, were approved and ordered

First appeared before the Board, a delegation whose announced spokes -
an was Mr. Leslie Stallworth. It was immediately evident to the Board
that the group had been misinformed, inasmuch as their first request
as for the reversal of an action the Board had not taken. Chairman of
he Board, I. A. Hurwich, then informed the group that the Board would
proceed forthwith to_:ho14 hearing in the matter.
After a number of persons were heard, the crux of their demand was
;larified by the Hon. Jesse L. Dickinson and the Board, thereupon,, issued
;he following directive:
"Police officers are directed, in the event
they are called by any citizen when a misde-
meanor has been committed, as for example, in
the case of discrimination in service in public

public places such as restaurants, to arrest
the alleged violator, as demanded by the offended
person, provided the offended person accompanies
the police officer and the violator for the purpose
of signing an affidavit charging the offense."
POLICE DEPARTMENT:
Chief of Police, Richard J. Gillen, being present, recommended to the
Board the appointment of Russell W. Bennitt as a special police officer.
Mr. Bennitt is an employee of the St. Joseph Bank and Trust Company.
The Board authorized the appointment and affixed their signatures
thereto.
Chief Gillen next took up with the Board his departmentts need
for six new four -door sedans, replacing a like number of sedans for
offer as "trade- ins ". Funds having been appropriated for the purpose
of such replacement.of equipment, the Board directed the Clerk to
proceed with the required legal advertising.
Police Department applications of Wayne E. Smith and Richard S.
Zoludow were examined and ordered placed on file.
FIRE DEPARTMENT:
Fire Chief, Richard J. Duck, being present, brought to the Boardts
attention the Fire Departmentts need for a station wagon for the use
of the Assistant Fire Chief, stressing the need for this particular
type of vehicle because of its being adaptable to the carrying of
necessary equipment such as stretchers, oxygen tanks, etc. Funds
being available to provide automotive equipment for the Fire Department,
the Board directed the Clerk to proceed with the legal advertising for
bids.
The Fire Department application of Kenneth D. Larson was examined
and ordered placed on file.
ELECTRICAL DEPARTMENT:
Superintendent Ira Hunsberger was present and presented his
recommendation for the installation of a 4000 lumen light on the
southwest corner of Chapin and Cotter Streets. The Board approved
the recommendation.
The Board next considered a suggested method to improve the
lighting of Bendix Drive, and at the same time effect a saving in
cost to the City. This would involve that section between Westmoor
and Bertrand Streets. The suggested change, submitted over the sig-
nature of Superintendent Hunsberger, was approved by the Board.
The Annual Report of the Police Department was received and ex
by the Board and ordered filed. amined
There being no further business to come before the Board, the
meeting was adjourned at 11 :50 A. M.
