January 18, 1954
A regular meeting of the Board of Public Safety was held Monday,
January 18, 1954, at 10 :00 A. M. All members were present. Minutes
of the previous meeting were read and approved. Claims of the following
suppliers, in the amount of $3642.95, were approved and ordered paid:

First.appeared before the Board, Captain M. J. Voelkel, Acting Chief
of Police, who, after consultation with Mayor John A. Scott, recommended
to the Board departmental promotions to be effective February 1, 1954,
as follows:
RUSSELL L. HUNT to be promoted to the rank of a Captain
and to_ be assigned in charge of Civilian Defense.
JOHN S. WEINZETL to be promoted to the rank of a Sergeant
and assigned to the First Detail Patrol Division.
The Board approved and authorized these promotions.
Attorney Chas. A. Wills then appeared before the Board with
,representatives of the N.A.A.C.P., including the Hon. Jesse L.
Dickinson, and Rev. Erwin A. Gaede of the First Unitarian Church.
Attorney Wills stated the appearance of the group before the Board
was for the purpose of renewing the request made by himself at the
regular meeting of the Board on January 4th, which request was to the
effect that special instruction be given the police force pertaining to
the laws governing this particular violation and the procedure to be
followed in a recurring incident of this nature.
Reference was made to the statute which was enacted in 1884. It
was pointed out by the chairman of the Board, I. A. Hurwich, that the
problem of the enforcement of this statute is not an easy one to solve,
and Mr. Hurwich again recommended the procedure of swearing out an
affidavit in the of.Pice-of the Prosecuting Attorney, and endeavored to
assure.Attorney Wills of the Boardis serious consideration of the entire
matter.
Statements pertinent to the situation were offered by the Hon.
Jesse L. Dickinson, Rev. Erwin A. Gaede and others. The opinion was
expressed that South Bend should take the lead in the enforcement of
this statute, and that the better citizens and clergy would "stand
behind" the City administration in its enforcement. The chairman
again pointed out the various problems with which the Board is con-
fronted in attempting to arrive at a decision in the matter, but
stated the Board intends t'to come up with an answer in the near future' ".
Mr. Wm. Morris, president of South Bend branch N.A.A.C.P., put
the question, "Within the next month ?" .Chairman Hurwich replied, "yes ".
FIRE DEPARTMENT:
The agreement pertaining to the rendering of service by the City
Fire Department to citizens of German Township, signed by the Township

Trustee and two members of the Township Advisory Board, was next
approved and signed by the Board-.
In the matter of a similar fire protection agreement with Portage
Township, a paragraph in this agreement was found to be faulty and a
corrected agreement was ordered to be drawn up and re-submitted to the
Trustee of Portage Township.
'Attention of the Board was called to the Fire Department,ts need
for four dozen blankets and eight dozen sheets. The Clerk was directed
to proceed with the purchase of these supplies.
-Fire Department applications of Myron R. Kamp and Richard Mattasitd-
were examined and ordered placed on file.
Fire Department Injury Report, covering the injury of Michael
Kuminecz, occurring December 25th, was examined and ordered filed.
'Captaints and Lieutenantfs Daily Reports, covering runs made
into outlying area of Portage and German Townships, during the month
of December, to which Engine Companies Nos. 11, 12, 21 and 22 responded,
were examined and ordered filed.
ELECTRICAL DEPARTMENT:
Proposals for the. interior painting required at the Fire Alarm &
Signal Station were deferred until the next regular meeting to present
opportunity for the superintendent to study these bids and offer his
recommendation to the Board in this matter.
Police Department application of Richard Mattasits was examined
and ordered placed on file.
There being no further business to come before the Board., the
meeting was adjourned at 11:45 A. M.
