A regular meeting of the Board of Public Safety was held Monday,
January 4, 1954, at 10:00 A. M. All members were present. Minutes of
the previous regular meeting and special meeting were read and approved.

First appeared before the Board, Attorney Chas. H. Wills, who re-
lated to the Board an incident of race discrimination which occurred in
a downtown tavern, wherein a waitress and a bartender failed to serve
Attorney Wills and a friend accompanying him. A police officer was
called at the time of the incident, but failed to make an arrest due,
in the opinion of Attorney Wills, to insufficient knowledge and instruction
on the part of the officer to enable him to take action in an offense of
this nature. It was pointed out to Attorney mills by the chairman of
the Board that the offense is one of too personal a type for an arrest to
be made without the issuing of a warrant, and would be placing the police
officer in a position not intended that he should assume. Attorney Wills
stated that the offense is one of frequent occurrence and conducive of
great'ill'will, and asked that the Board consider instruction pertaining
to the laws governing this violation and the procedure to be followed when
called in a recurring incident of this nature. The Board took the matter
under consideration.
ELECTRICAL DEPARTMENT:
A petition, dated December 21, 1953, bearing the names of twenty
Elmer Street residents, for improved street lighting, was approved in
part only. The request for a light at the intersection of Elmer and
Hamilton Streets, was denied, in view of the fact that at present no
occupied housing exists within a block distance of this intersection.
A petition, dated December 11, 1953, calling for improve lighting -on
:Magnolia Street, from Dubail Avenue to Prairie Avenue, was examined and
referred to Superintendent Ira Hunsberger for investigation and report.
FIRE DEPARTMENT:
Fire Chief, Richard J. Duck, being present, made the recommendation
to the Board that Fireman Victor Derdak of Truck Company No. 5 be promoted
to the rank of lieutenant, effective January 15, 1954. The Board a
the promotion accordingly`. pproved
The department's need for two "Chemox" masks was brought to the
attention of the Board and the Clerk was directed to obtain this equipment
as quickly as possible.
POLICE DEPARTMENT:
The Police Department application of Thomas P. Pfeifer, was examined
and ordered filed.
There being no further business to come before the Board, the
meeting wasi adjourned at 11:15 A. M.
