The following petitions for improved lighting were referred to
uperintendent Ira Hunsberger for investigation and report:
Street light at the corner of Iowa Street and West Jefferson
Street light to light the alley, from Spruce to Walnut(dead end)
Street light at the corner of Kenmore and West Colfax Avenue
Street light in the vicinity of West Jefferson
OLICE DEPARTMENT:
The department's urgent need for four (4) sirens and two (2) spotlites
o replace wornout- equipment of this type was explained to the Board by
aptain M. J. Voelkel. The Board approved the purchase of the specified
quipment and authorized the Clerk to release Purchase Order BW3379
ccordingly.
Captain Voelkel also brought to the attention of the Board, the
olice Department's urgent need for certain types of ammunition to cost
n'excess of $400.00, and stating that funds available for such purchase
ust come from other than General Supplies. In view of the existing
mergency, the Board authorized the Clerk to proceed with the purchase,
n6 umbering funds from Appropriation P- 334 to pay for this supply of
mmunition.
The Police Department application of Stanley A. Bizczynski was
xamined and ordered placed on file.
There being no further business to come before the Board, the
eeing was adjourned at 11 :05 A. M.

A regular meeting of the Board of Public Safety was held Monday,
December 21, 1953, at 10 :00 A. ilT. All members were present . Minutes of
the previous meeting were read and approved. Salary claims, in the
total amount of "1156,007.33, were approved. Claims of`the following

The Board accepted the recommendation of Superintendent Ira-Hunsberger
for the installation of a 4000 lumen light at each of the following inter -
scetions:
Wellington and Jefferson
Iowa and Jefferson
Colfax and Kenmore
The recommendation of Mr. Hunsberger for the installation of a
4000 lummen light at the alley intersection between 1209 and 1215 Goodland
Avenue was approved by the Board.
Superintendent Hunsbergerts recommendation that the lighting of Portage
Court be increased, from the present 1000 lumen to a 2500 lumen with new
fixture, was approved by the Board.
POLICE DEPARTMENT:

Police Chief, Richard J. Gillen, being present, took up with the Board,
the repeated hazard and traffic congestion occurring on streets which are
main arterial State Highways,in the form of excavating jobs, which are pro-
longed and which in some instances have taken up fully one -half the.width
of the street. The Chief recommended the extending of the regulation,
which governs such excavations in the downtown district, to govern also
excavations made in any street, being a part of the Indiana_ State Highway
system, within the city limits. The Board approved the recommendation and
directed that this regulation is hereupon effective and all contractors
having Excavatorts Bonds in effect with the City are to be so notified.
A letter from the Sheriff of Allen County, Harold S. Zeis, under date
of December.16th, addressed to the Board of Public Safety and Police
Chief, Richard J. Gillen, commending the °Police Department for the assistance
and cooperation rendered to his deputies,on a recent occasion, was read and
ordered placed on file.
Police Department applications of the following four applicants were
examined and ordered filed:

The application of D. Jean Eisele for the Police Auxiliary School
Patrol was examined and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11 :30 A. M.

SPECIAL MEETING
December 22, 1953
A special meeting of the Board of`Public Safety was called for
1 :5 P. !,Fl. this date, for the purpose`of considering and acting upon
recommendations of Chief of Police, Richard J. Gillen, and Mayor John
A. Scott, for the promotion of Police Department personnel. Board
member I. A. Hurwich was absent.
The recommended promotions were as follows:
Richard A. Stickley to be promoted from the rank of Patrolman
to the rank of Lieutenant and to be assigned as Station Commander in
charge of the First Detail, Patrol Division.
Richard E. Bauer, Sr. to be promoted irom the rank of Patrolman
to the rank of Sergeant,to be assigned as Patrol Sergeant on the First
Detail, Patrol Division.
Edward M. Hanyzewski to be promoted from the rank of Patrolman
to the rank of Sergeant-and to continue his assignment in the Traffic
Division in charge of Auxiliary School Policewomen, School Safety Patro,,
and public relations in traffic.
17illiam D. Bush to be promoted from the rank of Patrolman to
the rank of Detective Sergeant and to be assigned to the Special Inves-
tigations Division under the command of Captain Edward G. Radecki.
Chris Koehler to be promoted from the rank of Patrolman to
the rank of Detective. Sergeant and to be assigned to the Juvenile Aid and
"rime Prevention Division under the command of Captain Elmer Sokol.
Edward Jr. Nawrocki to be promoted from the rank of Patrolman
to the rank of Detective Sergeant and assigned to night duty in the
Detective Division.
The Board approved the promotions, exactly as recommended, to
cecome effective January 1, 1954.
There being no other business coming before this meeting, the
neeting was adjourned at 2 :10 P.IV�.
