Hurwich was absent. Minutes of the previous meeting were read and approved. Andrzejewski, rep- resenting the Fireman's Association and Arthur A. May, representing the City Attorney in the absence of Mr. I. A. Hurwich. A letter from the. Fire Chief,'addressed to the Board, under date of September 11, 1953, recommending a penalty of loss of four days pay for Firemen Richard Klimczewski and Stephen Danielowicz, Jr. was then examined, and these men were called before the Board singly to give their version of the altercation in which they were involved while on duty at Fire Station #4$ on the night of September 10th. Following these hearings, both men were called before the Board, reprimanded and warned that involvement in another disturbance of this nature would have serious consequences for them, and ordered back to duty. POLICE DEPARTMENT: In the absence of the Chief of Police, Captain M. J. Voelkel appeared before the Board and presented a request that the Police Pistol Team be granted permission to attend the State Matches at the Putnamville State Police Post, September 16th and 18th. The Board granted its permission with the stipulation that it is subject to cancellation in the event of an emergency. The Board then took up the matter of the enforcement of City Ordinance No. 3921 and directed Captain Voelkel,in the absence of Chief of Police Gillen, to proceed with rigid enforcement of this ordinance. Captain Voelkel then brought to the attention of the Board, the urgent . need for a 37" power lawnmower for use at the Pistol Range and presented quotations from a South Bend firm and an Elkhart firm, quoting on-the identical make of mower, equipped with sulky. The Board accepted the lowest and best proposal and directed the Clerk to issue the required purchase order. The Board examined the Police Department Application of Clifford La Verne Markham and ordered application to be placed on file. The Board re- considered the Police Department Applications of Billy. J. Hoover and Wayne E. Marshall and ordered these applications returned to files pending further consideration in the event of vacancies. Petition for a street light on the northeast corner of Belmont Avenue and Greenlawn Avenue, under date of September 9, 1953, was examined and referred.to Supt. Ira Hunsberger for investigation and report. Petition, dated September 9, 1953, for a street light on the east side of Greenlawn Avenue, opposite the south curb line of Hoover Avenue, was examined and referred to Supt. Ira Hunsberger for investigation and report. A letter from former Mayor Fred W. Keller, calling attention to the need of improved lighting at the northwest corner of Greenlawn Avenue and Southwood Avenue, was referred by the Board to Supt. Hunsberger for attention. Report of run made by Engine Company No. 12 into outlying area, under to of September 1, 1953, was examined and ordered filed. There being no further business to come before the Board, the meeting adjourned at 11:45 A. Young, as a special police officer in and or the City of South Bend, as an employ of Kenneth Hurd, Private Detective. ppointment was approved and signed by the Board. An interesting and instructive report was given by the chairman of he Board, I. A. Hurwich, on the successful operation and results from he use of the electric speed timing device, obtained by the City of eno, based on two - hundred arrests. Mr. Hurwich pointed out the necessity f two officers co-operating in such arrests and bothcfficerst names appear - ng on police summons. The legal requirements in the matter of posting of signs indicating use of this device on highways entering the City, were also brought out in discussion. The Police Department application of Leo J. Donovan was examined and ered placed on file. The disposition of Police Department Car No. 45, a 1953 Studebaker Title No. 1612147) damaged in a wreck and considered salable as junk, as deferred for further consideration.
