August 18, 1953
A special meeting of the Board of Public Safety was held at 8 :30 a.m.
Tuesday, August -18, 1953• Board member, R. S. Andrysiak was absent.
At this time, appeared before the Board, Chief of Police, Richard J.
Gillen, Captain -M. J. Voelkel, and Lieutenant Richard Stickley, and
upon the recommendation of Mayor John A. Scott, the Board took the
following action:
.Lieutenant Richard Stickley is hereby demoted from the
rank of lieutenant to patrolman'a.nd is, accordingly,
relieved of his duties as commander of the lst Detail
of the Patrol Division.
Captain M. J. Voelkel, head of the uniformed division, is assigned
the additional duty of commander of the lst Detail of the Patrol Division
until further notice.
It was the consensus of opinion that this action was necessary in the
interests of public safety.

A regular meeting of the Board'of'Public Safety was held Monday,
August 24, 1953, at 10 :00 A. M. Mr. R. S. Andrysiak was absent. Minutes
of the previous regular and also special meeting were read and approved.
Payroll claims in the amount of $74,739.55 were approved. Claims of the
following suppliers in the amount of $1760.99 were approved and ordered
paid:

Chief of Police, Richard J. Gillen, was present and reported no new
velopments to present to the Board at this time.
DEPARTMENT:
Fire Chief, Richard J. Duck, being present, brought to the attention
the Board an improved and much more efficient type of nozzle now avail -
.e, and the urgent need for the replacement of ten obsolete nozzles with
new nozzle to be obtained from the Elkhart Brass Mfg. Co. In view of
attractive offer made by these people on the initial ten nozzles re-
,red, the Board approved the purchase and directed the Clerk to proceed
ordingly.

ELECTRICAL DEPARTMENT:
Superintendent Ira Hunsberger, being present, brought to the
attention of the Board the rapid growth of Edison Park, and the need
for street lighting and a fire alarm box in this area.
Superintendent Hunsberger stated that Fire Box No. 738 is in tended
for installation at the intersection of Solomon Avenue and Flag Avenue and
its installation is being delayed pending installation of street light
at this intersection.
Superintendent Hunsberger's recommendation for the installation
of a 4000 lumen light, for the following locations, was then approved
by the Board:
Solomon Avenue and Flag Avenue
Rockne Drive and Flag Avenue
Solomon Avenue and Congress Avenue
Patterson Drive and Corby Boulevard
Whitehall Drive and Corby Boulevard
Brookhurst and Whitehall Drive
Brookhurst and Patterson Drive
Brighton Place and Patterson Drive
Brighton Place and Whitehall Drive
Sorin.Street and Whitehall Drive
Sori.n Street and Patterson Drive
Washington Street and Bendix Drive
and at 222 South Bendix Drive.
A 1000 lumen light, recommended by
on the northwest corner of Oakside and
by the Board.
A petition, dated August 20, 19539
calling for improved street lighting on
south of Ewing Avenue, was examined and
for recommendation.

Three petitions,.all dated August 17, 1953; calling for improved
street lighting in the 200 block Burbank Street, in the 200 block Concord
Street, and in the 200 block 'Walton Street, were examined and referred to
Supt. Hunsberger for investigation and recommendations.
This being the time set for the opening of bids to furnish eight
-door sedans for the Police Department, the chairman of the Board, so
'announced and proceeded as follows:

There being no other bid received and specifications meeting
fully with the requirements of the Police Department, the Board
awarded the contract accordingly, and directed the Clerk to issue
formal purchase order to cover.
The Board then took up the matter of the contract with German
Township for the year of 1953, which up to the present time has not
been signed, and which has been called for by the Township Trustee
T. O. Mays, to place Before the Township - Advisory Board for signatures,
at a meeting of this Advisory Board, scheduled for.Tuesday evening,
August 25, 1953. It was brought to the Boards attention that payment

for the last half of the year 1952 has not been received, and the Board
directed the Clerk to inform Trustee Mays that before contract will be
confirmed by the Board, German Township must pay the delinquent 1952
payment due the City of South Bend, plus payment for the first half of
1953, when full fire protection remained in effect pending the signing
of contract, and the records of the Fire .Department show thirteen runs
were made, one fire having involved the use of three pieces of equipment
for a considerable period of time.
Reports covering runs into outlying area, German and Portage Townships
under dates of.August lst, 11th and 12th, involving Engine Cos. ll, 13 and
8 respectively, were examined and ordered filed.
The July 1953 Report of the South Bend Police Department was examined
and ordered filed.
There being no further business to c-ome before the Board, the
meeting was adjourned at 11:15 A. M.

Bids on fire engines, opened August 3, 1953, were again ordered by
the Board to be held in abeyance for consideration at a later date.
The Board then examined and signed contract for the year 1953, to
provide fire protection for.German Township.
