The attached Professional Services Agreement is a proposal from Phifer Environmental
Services for additional site investigation at 1521 / 1527 S. Kendall St.
A Phase I was completed by Phifer Environmental for this property on June 21, 2010, which
revealed certain Recognized Environmental Conditions. A Phase II was recommended,
approved by the Commission on July 23, 2010, and completed on October 12, 2010.
The Phase II revealed Tetrachroethylene in the ground water at the two most eastern of the
four sample sites on this property, which over the years has been a car repair and body
shop. Tetrachroethylene is a chemical traditionally used in the dry cleaning business.
Because historically there was a dry cleaner a half block to the south, and a Laundromat
directly to the south of this property, it is suggested that further analysis be done. This
analysis will consist of five geoprobes to be installed around the perimeter of this property,
to collect water and soil samples. The water samples will be tested to try to determine from
which direction the Tetrachroethylene is coming from, and that this site is not the source of
contamination.
Total project services cost is a not to exceed of $5,175.
Staff requests approval of this Professional Services Agreement, to allow a Supplemental
Phase II Environmental Site Assessment to be completed for this property.

Dear Mr. Relos:
Phifer Environmental Services, LLC is pleased to provide the following Proposal for
Supplemental Site Assessment Services associated with general area of 1521/1527
Kendall Avenue. The following presents a review of the background information leading
to the recommendation for supplemental environmental services, as well as the
proposed scope of such recommended services, project schedule and estimate of costs.
PROJECT INFORMATION
Phifer Environmental Services, LLC. recently completed a Phase I Environmental Site
Assessment of the property known as 1521 and 1527 Kendall Avenue, in South Bend,
Indiana (June 21, 2010, PES Project 10 -021). Identified Recognized Environmental
Conditions focused on historical auto body repair (including historical painting) and
current auto service /repair operations have a potential for environmental impact to
surface and subsurface soils as a result of poor waste management practices (waste
paints, waste oils, waste antifreeze, waste solvents /degreasers). The presence of waste
oil pools on the concrete in close proximity to floor drains, stained soils in the area of
waste oil containers, as well as other stained soils in the rear fenced area were all
indications of poor management practices.
Based upon the aforementioned, PES recommended a Phase II Environmental Site be
undertaken for the purpose of assessing the extent to which, if any, the automotive
repair and maintenance activities conducted at the subject site may have potentially
impacted the subsurface environment. Accordingly, the City of South Bend
Redevelopment Commission, during its meeting of June 23, 2010 authorized Phifer
Environmental Services to perform the recommended Phase II Environmental Site
Assessment. Such assessment involved the installation of four Geoprobe soil borings
across the subject site. One of the borings 9GP -1) was established in the area of oil
staining at the southwest corner of the building (resultant of poor transfer of waste oils to
drums). A second exterior boring (GP -2) was established in the adjacent (north) vacant
lot (former residential), as a down gradient location. The remaining two borings (GP -3

and GP -4) were established adjacent to the interior floor drains around which pooling of
oil had been identified. Field screening, involving the use of a photoionization detector,
as well as visual and olfactory observations, did not readily identify the presence of
impacted soils within the soil profile of any of the boring locations. However, at least one
soil sample was submitted for laboratory analysis of High End Organics and Volatile
Organic Compounds (typically the depth interval of between 2 feet to 4 feet was
submittal as the most likely to be impacted as a result of surficial and /or drain
introduction). In addition, upon encountering the saturated zone (water bearing depth),
each of the borings were converted into a temporary well for the collection of a
groundwater sample (analysis of Volatile Organic Compounds).
Results of the Phase II Environmental Site Assessment (Report dated October 11, 2010,
PES Project #10 -044) identified the presence of High End Organics in the soil sample
collected in the area of the waste oil drums (2 -feet below land surface) at a level of 75.5
mg /kg. The current RISC Residential criterion for High End Organics is 230 mg /kg.
None of the other soil samples submitted from any of the soil borings were reported with
either High End Organics or Volatile Organic Compounds above laboratory detection
limits. With respect to the groundwater samples collected and submitted for analysis of
Volatile Organic Compounds; the presence of Tetrachloroethylene (also known as PCE)
was reported for location GP -2 (0.015 mg /L) and GP -3 (0.0116 mg /L). The RISC
Residential criterion for Tetrachloroethylene, which is commonly associated with dry
cleaning operations, has been established as 0.005 mg /L. We note that the RISC
Industrial criterion has been established as 0.55 mg /L; however current RISC guidance
stipulates that use of the Industrial Default Closure Values requires the deed attachment
of a Restrictive Environmental Covenant that prohibits the use of groundwater.
With the exception of Dibromochloromethane reported for the GP -3 groundwater sample
(attributed to the presence of a chlorinated municipal water line), no other Volatile
Organic Compounds were reported for any of the groundwater samples.
Given that 1) Tetrachloroethylene was not detected in any of the soil samples submitted
for analysis, 2) that there were no indications of highly impacted zones as would have
been noted via the field screening process; and 3) the locations of GP -2 and GP -3 were
the easternmost of the four boring locations, with groundwater flow in the area being to
the north /northeast; IDES concluded that the likely source of the Tetrachloroethylene was
not the commercial garage, but more likely associated with historical off -site sources.
Such off -site sources include a former adjacent self - service Laundromat (potential use
of coin operated dry cleaning machines) and several historical dry cleaning facilities
having been located along Indiana Avenue, to the south of the subject site (up gradient).
IDES further concluded that a Supplemental Environmental Site Assessment would be
necessary to further delineate the potential source of Tetrachloroethylene in the area.
Accordingly, the following sections present our approach toward conducting the
Supplemental Environmental Site Assessment, projected costs and a tentative schedule
for completion.
PROPOSED SCOPE OF SERVICES
Soil Sampling via Geoprobe Methodology
We note that the City of South Bend currently owns a former residential property located
to the southwest of the commercial garage (up gradient), the former residential property
to the north of the commercial garage, as well as the former public park, located across
Kendall Street from the subject site (side gradient to down gradient). Other publically
accessible areas in close proximity include alleyways to the immediate west and south of
the subject site (side gradient and up gradient).
Using Geoprobe methodologies (small track mounted hydraulically driven sampling
probe) soil samples from a total of five locations. One soil boring (GP -5) is proposed for
the common alleyway to the west of the subject site. Two additional soil borings are
proposed for the residential lot to the southwest of the site. One of the borings (GP -6)
would be located within the front yard, along Indiana Avenue; the second (GP -7) being
located in the rear yard, along the eastern property boundary of the lot. The fourth boring
(GP -8) will be established within the east /west alleyway, near the intersection of Kendall
Avenue. The final boring (GP -9) is proposed to be located within the public park area to
the east of the subject site, across Kendall Avenue.
For each of the Geoprobe boring locations, discrete soil samples will be collected at 4-
foot intervals throughout the soil profile to a depth of 20 feet below ground surface, or
until saturated soil conditions are encountered. Each soil sample interval will be
screened for the presence of volatile organics by placing a portion of the soil sample into
a plastic bag, allowing time for equilibration, and insertion of a photo ionization detector
(PID) probe to observe a reading of "total VOCs" in parts per million (ppm). All data
associated with the field screening of VOCs will be recorded for future reference (Soil
Boring Logs).
In addition, a portion of each discrete sampling interval will also be collected for
submittal to the laboratory. PES proposes to submit two soil samples from each of the
five boring locations based on the PID field screening results and /or other indications of
the presence of potential contamination (visual or olfactory). In the event that field
screening with a PID, visual or olfactory observations do not indicate the presence of
contamination; the two depth intervals immediately above the soil /groundwater interface
will be submitted for laboratory analysis. Each of the soil samples selected for
laboratory analysis will be analyzed for the presence of Volatile Organic Compounds
(VOCs). PES will utilize IDEM guidance Terra -Core Methods to collect soil samples from
each discrete sampling interval for the analysis of VOCs. All soil samples will be
labeled, packed on ice and forwarded to the laboratory under chain -of- custody
procedures.
Temporary Geoprobe Well Installation for Groundwater Sampling
PES proposes to convert each of the five Geoprobe soil borings to temporary wells with
insertion of a Geoprobe groundwater sampling device, which allows for the extension of
a stainless steel slotted screen for collection of a groundwater sample from the point at
which the saturated or water - bearing zone is encountered. For this proposal, PES has
assumed that the water - bearing zone will be encountered within 20 -feet of land surface.
Once installed, each temporary well would be purged until such time as the water
discharge becomes relatively free of solids or until at least three gallons of water have
been removed. PES proposes that groundwater from each of the temporary wells be
analyzed for VOCs. Each groundwater sample will be appropriately labeled, packed on
ice, and forwarded to the laboratory (priority overnight delivery) under chain -of- custody
procedures. PES will plug the boreholes /wells with bentonite once soil and groundwater
sampling activities have been completed.
Reporting
Upon receipt of the laboratory analyses, data will be reviewed and tabularized.
Comparison of the data for each respective chemical constituent will be made to the
Risk Integrated System of Closure (RISC) Default Closure Values for Residential and
Industrial /Commercial Properties. Upon completion of the initial data review, a "Letter
Report" will be prepared which presents the sample collection and analytical
methodologies used during the field phase of the assessment. Copies of the sample
location maps, tabulated data and comparison to RISC Default Closure Values will also
be incorporated. Recommendations for any additional assessment activities will be
made for review and comment.
SCHEDULE
PES proposes to commence site investigation activities within one week of receipt of
notification to proceed (depending on weather, utility clearance and Geoprobe
availability). Upon mobilization, we anticipate completion of the Geoprobe sampling
requiring one day. Laboratory analyses will be completed by Pace Analytical on
standard one -week turnaround from receipt by the laboratory. Our initial discussion of
results will occur within one day of receipt of laboratory analytical results. Our written
"Summary Letter Report" will be submitted within one -week of the initial conference.
COST ESTIMATE
An ESTIMATED COST for Phase II Environmental Assessment Services with respect to
the Baseline Environmental Assessment is presented as follows:

Please note that this ESTIMATED COST should be considered a Project Maximum,
which PES will not exceed without prior approval. However, should the scope of
services require modification (i.e., additional borings) based upon field conditions and /or
circumstances that would not have otherwise been anticipated, PES will notify the client
of such "changed conditions" and resultant cost implication to the project.
LIMITATIONS /QUALIFICATIONS
The sampling and testing of soil, groundwater and /or other materials not specifically
identified in this proposal is beyond the scope of services for this project. Cost estimates
for our proposed services have been prepared based on the following assumptions:
• PES will have unlimited access to the site during daylight hours;
• Interior areas identified for borehole installations will be cleared to allow for sufficient
access for equipment
• No subsurface obstructions (buried utilities or fill debris) will interfere with our work;
• Sufficient access /clearance will be provided for exterior Geoprobe locations;
• Groundwater will be encountered within 30 -feet of ground surface;
• Inclement weather will not interfere with the completion of our field work;
Soil cuttings and purge waters will be returned to the boring from which they were
generated, with the remainder of the boring filled with bentonite pellets to land
surface.
This Supplemental Environmental Site Assessment should be considered as a "tool" in
the evaluation of the subject site relative to the potential presence of contaminants, and
does not necessarily fulfill Indiana Department of Environmental Management (IDEM)
guidelines for delineation of contaminants identified within soil or groundwater.
