First appeared before the Board Fire Chief Richard J. Duck and called attention

remote control and two magnamikes, Sufficient funds having been appropriated to
meet these needs, and being available, the Board directed the Clerk to proceed to

POLICE DEPARTMENT:
Chief of Police, Richard J. Gillen, being present, brought up the matter of
traffic control on Spencer Street, pointing out that police authority cannot be
exercised under present conditions, whereby approximately one -half of this street
is Grand Trunk Railway property, under control of a lessee. The Chief stated,
however, that the railway company greatly desires that control of parking and
other traffic conditions on Spencer Street be regulated' by the South Bend Police
Department and accordingly are agreeable to leasing the strip of approximately
fourteen foot width,, comprising the railroadIs property, on a dollar per year
basis, to insure such police regulation of this area,
The Board directed Chief Gillen to obtain such lease from the Grand Trunk
Railway for the signatures of the Board at their next regular meeting.
The Board next proceeded with the appointment of Kenneth C. Hurd as a special
police officer for the City of South Bend, self - employed in the capacity of
Merchant Police, and appointment was signed and sealed by the'Bdard, effective
this date.
ELECTRICAL DEPARTMENT:
Superintendent, Ira Hunsberger, being present, the Board referred to the
superintendent a petition calling for street light at the intersection of South
Carlisle and West Calvert Streets, for investigation and report.
