A regular meeting of the Board of Public Safety was held Monday,
May 25, 1953, at 10 :00 A. M. All members were present. Minutes of the
previous meeting were read and approved. Salary claims in the amount of
075,698.45 were ;approved. Claims of the following suppliers, in the
amount of $2859.76, were approved and ordered paid:

First appeared before the Board, Chief of Police, Richard J. Gillen,
asking that the Board appoint as special police officers, Roy A. Klink,
an employee of Bendix Home Appliance Co., and Albert E. Vascil of the
ascil.11erchant Police Service. In pursuance of statutes governing,
the Board, thereupon, made the appointments requested.
Chief Gillen next brought to the Boardts attention, the impossibility of
exercising traffic law- enforcement on Spencer Street, in view of the fact
that the south one -half of this street is the property of the Grand Trunk.
W stern Railway Company, and under the control of a lessee. Chief Gillen
stated the railroad company has offered to deed their ownership of this
s rip of property comprising the south half of Spencer Street to the 'City
oC South Bend, with a view to placing this street under proper police'
j risdiction. It was suggested this should be handled in the form of a
d dication and Chief Gillen was instructed to inform the railroad company
tD proceed accordingly.
IRE DEPARTMENT:
Fire Chief Richard J. Duck, being present, delivered to the Board a
letter from the Chicago Office of the National Board of Fire Underwriters,
in which it was pointed out their survey of the southwest section of the
City, had resulted in the conclusion that there was no need then (March
1952), "nor would there be in the foreseeable future" for a firo station
at the site owned by the City at Prairie and Ewing Avenues. The letter
stated there is greater immediate need for a new fire station in the
southeastern part of the City, in the vicinity of I,Jliami Street and
Twyckenham Drive, where extensive new building has been in progress. Some
discussion followed, and the Board directed that the Rum Village Business

of Fire Underwriters, and the letter of the Underwriters Chicago
office was ordered filed.
Some discussion was next given the need for replacement of the
pumper, used by Central Fire Station, which makes runs to all fires,
including those beyond the city limits, and because of this severe
and heavy usage, has reached the point's where operative costs, due
to frequent breakdowns, have become excessive. The Chief suggested,
however, that upon replacement, the present t1Squad!' pumper would be
given a complete overhaul and transferred to a station where, with
greatly reduced activity, it would be available to render limited
service for a further period of years.
Some discussion was also given to the possible elimination of
one or two old fire stations; the matter having been brought to the
Boardts attention by Miss Virginia Guthrie, Executive Secretary of
the South Bend Civic Planning Association.
ELECTRICAL DEPARTITEENT:
Superintendent Ira Hunsbergerts recommendation for the installation
of 6000 lumen lights on Lincoln Way West at the following three inter-
sections; these lights rea

Knoblock Street
Maplewood Avenue
The installation of 4000 lumen lights, upon the recommendation of
Superintendent Hunsberger, for the following five locations, was approved
by the Board:
Intersection of Essex Drive and Preston_ Drive
Intersection of Preston Drive and Chamberlin Drive
Between 3102 and 3106 Wilder Drive
Intersection of Salem Drive and Wilder Drive
Intersection of Essex Drive and Chamberlin Drive. -
A request from former Mayor, Fred W. Keller, and petitions from
north Elmer Street residents and property owners in the area of Laurel
Street, between Washington and Jefferson,.for improved lighting were
referred to Superintendent Hunsberger for investigation and report.
A request for the removal of a light bracket from its present
location on Laurel Street, between t'Uashingtcn and Jefferson, was referred
to Superintendent Hunsberger for investigation and removal, if in his
opinion, this is desirable.
The Fire Department application of Norman J Rubin was examined
and ordered placed on file. '
Report of Engine Company 21, covering run made May 12th to out-
lying Portage Township territory, was examined and ordered filed.
The Police Department's April Report was received and ordered
filed.
There being no further business to come before the Board, the
meeting adjourned at 11 :05 A. M.
